Hearts of Iron IV: Graveyard of Empires — What’s Included and How to Get It

Released March 4, 2025, Graveyard of Empires adds focus-tree content for Iran, Iraq, Afghanistan, and the British Raj to Hearts of Iron IV. Expansion Pass 1 owners already have it included.

Hearts of Iron IV: Graveyard of Empires is a country pack for the base game, originally released on March 4, 2025. It is an existing digital add-on, not a new standalone game or a current launch announcement. It adds country content for Iran, Iraq, Afghanistan, and the British Raj.

What is Graveyard of Empires?

Paradox classifies Graveyard of Empires as a country pack for Hearts of Iron IV. Its setting spans the region between the Euphrates and the Gulf of Bengal, with content focused on diplomacy, warfare, national ambitions, and outside imperial pressure. You need the base game to play the add-on.

The original Steam announcement was titled “Graveyard of Empires | Available NOW!” and published on March 4, 2025. The phrase “available now” in that headline refers to the launch at that time, not a new release. Read the Steam announcement and release notes.

What content does the pack add?

The central additions are national focus-tree content for Iran, Iraq, and Afghanistan, plus an expanded tree for the British Raj. The countries have different alternate-history directions rather than one shared regional campaign.

Iran

Iran can pursue a route to revive the Persian Empire, alongside the pack’s broader national ambitions and regional conflict options.

Iraq

Iraq’s paths include pan-Arab nationalism and developing the region’s oil resources.

Is Graveyard of Empires included in Expansion Pass 1?

Yes. The March 4, 2025 Steam announcement says that owners of Expansion Pass 1 already have Graveyard of Empires included. If you own that pass, check your Steam library or the game’s downloadable-content listing before buying the pack separately.

What did the developer say about the release?

In an official Steam community post, Hearts of Iron IV Game Director Arheo acknowledged problems with the release and announced planned patches and updates intended to fix and improve both the pack and the base game. Arheo wrote: “Collectively, and personally, we were quite clearly wrong.” The post identified concerns with the content direction, quality, and scope. Read the official Steam post.
