Terraria Blizzards occur as often as Rain: a Blizzard is Rain as it appears in a Snow biome, where snowfall becomes heavier. Rain is random, and the Terraria Official Wiki estimates it occurs on 17.4%–23.5% of in-game days—about once every 4.25–5.75 in-game days on average, not on a fixed schedule.

How often does a Blizzard happen?

There is no separate Blizzard weather schedule. Rain can affect surface biomes, and its appearance in a Snow biome is called a Blizzard. The Terraria Official Wiki’s Rain page estimates Rain occurs on 17.4%–23.5% of a full in-game day. It translates that to an average interval of 4.25–5.75 in-game days, or roughly 1 hour 42 minutes to 2 hours 18 minutes in real time.

Those figures describe random weather over time, not a countdown. Rain may happen while you are elsewhere, so you might miss the Blizzard effect; conversely, you may wait longer than the average interval to see one in the Snow biome. The wiki does not give a publication year for these frequency estimates, so they should be treated as estimates rather than a guaranteed timer or a measured player-survey result.

How long does the weather last?

The same wiki page reports that a Rain event can last from 8 minutes to 61 minutes 30 seconds, with an average duration of 19 minutes 50.23 seconds. These are Rain durations; a Blizzard appearance lasts while Rain is active and you are in a Snow biome.

Why can the chance seem different?

Rain’s chance fluctuates irregularly. The wiki says that immediately after world generation, the chance is temporarily locked at 17.4%; that lock lasts between 2 minutes 24 seconds and 24 minutes. This temporary behavior and the random schedule help explain why a newly generated world or an individual play session may not seem to match the long-run interval. The wiki notes that some mechanics details use Desktop version 1.4.4.9 source code, while its frequency figures are not independently dated.

Can you make it rain?

In ordinary play, Rain cannot normally be started manually. In Journey Mode, you can control it through the Power Menu. To see a Blizzard, activate or encounter Rain while in a Snow biome; Rain elsewhere will not show the Snow-biome Blizzard appearance.

Does Blizzard in a Bottle mean the weather?

No. Blizzard in a Bottle is a double-jump accessory, and the Blizzard Staff is a magic weapon. Neither is the Blizzard weather event.
