In either case, the Aura must still be allowed to enchant the permanent.
Why a cast Aura cannot target a creature with shroud
An Aura spell targets the object or player it will enchant as it is cast. The Aura’s enchant ability defines what it can target: for example, an Aura with “enchant creature” targets a creature. Shroud means that permanent cannot be the target of spells or abilities, so you cannot cast that Aura targeting it—even if you control the creature and the Aura.
Wizards of the Coast summarizes the rule in its Magic Rules Blog: “Aura spells require targets.” Shroud applies to every player, not only an opponent.
When an Aura can enter attached despite shroud
An effect may put an Aura onto the battlefield without casting it as an Aura spell. In that case, choosing what it will enchant is not targeting. Shroud therefore does not, by itself, prevent the Aura from entering attached to that permanent. The Aura must still satisfy its enchant ability and any other applicable restrictions.

Example: Zur the Enchanter
Wizards’ Modern Masters (2017 Edition) release notes explain that an Aura put onto the battlefield through Zur the Enchanter’s attack ability does not target its recipient. It can be attached to a permanent with shroud or hexproof if that Aura’s enchant ability allows it.
Example: Role tokens
The same distinction applies beyond Aura cards. Wizards’ Wilds of Eldraine release notes explain that shroud and hexproof do not prevent a Role token from attaching when the ability creating it does not target the permanent.

Shroud does not change what an Aura can enchant
Shroud is a targeting restriction, not permission to ignore an Aura’s enchant ability. If an Aura says “enchant creature,” it cannot be attached to a permanent that is not a creature. If the chosen permanent does not meet the Aura’s enchant restriction, a non-targeting effect does not make the attachment legal.
Wizards defines shroud in its Mystery Booster release notes as: “This permanent can’t be the target of spells or abilities.” That definition explains why the method of attachment matters: casting uses a target; an effect that simply puts the Aura onto the battlefield does not.

What if an Aura or effect grants shroud?
Greater Auramancy gives other enchantments you control shroud and gives your enchanted creatures shroud, according to the Wilds of Eldraine release notes. While that protection applies, those permanents cannot be targeted by spells or abilities—including yours. It can protect them, but it can also prevent you from targeting them with your own effects.

Arcane Lighthouse has an ability that makes opposing creatures lose shroud for the turn. Wizards’ Commander (2014 Edition) release notes describe that effect. Once shroud is removed, you can target the creature that turn if it is otherwise a legal target for the spell or ability.

Quick rule of thumb
- Casting an Aura: It targets what it will enchant, so shroud prevents you from choosing that permanent.
- Putting an Aura onto the battlefield with an effect: If the effect does not target the recipient, shroud alone does not stop the attachment.
- Either method: The Aura must still be able to enchant the chosen permanent.
