You can’t summon a player with /summon. That command creates entities such as mobs; it doesn’t create or connect a player. To bring someone who is already online in your world to a location, use /tp or /teleport.
Teleport an online player to coordinates
In Bedrock Edition, target the player by name and provide the destination coordinates:

/tp Alex 100 64 200
Replace Alex with the online player’s name and choose coordinates for a safe destination. This moves an existing player; it does not summon one. Bedrock’s teleport command reference allows a player name or target selector as the target.
Bring a player to your location
A commonly used form is /tp Alex @s, where @s refers to the command executor. The exact accepted syntax can depend on edition and command context, so check /help tp in your world if the command is rejected. Minecraft’s commands guide covers commands for both Java and Bedrock, but the precise example above is not specified there for both editions.

Why /summon does not summon players
/summon creates entities, not connected users. Java Edition’s summon command cannot create a player entity; the Minecraft Wiki’s summon reference documents that limitation. Bedrock’s summon command reference likewise describes summoning entities.
If the person is not connected to the world, a command cannot create their account or join them to your session. They need to connect through the game’s multiplayer or session controls first.

Summon a mob instead
If you meant a creature, use /summon with an entity type. For example, these Bedrock command-reference examples summon a pig at your relative position or a creeper at fixed coordinates:
/summon pig ~ ~ ~— summons the pig at the executor’s position; tildes indicate relative coordinates./summon creeper 100 64 200— summons the creeper at the specified coordinates.
Bedrock’s summon examples show these forms. Its summon command requires cheats and Game Directors permission, and supports optional arguments such as coordinates, facing, events, and a name tag.

Command access depends on your world
In Java single-player, enable “Allow Commands” when creating the world to use commands, as described in Minecraft’s commands guide. On a multiplayer server, whether you can run teleport commands depends on the server’s permissions and configuration; not every player can use them. Syntax and selector behavior can also vary by edition or version. If a command copied from elsewhere fails, use the in-game /help <command> for the command available in your world.
