A regular Charmander cannot become Shiny by leveling up. If you mean the black Mega form, it is Mega Charizard X—not a permanent ordinary evolution.
First, identify which black Charizard you mean

The Pokémon Company International describes Mega Charizard X this way: “Mega Charizard X’s body color changes to black, and its flames turn blue because they burn so much hotter.” Its typing changes from Fire/Flying to Fire/Dragon. How to evolve a Shiny Charmander into Shiny Charizard
Shiny status belongs to the individual Pokémon. Start with a Shiny Charmander or Shiny Charmeleon; evolving an ordinary one will not make it Shiny. In the standard evolution line, Charmander evolves into Charmeleon at level 16, and Charmeleon evolves into Charizard at level 36. Pokémon Database: Charmander evolution information
- Obtain a Shiny Charmander or Shiny Charmeleon in the game you are playing.
- Level a Shiny Charmander to level 16 to evolve it into Shiny Charmeleon.
- Level Shiny Charmeleon to level 36 to evolve it into Shiny Charizard.
The level thresholds describe the ordinary evolution line; how to find or obtain a Shiny Pokémon depends on the specific game.

How to use Mega Charizard X in Let’s Go
In Pokémon: Let’s Go, Pikachu! and Pokémon: Let’s Go, Eevee!, Mega Evolution requires a Key Stone and the corresponding Pokémon Mega Stone, and can be used once per battle. These instructions are specific to the two Let’s Go games. Mega Evolution mechanics and item names can differ across games, so check the instructions for your title rather than assuming the same method applies everywhere. The black form is Mega Charizard X; Mega Charizard Y is orange.

- If you want a Charizard that stays Shiny after evolving, begin with a Shiny Charmander or Charmeleon.
