AAA game budgets reach hundreds of millions of dollars because they combine a large specialist workforce, three to five years of development, demanding technology, worldwide launch preparation and major advertising. The most useful mental model is people × years: hundreds of employees, contractors and partner studios accrue salaries, benefits, equipment, software, management and office costs for every month a project remains in production. That is before marketing, platform work, localization, launch support and post-release content are counted.

These figures describe the upper end of PC and console development, not the entire games industry. Independent, mobile, casual and smaller premium games operate with very different economics. A few disclosed examples show the scale: McKinsey describes some AAA projects at $200 million–$500 million over three to five years, while Sony filings reported by Axios put Horizon Forbidden West at $212 million in development over five years and The Last of Us Part II at approximately $220 million.

What does a $200 million game budget actually cover?

A headline budget is meaningful only when its accounting scope is clear. “Development budget” may mean internal production expenses, while “total investment” can add advertising, launch services, platform fees, localization, servers and post-launch support. The UK Competition and Markets Authority (CMA) summarized publisher submissions showing how wide the range can be: some major AAA titles exceeded $80 million and approached $350 million in development, while marketing reached as much as $310 million. For certain latest releases, combined development and marketing costs were reported at about $110 million to almost $380 million.

Reported figure What it represents Evidence and qualification
$200 million–$500 million over three to five years Large AAA development effort, driven largely by engineering and art McKinsey analysis published in 2026; not an industry-wide median
$50 million–$150 million, rising to $200 million or more Development budgets compared across games released or being greenlit roughly five years apart CMA 2023 summary of submitted industry material
€150 million plus about €50 million Pre-launch development plus launch marketing Publisher submission reported by the CMA; the public report does not identify the publisher
More than $80 million to almost $350 million Development per title for major AAA franchises Publisher-reported ranges summarized by the CMA
Up to $310 million Marketing for some major AAA releases Publisher-reported range summarized by the CMA
$212 million over five years Development of Horizon Forbidden West, with more than 300 full-time staff Sony legal filing reported by Axios in 2023
Approximately $220 million Development of The Last of Us Part II, involving around 200 employees Sony legal filing reported by Axios in 2023

McKinsey also says AAA budgets often exceed $200 million, an eightfold increase since 2000. That is an analysis of the high end of the market, not a universal average. The CMA figures likewise come from publisher submissions and should be read as examples of what some major releases cost.

Why is labor the biggest cost?

People are the foundation of a game budget. A modern production brings together programmers and engine engineers, gameplay and systems designers, environment and character artists, animators, technical artists, writers, cinematic teams, audio specialists, producers, build engineers, quality-assurance testers, localization coordinators, accessibility specialists, legal and business staff, marketing teams and live-operations personnel.

The team must stay active for years, not weeks. Salaries are only one part of the loaded cost: benefits, payroll taxes, recruiting, contractors, offices, workstations, software licenses, source-control infrastructure, management and support departments continue while the project is being built. McKinsey’s three-to-five-year frame makes this compounding effect visible. The Sony filing on Horizon Forbidden West illustrates it directly: more than 300 full-time staff working across five years produced a $212 million development bill.

Industry staffing also became more specialized. The World Intellectual Property Organization (WIPO) describes game development as increasingly multidisciplinary and reports that average team size grew from about 26 people in 1995 to approximately 94 by 2015. That historical comparison is not a current AAA headcount average, but it shows why a modern project cannot be costed like an older title made by a small generalist team.

How does game complexity drive the budget?

AAA games are not simply longer versions of older games. They may combine high-fidelity rendering, physically based materials, expansive streaming worlds, sophisticated animation, cinematic storytelling, online services, accessibility features, several control schemes and support for multiple hardware configurations. Each feature creates production work and then multiplies testing and maintenance.

Rendering and world scale

High-resolution assets require concept art, modeling, sculpting, texturing, lighting, visual effects and optimization. A large world needs streaming systems, collision data, navigation, weather or time-of-day logic, memory management and thousands of individually authored locations. Improvements in visual quality therefore increase both content volume and engineering complexity.

Animation, performance and cinematics

Characters need animation sets for movement, combat, interaction, facial performance and non-player behavior. Cinematic scenes add storyboards, performance capture, voice recording, editing, lighting and integration with gameplay systems. A change to a character, scene or dialogue line can propagate through animation, code, subtitles, localization and quality assurance.

Online and cross-platform requirements

Multiplayer and live-service features add account systems, matchmaking, telemetry, anti-cheat measures, security, server operations and customer support. Supporting consoles, PC configurations or cloud services adds certification, graphics settings, input handling, patching and compatibility work. WIPO links rising costs to more complex development, advances in technology, cross-platform playability and the broader range of specialized skills required across consoles, PCs, mobile, browser and cloud services.

Why do revisions and delays become so expensive?

Game production is iterative: design, implementation, art creation, review, testing and revision repeat throughout the schedule. Early experimentation is cheaper because fewer dependent assets exist. Late changes are expensive because they can require several departments to redo finished work.

For example, changing a late-game mechanic can affect code, level layouts, animation, tutorials, dialogue, cinematics, accessibility settings, localization, test plans and promotional footage. A delay also keeps the full team, office, software and external partners on the payroll for additional months. The production disciplines described in The Game Production Handbook, 3rd Edition include schedules, resource allocation, feature creep, change requests, approval processes, testing plans and postmortems—each a reminder that controlling change is a financial task as much as a creative one. The handbook’s publisher page is available at O’Reilly.

Technology can shorten some tasks, but it does not eliminate iteration. A tool may generate a first pass of an asset or automate a build, while artists, designers, engineers and legal teams still have to integrate, review, optimize and approve the result.

Why do publishers use so many external studios?

Outsourcing expands capacity when internal teams cannot produce enough art, engineering, animation, ports, testing or localization on schedule. It also brings specialist skills for a particular platform or production phase. The additional studios, contracts, project management and review processes add cost, but they can be less expensive than building every capability permanently in-house.

The CMA quoted Activision describing the pressure behind an annual Call of Duty release: “We have to make so much content for Call of Duty, that we can’t even lean on one lead studio anymore. Now we need almost 1.5 lead studios for each annual CoD. That kind of bandwidth pressure is forcing us to use outsourcers more and more. I don’t see that changing anytime soon.” The statement, published in the CMA’s 2023 final report, explains why a franchise may operate as a network of internal and external teams rather than one studio.

Does marketing really add tens or hundreds of millions?

Yes, for some global releases, marketing can approach or exceed development spending. Advertising includes trailers and television or digital campaigns, showcase events, influencer and creator programs, public-relations work, retail promotion, platform placement, localization of marketing materials and launch support in multiple territories. It is separate from the cost of making the game unless a source explicitly combines the two.

The CMA recorded one publisher submission describing approximately €150 million in pre-launch development and about €50 million in launch marketing. Other publisher-reported examples in the same report put marketing as high as $310 million. These are not bills for every game; they show why a $200 million development figure should not automatically be treated as a $200 million total launch investment.

How does a worldwide release multiply costs?

A global launch requires more than translating the menu. Teams prepare text, subtitles, voice-over, legal notices, customer-support materials and marketing for different languages and territories. Each region has ratings and consumer-protection requirements, while each platform has technical certification rules. Accessibility work may cover subtitles, color and contrast options, remappable controls, difficulty assistance, audio cues and readable interfaces.

Different hardware configurations must be profiled and tested. A PC release may need to account for varied processors, graphics cards, drivers, operating systems, displays and input devices; console versions require platform-specific compliance and patch processes. WIPO describes an industry spanning multiple device categories and global supply chains, so distribution, localization and support become recurring operational expenses rather than one-time creative tasks.

Why are publishers willing to make such a concentrated bet?

A $200 million-plus project exposes a publisher to substantial risk because a game’s popularity is unpredictable. WIPO explicitly describes video-game production as risky for that reason. A title can miss its schedule, receive weak reviews, launch into a crowded market or fail to retain players even when its production quality is high.

Publishers accept the risk when a known franchise, platform strategy, audience, merchandising opportunity or expected long sales tail appears capable of supporting the investment. The same scale that raises the downside can create global reach and recurring revenue through expansions, downloadable content, subscriptions or multiplayer operations. None of those outcomes is guaranteed, which is why a large budget should be understood as an exposure, not a prediction of success.

Why can a game take five years?

Long schedules allow teams to build technology, create content, integrate systems, run testing and complete certification in sequence. Work is partly parallel, but dependencies create a critical path: an engine feature can block a tool, a tool can block content, and unfinished content can block performance testing and localization. As the project approaches launch, more staff may join for bug fixing, optimization, certification and marketing while the original teams continue development.

McKinsey’s $200 million–$500 million estimate covers three to five years, and the Sony filing for Horizon Forbidden West shows how a five-year schedule can accumulate $212 million in development costs. A long schedule is therefore not just “five years of coding”; it is five years of payroll and overhead across a changing, expanding production organization.

How should you compare two published game budgets?

Compare the accounting scope before comparing the dollar amounts. These questions reveal whether two figures describe the same thing:

  1. Development or total spending? Check whether the number excludes advertising, launch services, platform work and post-launch operations.
  2. How many people and years? Look for full-time staff, contractors, partner studios and the length of active production.
  3. What is the content scope? A linear campaign, open-world game, annual franchise release and live-service platform have different content and support burdens.
  4. Which technology and platforms? Count supported consoles, PC configurations, online infrastructure, rendering targets and accessibility requirements.
  5. What marketing is included? Determine whether global advertising, events, creators, retail, localization and platform promotion are inside the figure.
  6. Are post-launch obligations included? Seasonal updates, expansions, server operations and customer support can extend costs beyond release.

The CMA’s separate development and marketing ranges demonstrate why a single headline number can mislead. A credible comparison states who supplied the figure, when it was reported and which costs were counted.

Are all video games this expensive?

No. The evidence for hundreds-of-millions budgets concerns the upper end of AAA PC and console development. WIPO defines AAA games as high-quality, high-budget titles produced and distributed by major publishers. Indie games, mobile games, casual games and smaller premium projects can use smaller teams, shorter schedules, simpler technology or narrower launch plans.

There is no single reliable industry-wide median or average in the figures available here. McKinsey’s analysis, the CMA’s summaries of publisher submissions and legal-filing examples establish what some major releases can cost; they do not establish that hundreds of millions is normal for every game.

Can better tools stop budgets from rising?

Better engines, automation and production practices can reduce duplicated work and help teams deliver content more efficiently, but they do not remove the underlying trade-offs. If efficiency allows a publisher to build more detailed worlds, support more platforms or deliver more frequent updates, the saved capacity may be reinvested in a larger product.

McKinsey quoted Unity president and CEO Matt Bromberg making the productivity trade-off explicit: “The single biggest value we could offer this industry is to help people build better games, more innovative games, more efficiently. If a game takes 300 people in three years versus 100 people in a year, you’re going to make a lot more games in the latter than you are in the former.” The point is not that a particular staffing model is always cheaper; it is that both headcount and elapsed time drive the bill.

What is the clearest way to think about a blockbuster budget?

Think in layers. First comes the people-and-years cost of building the game. Complexity adds specialized engineering, art, animation, audio, design and testing. Revisions and delays extend the payroll. Outsourcing adds partner capacity and coordination. Global platforms and territories add certification, localization and support. Marketing then turns a finished product into a worldwide launch, and post-release operations can continue the spending.

That layered model explains how a project can pass $200 million without any single department being responsible for the whole amount. It also explains why two games with similar-looking headlines may have very different economics once their team size, schedule, scope and marketing definitions are disclosed.

Frequently Asked Questions

Are video-game budgets bigger than movie budgets?

Some AAA games have production and marketing totals comparable to or above major films, but the figures are not directly interchangeable. Game budgets can cover several years of payroll, software and post-launch operations, while film reports often separate production, distribution and marketing differently; compare the accounting scope before drawing a ranking.

How much does it cost to make a modern open-world game?

There is no dependable universal price for an open-world game. The disclosed examples show that some major open-world productions can exceed $200 million in development, but the total depends on team size, years in production, platforms, online features, localization and whether marketing is included.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why do game budgets keep rising even when development tools improve?

Efficiency gains are often spent on larger worlds, higher visual fidelity, more languages, additional platforms, accessibility and ongoing content. Tools can reduce the cost of a task without reducing the amount of content and support a publisher chooses to ship.

Does a game’s budget include voice acting and motion capture?

Only if the budget definition includes those production departments. Voice recording, performance capture, cinematic editing and localization are development expenses in some disclosures, but a published headline may omit them or combine them with broader launch costs; the source’s accounting scope is essential.
