That flexibility has limits: when a story moment needs to land, the game may guide the player or restrict character switching.
What Rockstar says is changing about GTA 6 missions
Rob Nelson, Rockstar North co-studio head and head of development, described a conscious effort to open missions up where possible while preserving the quality of the experience. In an October 2026 interview, he said, “We are always trying to find that balance between freedom and storytelling, as you say. It is a challenge and sometimes when you are trying to create a specific or hopefully compelling narrative, the narrative aspect does need to take precedence at times – at least for us it does.”
Nelson added that the team was trying to give players more latitude “without compromising the quality of the experience.” The goal is for missions built around the game’s systems to feel more consistent with the open world, rather than always funneling players through one fixed sequence.
Examples of mission freedom described so far
More than one way out of a tower block
Nelson described a mission in which players can take multiple routes out of a tower block. The example points to freedom in how a situation is navigated, rather than evidence that every mission objective can be completed in any order.

Ignoring the suggested escape route in a police chase
In another example, a mission becomes a police chase and shows the player an optimal escape route. According to Nelson’s description, the player can leave that route and keep going; the sequence continues through the wanted-level and robbery systems instead of forcing the player back onto a single prescribed path. The suggested route is therefore an option in this example, not a rule that necessarily defines every chase or mission.
Where the game may still direct the player
Rockstar is not describing unlimited mission choice. Nelson said that some narrative beats need to take precedence, and that too much freedom can make it harder to maintain mission quality. A tightly staged moment may therefore be more directed than a systems-driven chase or escape.

That is a design tradeoff: open-ended tactics can make a mission feel closer to ordinary open-world play, while tighter control can protect pacing, perspective, or a specific story moment. Nelson’s comments describe the intention behind previewed content; they do not establish that every mission in the finished game will offer multiple solutions.
Character switching will depend on the mission
Control between Jason and Lucia is also described as context-dependent. The translated Famitsu interview distinguishes between sections that lock the player to one character, missions that allow switching, and moments when the game switches characters automatically. It gives a high-rise sequence locked to Jason as an example, while contrasting it with missions that allow or require a switch.

Nelson said there is no single “correct way to play” and that the team has worked to avoid telling players how they should play. He also said players’ actions can influence how the world reacts. That is a statement about design intent, not a promise that every choice creates a different story outcome.
