Frostpunk 2 is a society-survival city-building strategy game about governing a growing city in a frozen world. Its defining shift is scale: instead of treating survival only as a settlement-building problem, you manage districts, make laws through a Council, and contend with factions pursuing different ideas for the city. It is available on PC and PS5 through documented storefront listings; a physical-edition announcement also names PS5 and Xbox Series X|S. Whether it suits you depends on how much you want city management and political negotiation woven into survival.
What is Frostpunk 2?
Developed by 11 bit studios, Frostpunk 2 is the sequel to Frostpunk and a strategy game centered on keeping a society functioning under the pressure of a frozen setting. The studio describes it as a game about the city and its society. As Game Co-Director and Design Director Jakub Stokalski put it, “Frostpunk 2 is still a game about the City and its society.” (PlayStation product description)
The city is managed through districts, while laws and the Council are part of how you govern its people. Competing factions bring different ideas to those decisions, making political negotiation part of the survival challenge rather than a separate layer of flavor. The official Steam listing and PlayStation listing both foreground factions and the Council.
How is Frostpunk 2 different from Frostpunk?
The sequel shifts the emphasis toward governing a larger, more complex society. District-based city management and Council lawmaking put collective priorities and faction disagreements at the center of play. Survival remains the setting and pressure, but the central question expands from how to keep a settlement alive to how to steer a city whose groups do not necessarily agree on what it should become.

Districts organize the city
Districts are the city-building framework highlighted in the official descriptions. They let you think in terms of managing urban areas rather than only placing individual settlement buildings.
The Council is where laws are forged
The Council gives the city’s laws a political dimension. Decisions are not presented simply as a checklist of upgrades: factions have different ideas, so governing involves navigating competing aims while facing the frozen environment.

What is the Frostpunk 2 Icebreaker Edition?
The Icebreaker Edition is a physical collector edition announced for PS5 and Xbox Series X|S. Its announced contents are:
- The full game on disc
- A pop-up New London diorama
- A digital copy of the novella Warm Flesh
- A digital copy of a behind-the-scenes artbook

11 bit studios identifies Fractured Utopias as the first Frostpunk 2 DLC and describes it as reshaping Utopia Builder Mode. That establishes its named focus, but not its current price, compatibility on each platform, or inclusion in any particular bundle.
