What does “popular” mean in this case?
Popularity can refer to recognition, enthusiasm among players, access to the game, or measurable reach. For Undertale in Japan, the documented evidence supports recognition and local release support. It does not establish the size of the Japanese audience.

Japanese award voters showed enthusiasm
The Computer Entertainment Supplier’s Association (CESA) reported that public votes and comments contributed to Undertale receiving an Award of Excellence at the Japan Game Awards 2018. CESA reproduced comments including “it touched my heart” and “I want to erase my memory and play from the beginning again.” Those remarks show strong feelings among participating voters, but CESA does not describe those voters as a representative sample of Japan’s population. Nintendo gave the game a Japanese Switch release
Nintendo announced that the Switch version would launch in Japan on September 15, 2018, in both physical and download formats. The standard physical package included a story booklet. Nintendo also said the collector’s edition would be sold exclusively through Fangamer Japan at launch; that is a historical retail detail, not evidence of current stock. Nintendo described Undertale as a globally successful indie game and interviewed its developer, Toby Fox, around the Switch release. Fox thanked people who bought the Switch version and those interested in the game. Global success is not a Japan sales figure

What the available evidence cannot tell us
The cited sources do not provide Japan-specific lifetime sales, player counts, a representative awareness survey, or a current popularity ranking. An award and a local retail release are useful signs that the game reached and resonated with part of Japan’s gaming audience, but neither measures how widely it was known across the country.
