The Stardew Valley Wiki separately says that five fish in the game are classified as “legendary.” These original Legendary Fish are not the same category as the five Legendary Fish II added to the 77-count explanation.

The original Legendary Fish are found in specific locations and are described as high-difficulty catches. The Wiki says each can be caught only once per save file, or once per player in multiplayer; Challenge Bait is an exception that permits catching up to three of each at one time. How fish are caught
Fish can be found in oceans, lakes, rivers, and certain underground locations. Most are caught with a fishing pole, while some require Crab Pots. For fishing with a rod, equipment can make the minigame more manageable. The Iridium Rod accepts bait and tackle; the Advanced Iridium Rod accepts bait and two tackles. Tackle is limited to those rods. For example, a Trap Bobber slows the progress lost when a fish leaves the catch bar, while a Cork Bobber enlarges the bar.
