If Rockstar Games Launcher will not open, keeps loading, crashes, cannot connect, or launches without starting your game, do not reinstall everything immediately. First check Rockstar’s official service status, then work through the least destructive fixes below. The correct solution depends on whether the failure is in the launcher, the game files, your network, Windows, or Rockstar’s services.
This guide applies to Windows 10 and later, which Rockstar currently lists as supported.

Quick fix checklist
- Check Rockstar’s service status and your internet connection.
- Restart Windows and close Rockstar, Steam, and Epic processes.
- Run the launcher once with Run as administrator.
- Update Windows, graphics drivers, the launcher, and the game.
- Temporarily close overlays, recording tools, and conflicting security software.
- Start the Rockstar Games Library Service.
- Verify the affected game’s files in the correct launcher or storefront.
- Reset Windows networking for connection errors.
- Remove Windows compatibility-mode settings.
- Clean-reinstall only the Rockstar launcher, not your game data.
Identify what is actually failing

1. Check whether Rockstar is down
Open the Rockstar Games Service Status page before changing Windows settings. If the relevant service is showing an outage or maintenance, local repairs are unlikely to help; wait and try again later.
If Rockstar reports that services are operational, that only shifts the odds toward your network, firewall, DNS, Windows configuration, launcher installation, or account session. It does not prove that every regional route, ISP, or individual authentication request is working.

2. Restart the PC and test a clean launch
- Restart Windows.
- Open Task Manager with Ctrl+Shift+Esc.
- Close Rockstar, Social Club, Steam, and Epic processes that are still running.
- Confirm that your internet connection works in a browser. Use a wired connection temporarily if Wi-Fi is unreliable.
- Check that Windows shows the correct date, time, and time zone.
- Right-click Rockstar Games Launcher and choose Run as administrator once.
Administrator mode can resolve a permission problem, but it will not repair an outage, corrupted files, or an account issue. Do not repeatedly enter your password if the error clearly points to a server or network failure.
3. Update Windows, drivers, and the game
Install all available Windows updates and restart. Then install the current graphics driver from NVIDIA, AMD, or Intel. Rockstar’s general PC guidance specifically recommends updated Windows and video drivers, especially when a game crashes or refuses to launch.
If the problem began immediately after a driver installation, a clean driver reinstall may be more appropriate than repeatedly installing over the same driver. Driver updates are more relevant to game crashes, black screens, and game launch failures than to a launcher that never displays a window.

The Rockstar support hub currently displays notes for launcher version 1.0.108.2970, but that entry alone should not be treated as proof that it is the newest installer available.
4. Close overlays and background software
Temporarily exit nonessential software and test again, including:
- Discord, Steam, NVIDIA, and AMD overlays
- MSI Afterburner and RivaTuner
- Recording, streaming, and screen-sharing tools
- RGB, hardware-monitoring, and system-tuning utilities
- Third-party antivirus or firewall controls
These programs can interfere with game components, overlays, or service communication. Re-enable them after testing. Do not download DLL files, use registry cleaners, or install unofficial launchers as a workaround.

5. Test Windows Security and firewall permissions safely
Security software can block the launcher or its Windows service. As a short diagnostic test, temporarily pause the relevant protection, launch Rockstar once, and then immediately turn protection back on. Do not leave Windows Security or another antivirus product disabled.

If the test proves that security software is blocking the launcher, use an exclusion or firewall exception instead of leaving protection off. Rockstar gives this default launcher folder:
C:Program FilesRockstar GamesLauncherAdd only the required Rockstar component, re-enable protection, and remove the exception if it makes no difference. The exact firewall controls vary by security product.
6. Start the Rockstar Games Library Service
This is one of the most relevant fixes for the named Library Service error and is often missed by generic troubleshooting guides.
- Open Task Manager.
- Select More details if that option appears.
- Open the Services tab.
- Right-click Rockstar Service and choose Open Services.
- Find Rockstar Games Library Service.
- Double-click it.
- Set Startup type to Automatic.
- Apply the change, restart the launcher, and test the game.
If the service is missing, the installation may be damaged or incomplete. Security software may also be preventing it from starting. Changing unrelated Windows services is not recommended.

Verify files when the launcher opens but a game will not start, a game crashes after an update, files are reported as missing or corrupt, or GTAV shows a Failed zlib call. Verification repairs game content; it does not repair the launcher, an account session, a stopped service, or a Rockstar outage.

Rockstar Games Launcher
- Sign in to Rockstar Games Launcher.
- Open Settings.
- Under My installed games, select the affected game.
- Under Verify game file integrity, select Verify Integrity.
- Wait for the process to finish, then relaunch the game.
Rockstar says a completion notification appears above the system tray when verification is complete.
Steam or Epic Games
If you bought the game through Steam or Epic, use that storefront’s own installed-game file-verification control where applicable. Do not assume that the Rockstar verification button controls every Steam or Epic installation. The Rockstar launcher may still be required for account authentication even when the game was purchased elsewhere.
8. Reset Windows networking for connection errors
Use this step for errors such as 3000.108, repeated authentication failures, or a launcher that cannot retrieve required online data. It is not a first-line fix for a game crash with no connection symptoms.

- Run these commands in order:
ipconfig /release
ipconfig /flushdns
ipconfig /renew
ipconfig /registerdns
netsh winsock resetipconfig /releasereleases the current IP lease.ipconfig /flushdnsclears the local DNS cache.ipconfig /renewrequests a new IP lease.ipconfig /registerdnsrefreshes DNS registration.netsh winsock resetresets the Windows Winsock catalog.
Restart Windows after the final command. These commands do not increase internet speed and will not fix a Rockstar-side outage. On a work, school, VPN, or managed enterprise network, contact the network administrator if the reset is restricted or changes do not persist.
9. Consider DNS and ports only for persistent connection problems
Rockstar’s connection guidance lists these UDP ports:
6672 UDP
61455 UDP
61456 UDP
61457 UDP
61458 UDPThis does not mean every player needs manual port forwarding. Only investigate router or firewall port rules after simpler connection checks and the network reset have failed. Record the original router settings, make changes only on a trusted router, and remember that opening ports increases exposure.

Rockstar also lists Google Public DNS as one troubleshooting option:
IPv4: 8.8.8.8

IPv6: 2001:4860:4860::8844Changing DNS can help with DNS-resolution or routing problems, but it is not a universal fix. Save your original DNS settings before changing them. A VPN should not be treated as a default solution; it can introduce different routing, latency, firewall behavior, or authentication complications.
10. Remove Windows compatibility mode
If Rockstar says that only Windows 10 and later are supported while you are already using Windows 10 or Windows 11, an executable may be configured to run in an older compatibility mode.
- Close Rockstar Games Launcher.
- Right-click its shortcut and select Properties.
- Open the Compatibility tab.
- Clear Run this program in compatibility mode for.
- Select Apply, then OK.
- Launch Rockstar again.
Check the same setting for the Steam or Epic launcher and the game executable if the error continues. Do not enable compatibility mode as a general performance fix.

Do this after the lower-risk fixes, particularly for errors 1014 and 1023 or an incomplete launcher installation. A launcher reinstall is different from reinstalling the game.

- Close all Rockstar games and launcher processes.
- Open:
C:Program FilesRockstar GamesLauncher- Run
uninstall.exe. - When prompted, leave the game-data option unchecked.
- After uninstalling, remove the remaining launcher and Social Club folders listed by Rockstar:
C:Users[username]DocumentsRockstar GamesSocial Club

C:Program FilesRockstar GamesLauncher

- Download the installer from Rockstar’s official launcher page.
- Install it and sign in.
- Allow it to scan for previously installed games if prompted.
Important: the folders above contain launcher or Social Club files. Your installed game folders are separate. Do not delete other folders or files unless you deliberately intend to remove the game. The safe result depends on leaving the game-data option unchecked and following Rockstar’s cleanup instructions exactly; no reinstall can guarantee that an incorrectly selected option will preserve everything.

Error-code quick reference

When the launcher works but the game does not
Do not start with a launcher reinstall. Verify the game files in the storefront that manages the installation, update Windows and graphics drivers, close overlays, and check available storage and drive access. Rockstar’s general guidance favors internally connected drives over external USB drives for game installation because external access can create performance and access problems.
Mods can also cause game launch failures, but there is no single universal mod-removal procedure that applies safely to every Rockstar title. If the problem began after modifying the game, use the title’s documented mod-management guidance and keep an unmodified backup where possible.
If nothing works: prepare a useful Rockstar Support request
Collect the evidence before opening a support request. Rockstar asks for these launcher logs:

Create DXDiag.txt
- Press Windows+R.
- Enter
dxdiagand press Enter. - Wait for the tool to load.
- Select Save All Information and save the file as
dxdiag.txt.
Create MSInfo.txt
- Press Windows+R.
- Enter
msinfo32and press Enter. - Select File > Export.
- Save the file as
msinfo.txt.
Submit these files through Rockstar’s official support flow rather than posting them publicly. They can contain system and account-related information.
