How Libraries Decide Which Books to Preserve After a Disaster

Libraries prepare collection priorities in advance, then adapt them to the hazard, damage, safety conditions, and available recovery resources.

Libraries decide what to preserve by balancing a collection’s importance and irreplaceability against the specific hazard, the damage, and what responders can safely stabilize. They prepare priority lists in advance, then adapt them as conditions change. There is no universal rescue order—and people’s safety always comes first.

What makes a book a priority?

“Value” means more than market price. A book may be important because it is rare, central to a library’s mission, heavily used for research, culturally significant, or tied to a particular person or community. Its original format may itself matter. Conversely, a replaceable title may have an adequate substitute, even if it remains useful to library services.

Libraries also depend on catalogs, finding aids, and ownership records to identify and manage their collections. Protecting these records can therefore be part of preserving the books themselves. The Library of Congress advises institutions to consider their mission, collection policies, rarity, replaceability, and whether a surrogate is adequate when setting priorities (Mitigation – Collection Emergency Management for Preservation).

Questions that shape priority

  • Importance: Is the item essential to the library’s mission, operations, or research use?
  • Rarity and replaceability: Can it be repurchased, borrowed, recreated, or replaced by a digital or other surrogate? Does the original object or format matter?
  • Vulnerability: How is its material or construction likely to respond to this particular hazard?
  • Condition and urgency: Is it undamaged but threatened, slightly damaged, wet, or severely damaged—and is its condition likely to worsen without prompt stabilization?
  • Obligations and control: Is it borrowed from another institution, or are the records needed to identify and account for it at risk?
  • Practical capacity: Can staff reach and move it without causing further harm? Are the required expertise, space, time, and supplies available?

Why the rescue order changes after an event

A prewritten list is a decision aid, not a guarantee that every listed item can be saved or permission to enter an unsafe building. A fire, flood, or other emergency creates different threats, and damage can progress while conditions evolve. Responders must weigh the value of an item alongside its vulnerability, current condition, access, and the resources available to stabilize it. The Library of Congress summarizes wet-collection prioritization as a combination of “collection value, collection vulnerability, degree of collection damage, and resources available to stabilize collections” (Initial Response and Planning – Salvaging Wet Collections).

That can mean a badly damaged, high-value book needs specialist attention while staff handle a more straightforward salvage and arrange expert help. Moving an item may itself worsen damage, and unfamiliar or fragile materials call for preservation professionals. A book’s construction also affects wet salvage: the Library of Congress says books can absorb 60–200% of their own weight in water, depending on construction and material; this is an illustration of variation, not a universal average or rescue formula (Recovery – Collection Emergency Management for Preservation).

How libraries prepare priorities before a disaster

Planning gives responders a useful starting point when time and access are limited. Libraries can draw on their mission, collection-development and preservation policies, catalogs, inventories, and use information to identify important collections and mission-critical items. The plan should show where priority material is, flag formats that may need special handling, and identify contacts, resources, and alternatives.

  1. Assemble the right planning team. Include collection-care staff and relevant administrators so priorities reflect both preservation needs and institutional responsibilities.
  2. Identify significant collections and records. Consider research, historical, cultural, operational, and legal or evidentiary importance, as well as rarity, replaceability, and the value of the original format.
  3. Map priority locations and risks. Make important items findable and flag formats that may be especially vulnerable to likely hazards.
  4. Record the priorities and practical needs. Include contacts, available expertise and resources, and alternatives for items that cannot be moved or stabilized immediately.
  5. Review the plan as circumstances change. Collections, buildings, and available resources change, so the list should be revisited rather than treated as permanent.

As conservator Jerry Podany wrote for the National Archives, “The earlier you prioritize in a calm, thoughtful environment where you can take into consideration all aspects of the collection, the better” (Objects Recovery, Mitigation).

What happens during assessment and triage

1. Establish safety and assess the scene

Responders follow emergency authorities and wait until the building and work area are declared safe. The National Archives puts it plainly: “Always put health and human safety first before trying to save important collections, papers, books, or photographs” (Disaster Response and Recovery, last reviewed April 18, 2022). Once access is safe, teams assess the extent of damage, address ongoing threats where possible, and make an organized salvage plan before moving collections.

2. Sort material into workable groups

Triage helps staff organize the response rather than treating every item as an isolated decision. They can distinguish unaffected but vulnerable material, total losses, and material that appears salvageable, then sort salvageable items by damage level or format-specific needs. Recording items as they move helps prevent loss, misidentification, and misplaced books (Response – Collection Emergency Management for Preservation).

3. Apply priorities using current conditions

With the scene assessed, responders use the plan as a guide and adjust it to the hazard, condition of the material, access, and available stabilization capacity. They consider what matters most to the institution while accounting for what can realistically be protected and treated. Book-specific recovery should be directed by preservation professionals; improper emergency handling can worsen damage. Local procedures and the library’s own emergency plan govern an actual incident.

One library’s example: Harvard’s priority tiers

Harvard Library Preservation Services offers one institution-specific framework, not a universal standard. Its tiers distinguish between original, irreplaceable material and holdings that are significant but replaceable:

Tier Examples
1 Irreplaceable or essential items, including vital records, collection-access documents, and rare books that must remain in original format.
2 Significant research materials with high financial value or high-risk formats, plus high-use holdings.
3 Items borrowed from other libraries.
4 Significant content that is replaceable.
5 Expendable material such as duplicates and annual updates.

For recovery, Harvard’s example considers institutional importance first, then the least damaged materials, slightly damaged items, and severely damaged material. That sequence demonstrates how a library can combine value and condition; it should not be treated as a rule for other institutions (Library Collections Salvage Priorities).
