Celestial Dawn changes the lands you control into Plains, makes your nonland objects white, and gives you a special way to spend mana. White mana can pay for a colored requirement of any color, but it remains white; mana of other colors can be spent only as though it were colorless.
What Celestial Dawn does
Celestial Dawn is an enchantment in Magic: The Gathering. Its current Oracle text is:
Lands you control are Plains.
Nonland permanents you control are white. The same is true for spells you control and nonland cards you own that aren’t on the battlefield.
You may spend white mana as though it were mana of any color. You may spend other mana only as though it were colorless mana.

Those lines affect different things: the first changes your lands’ land type, the second changes the color of specified nonland objects, and the third changes what costs your mana can pay. The official Oracle wording is the wording to use when playing; Wizards explains Oracle and Gatherer here: Wizards rules.
What happens to your lands
Every land you control is a Plains while Celestial Dawn’s effect applies. The card does not say that those lands become basic lands, nor does its text say that their printed mana abilities are replaced. The practical consequence is that your lands have the Plains land type; consult the current Comprehensive Rules for interactions that depend on land types or other effects.

Which of your objects become white
Celestial Dawn makes these nonland objects you control white:
- Nonland permanents on the battlefield.
- Spells you control.
- Nonland cards you own that are outside the battlefield.
This is a color change, not a rewrite of the cards’ printed mana costs or symbols. For example, a nonland card with a red mana symbol in its cost becomes white in the applicable zone, but the printed symbol itself does not become white.

How the mana-spending permission works
The last ability concerns what mana may pay for; it does not change the mana’s actual color. You may spend white mana as though it were mana of any color, so it can pay a colored requirement of any color. You may spend mana that is not white only as though it were colorless, so it does not gain permission to pay another colored requirement from this ability.
For instance, white mana may pay a red symbol in a spell’s cost under Celestial Dawn’s permission. That mana is still white. If an ability checks which color of mana was spent, it sees white mana, not red mana. Wizards’ rules explanation says of this kind of permission: “You don’t choose a color to spend mana as; you’re simply allowed to spend it to pay for a cost.” See Wizards’ rules clarification.

The key distinction to remember
Keep the object-changing effects separate from the mana-spending permission. Your lands become Plains and your specified nonland objects become white; mana you produce does not thereby become white. The spending ability lets white mana cover other colored costs, while other mana is restricted to being spent as though it were colorless.
