What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
When Steam will not download a game, the cause is not always your internet connection. A stuck download can come from a stale client cache, a library folder that is no longer writable, corrupted local files, an overloaded content-server region, a failing or full drive, or software and router settings that interfere with Steam. Work through the fixes below in order, starting with the least disruptive test and moving to storage and reinstallation only when the earlier steps fail.
Identify the failure before changing anything
Note what Steam is doing and whether the problem affects one title or every title. That distinction helps you choose the first useful test instead of changing several variables at once.

| Symptom | What to compare | Best first test |
|---|---|---|
| Download never starts or remains at “Starting” | Does it happen with one game or every game? Is the selected region already the nearest available one? | Restart Steam and the computer, then clear the download cache. |
| Speed repeatedly falls to 0 bytes/s | Does disk activity continue, or does both network and disk activity stop? | Check the download region, then test another library drive. |
| Install or update fails with a write error | Can Steam write to the library folder, and does the drive have usable free space? | Repair the library folder and test an alternate drive. |
| One installed game will not update | Are other games downloading normally? | Verify that game’s local files before changing global settings. |
| “Steam content servers unavailable” or similar message | Is the problem limited to your selected region or present everywhere? | Choose the next closest download region and check router or software interference. |
A download that pauses while Steam is processing files is different from a client that cannot begin a transfer at all. Watch whether the disk is active and whether the problem follows one game, one library, one drive, or every download.

1. Restart Steam and your computer
Exit Steam completely, start it again, and retry the download. If that does not help, restart Windows and test once more. Steam documents this as the first step because a restart flushes system states and releases locks on files and other resources. A process left holding a game file can prevent an update even when the network is working.

2. Clear Steam’s download cache
- Open Steam.
- Select Steam > Settings > Downloads.
- Choose Clear Cache and follow the confirmation prompt.
- After Steam has reset the cache, start the download again.
Steam describes the operation precisely: “Clearing the Steam download cache will cause the Steam client to flush locally cached configuration data and acquire it from the Steam servers.” This is a client-configuration reset, not a replacement for repairing a library folder or checking corrupted game files. If the same download still will not start, continue instead of repeatedly clearing the cache.
3. Repair the Steam library folder
- Open Steam > Settings > Storage.
- Select the menu for the library that contains the game.
- Choose Repair Folder.
- Retry the installation or update after the repair completes.
Steam says, “The Steam library folder contains all of your installed games on disk. These folders need to be writable by all users in order to update properly.” A permissions problem can therefore affect updates even when existing games launch. Repairing the folder targets that write-access problem; it does not test whether the installed files themselves are damaged.
4. Verify the game’s local files
- Open your Steam Library.
- Right-click the affected game and select Properties.
- Open Installed Files.
- Select Verify Integrity of Game Files.
- Allow Steam to finish checking and repairing the installation, then retry the update or download.
Steam notes that files on hard disks and other storage devices can become corrupted because of “bad hardware, software crashes, power surges etc.” Verification addresses corruption in an existing installation. It is the targeted test when one game fails while other downloads work, or when an interrupted update left the game in an inconsistent state.

5. Change the download region
- Go to Steam > Settings > Downloads.
- Open the Download Region menu.
- Select another region that is geographically near you.
- Restart the download and compare its behavior with the previous region.
Steam explains that “Sometimes, servers in a specific region may be slow, overloaded or have a hardware failure causing download issues.” Changing to a nearby region is a controlled test for that condition; it is not a promise that a distant region will be faster. For a specific “no content servers” message, Steam advises trying the next closest region when the nearest region is already selected.
Change one region at a time and give the client a chance to reconnect. If several nearby regions fail for every game, the problem is less likely to be one regional content server and more likely to involve the client, storage, or software on your network.
6. Isolate the storage drive
Steam may appear to be downloading while the actual failure occurs when it writes, unpacks, or updates files. Use a different physical drive to separate a Steam problem from a drive problem.

- Open Steam > Settings > Storage.
- Create a Steam library on an alternate internal hard drive, if one is available.
- Install the same game there, or move the game’s folder to the alternate library and test the operation again.
- If you have an external SSD, use it as the alternate location for this isolation test.
This test is useful when the original drive is full, overloaded, failing, or not writable. Compare disk activity and the result on both locations. A successful install on the alternate drive points attention back to the original drive, its available space, or its write permissions rather than to the content server.

7. Remove outside interference from the test
Steam states that software outside the client can be responsible for download and server-connection problems. Temporarily close nonessential programs that inspect, filter, accelerate, or otherwise manage network traffic or files, then retry with Steam as the only game client running. Restore those programs one at a time after the test so you can identify a conflict instead of leaving unrelated software disabled.
Also inspect your router configuration. Steam’s server guidance says: “Steam does not support connecting through a network DMZ (de-militarized zone), so this setting must be disabled in your router for Steam to function.” If the router is using a DMZ setting, disable it, reconnect normally, and test Steam again. Do not treat a DMZ as a required workaround for content-server errors.

8. Reinstall Steam only as a last resort
Reinstallation changes more than the earlier tests, so do it only after the cache, library, file, region, storage, and interference checks have failed.
- Back up anything you need before removing the client.
- If you reinstall, install Steam to the same location so the existing game libraries can be preserved.
- Do not assume uninstalling Steam is harmless: Steam warns that uninstalling the client deletes game content.
- After reinstalling to the same location, sign in, confirm the library is visible, and test one download before changing additional settings.
A reinstall can replace damaged client components, but it will not repair a failing drive, an unavailable regional server, or a router configured with an unsupported DMZ.
Choose the next test from the scope of the problem
| If this is true | Most likely area to test | Next action |
|---|---|---|
| Only one game fails; other games download | That game’s local files or its library entry | Verify the game’s files, then repair the library folder. |
| Every game fails in one region | Regional content-server availability | Select another nearby download region. |
| Every game fails on one library drive | Drive capacity, health, or write access | Repair the folder and install to an alternate drive. |
| Downloads fail in every region and library | Client state, outside software, or network configuration | Clear the cache, restart, test without interfering software, and check for a router DMZ. |
| The alternate drive works | Original storage location | Keep the working library available while checking the original drive for capacity, write access, or hardware trouble. |
How to interpret a download stuck at 0 bytes/s
Zero network throughput does not by itself prove that your internet connection is the cause. Steam can be waiting on local file work, a writable library, or a content server. Look at the relationship between network and disk activity:

- Disk activity continues while network speed is zero: Steam may be processing or writing files. Let the operation continue briefly, then check the library drive and verify the game if the process never completes.
- Both disk and network activity stop: Restart Steam, clear the cache, and test another nearby region.
- The behavior changes when the library moves to another drive: Investigate the original drive rather than repeatedly changing regions.
- Only one title is affected: Use file verification before making global client changes.
These observations are diagnostic clues, not a guaranteed diagnosis. Apply one change at a time so you can tell which condition altered the result.
What “content servers unavailable” means
The message can describe a regional availability problem rather than a permanent Steam outage. A selected server may be slow, overloaded, or experiencing hardware failure. Select the next closest region and retry. If the message persists across nearby regions, continue with the client, storage, and interference checks instead of assuming that selecting a very distant location will solve it.
Router configuration matters as well. Steam specifically says it does not support connecting through a network DMZ. Disable that setting, reconnect the affected computer through the normal router path, and then test Steam. If other software manages network traffic, close it temporarily during the test.

When the manual sequence has not solved it
Record the exact symptom, whether one or all games are affected, the download regions tested, the library drive used, and whether file verification or folder repair reported a problem. That record prevents cycling through the same steps and makes the remaining fault easier to isolate. A failure that follows one drive points toward storage; a failure that follows every drive and every region points toward the client or network environment; a failure limited to one game points toward that installation.
