Emulation preserves a classic game by recreating the console or computer it expects, but an emulator and a ROM are only one layer of a trustworthy collection. Long-term preservation combines the original cartridge, disc, tape or disk; manuals and artwork; a verified digital capture; hardware and peripheral information; provenance metadata; and a maintained way to run the software. Without that context, a file may boot while important behavior, regional differences, save systems or online dependencies disappear.
What preservation through emulation actually preserves
A game is more than its executable bytes. Its experience depends on a platform’s processor, graphics and sound chips, memory map, controller protocols, timing, save hardware, display behavior and, in some cases, a network service. Emulation translates the program’s expected hardware operations into a modern environment so the software remains runnable after original consoles become scarce, fail or become difficult to connect to current displays.

The Library of Congress’s Recommended Formats Statement notes that console games may require the proprietary console itself or “a virtual or emulated version of the proprietary platform.” Emulation therefore preserves an execution path and continued access; it does not, by itself, prove that every part of the original work has been captured.

| Layer | What to retain | Why it matters |
|---|---|---|
| Physical source | Cartridge, disc, tape, floppy disk or other original media | Provides the primary object and allows future verification or re-capture. |
| Platform context | Console or computer, firmware or BIOS, accessories, display requirements and regional configuration | Documents the environment that gave the program its behavior. |
| Digital capture | Verified dump or image in a documented format | Creates a working preservation copy before media becomes unreadable. |
| Metadata | Title, region, revision, source identity, capture method, checksum, format, date, operator and dependencies | Establishes provenance and lets another custodian identify exactly what was captured. |
| Interpretive material | Manuals, packaging, advertisements, development material, photographs and recordings of operation | Preserves instructions, artwork, cultural context and behaviors that software alone cannot show. |
| Access system | Emulator or FPGA implementation, its version, configuration and required firmware | Keeps the preserved files usable as operating systems and hardware change. |
The Strong National Museum of Play describes controlled temperature and relative-humidity storage and care for obsolete computer files and irreplaceable digital material. The Game Preservation Society treats collection, storage, research, digitization and publication of Japanese game materials as connected activities. These practices explain why a ROM-only archive is incomplete evidence rather than a finished preservation record.

How an archive moves from a physical game to a playable preservation copy
1. Identify and stabilize the source object
Record the object before opening or connecting it: title as printed, platform, region, publisher, catalog or serial markings, revision indicators, condition and any included accessories. Keep manuals, packaging and advertisements with the item’s record. Store magnetic and optical media in conditions appropriate to their material, and document the console or drive used for reading it. A deteriorating source can become unreadable while an institution is still deciding how to capture it.
2. Capture aging media with a documented method
Forensic recovery migrates data from media such as Atari cartridges, 5¼-inch floppy disks and magnetic tape before physical decay prevents reading. A multi-year Stanford University Libraries effort described by NIST rescued content from those kinds of deteriorating media. The Strong’s Digital Preservation Handbook records cartridge-capture work covering SNES/Famicom, Sega Genesis/Mega Drive, Game Boy, Game Boy Color, Game Boy Advance and Nintendo 64.
Capture logs should state the reader or dumper, software and settings, date, operator, number of attempts and any read errors. If a cartridge contains a special mapper, save memory or other hardware, record how that component was handled rather than assuming a generic image represents it completely.

3. Verify the resulting files
Calculate checksums for each preservation file and retain the values with the object record. Identify the exact source object, region and revision; name the file format; and note whether the image is a raw dump, a converted derivative or an access copy. Keep the original capture unchanged and generate working copies separately. There is no single universal public checklist for every platform, so these fields are recommended archival practice, not a claim that one standard governs all collections.
4. Preserve the platform and dependencies
Document the console revision, BIOS or firmware, controller protocol, memory and save systems, video and audio characteristics, and any adapter or specialty peripheral. Note whether gameplay requires a server, account, modem, link cable, light gun, keyboard, microphone or other accessory. The Library of Congress recommends documenting software in use when a preservation copy cannot recreate significant online dependencies. A recording of the original operation can be valuable evidence when a service has disappeared.
5. Configure an emulator for continued access
An emulator models the platform’s instruction set and devices, then maps those operations to a current computer. The collection should preserve the emulator’s name and version, core or plug-in, configuration files, BIOS or firmware files, controller mapping, display settings and operating-system requirements. Store these alongside the capture or in a maintained repository so a future researcher can reproduce the same setup rather than hunt for an undocumented configuration.

Why a ROM by itself is not a complete preservation record
- Hardware behavior: Timing, video-chip quirks, sound mixing, cartridge mappers and memory contention can affect gameplay even when the program file is intact.
- Input and accessories: A standard gamepad cannot stand in for every light gun, dance mat, keyboard, modem, link cable or motion controller.
- Regional and revision differences: Language, censorship, bug fixes, timing and peripherals can vary between regions or releases. The collection must identify which revision was captured.
- Save and backup systems: Battery-backed saves, memory cards and password systems may be separate from the main program image and can be essential to the original experience.
- Manuals and interface knowledge: Printed instructions, maps and packaging can explain controls or copy-protection steps that are absent from the executable.
- Online dependencies: A game that expects an external server may not be fully playable after that service closes. Preserve descriptions of the service and, where lawful and feasible, recordings of operation.
- Provenance: Without source identity, capture method and checksums, a file cannot be confidently tied to a particular physical release.
Software emulation versus FPGA or original hardware
| Axis | Software emulation | FPGA or original-hardware path |
|---|---|---|
| Portability | Runs on common computers and operating systems; one project can cover many systems. | Needs a compatible FPGA device or original console, plus the appropriate accessories. |
| Fidelity focus | Depends on emulator maturity, configuration and documented core behavior. | Can implement console logic in programmable hardware and provide a hardware-oriented execution path. |
| Preservation value | Makes archived files runnable and supports study at scale. | Can reproduce hardware behavior, modernize video output and support some dumping workflows. |
| Dependencies | Emulator version, operating system, BIOS or firmware, controller mapping and source files. | Console or FPGA firmware, cartridge or disc interface, display, controllers and source media. |
| Legal position | Institutional and national rules still govern the files and their distribution. | Owning hardware does not remove copyright or distribution restrictions. |
The Strong handbook records an FPGA-based Nintendo Entertainment System used for modern video output and ROM dumping. FPGA hardware can offer a different latency and fidelity profile from software emulation, but it still relies on accurate source media, compatible accessories and long-term documentation. For a broad archive, software emulation is usually easier to deploy across many machines; for a title where hardware timing or physical interfaces are central, an FPGA or original-console path can add important evidence. The strongest strategy keeps both when resources allow.
Legal boundaries for libraries, archives and museums
In the United States, 37 C.F.R. §201.40 permits eligible libraries, archives and museums to preserve lawfully acquired complete games that are no longer reasonably available, when the preservation is in playable form, has no direct or indirect commercial advantage, and the game is not made available outside the institution’s physical premises under that exemption. The rule also covers console software needed for the stated preservation activity. It is an institutional exception, not blanket permission to download, trade or redistribute copyrighted games.

The regulation’s quoted category covers “video games in the form of computer programs embodied in physical or downloaded formats that have been lawfully acquired as complete games, that do not require access to an external computer server for gameplay, and that are no longer reasonably available in the commercial marketplace.” Eligibility, access controls and the meaning of “no longer reasonably available” must be assessed under the current U.S. text. Other countries have different rules, so a museum or library should obtain jurisdiction-specific legal advice before making files available.
The Game Preservation Society describes keeping copyrighted content non-public as a reasonable preservation design choice and includes emulator development in its work. EFGAMP advocates legal frameworks that support digital preservation and accessibility while connecting archives and museums. Technical ability to dump or emulate a title never substitutes for a lawful acquisition and access policy.
Operational checklist for a durable collection
- Assign a stable identifier to every physical object and every derivative file.
- Keep the original capture read-only and record checksums in more than one location.
- Store region, revision, cartridge or disc markings and known alternate releases.
- Record the exact dumper, drive, emulator, core, firmware and configuration versions.
- Preserve manuals, packaging, artwork, advertisements, peripherals and photographs with their relationships to the software.
- Test an access copy on a current system and record the title, stage, controller and save behavior tested.
- Monitor file integrity and migrate storage before hardware or media failures become emergencies.
- Write an access policy that separates preservation masters from public or on-premises play copies.
Common failure modes and how to respond
The image boots but the game behaves incorrectly
Check the region, revision, mapper or special-chip requirements, emulator core and firmware. Compare checksums with the capture record and test with the documented controller and display configuration. If the mismatch persists, retain the observed behavior and capture a second verified image rather than silently replacing the first.

A title requires an accessory or service that no longer exists
Preserve the accessory specifications, connection method and original operating procedure. Record video or photographs of the title working on original equipment when possible, and describe the missing service or peripheral in the metadata. An emulator can keep the executable available while the documentation preserves what cannot currently be reproduced.
The original media is unreadable
Do not repeatedly expose fragile media to improvised readers. Use a preservation specialist or documented forensic workflow, retain error logs and keep every partial or failed capture identified. NIST’s account of rescuing content from deteriorating cartridges, floppy disks and tape demonstrates why triage and migration should happen before a collection reaches this stage.
What success looks like
A preserved classic game is a traceable chain from a lawful physical source to a verified digital capture and a documented execution environment. Emulation makes that chain useful by allowing contemporary computers to run obsolete software, while hardware records, metadata, manuals, peripherals and operational recordings explain what the software meant and how it behaved. Libraries and museums that treat emulation as one maintained layer—not as a substitute for the collection—retain far more of the game for future study and play.
