What the Royal Jelly odds mean
The 3% and 0.4% figures are separate components: Royal Jelly must produce a Legendary result, and that result must also be gifted. Multiplying them gives 0.012% per use, or approximately 1 in 8,334. This is the chance for any gifted Legendary outcome, not a chance for one particular Legendary bee.
“About 1 in 8,334” is an average probability, not a pity counter or a guarantee. You could get a gifted Legendary sooner, or use far more Royal Jelly without getting one. Each use remains a chance rather than a promise of a result by a particular attempt.
The odds cited here come from a community wiki reference; an official developer-published probability source was not established. Royal Jelly can also transform a bee into a lower rarity, so a reroll is not necessarily an upgrade.
