The amount you pay for a new Steam game starts with the price set for your store region, not a single worldwide dollar price. A launch discount is then applied to that local list price for the period configured by the developer. Because regional prices can be converted, purchasing-power adjusted, or manually set independently, the same percentage discount can produce very different currency amounts from one country to another.
To estimate your charge, use the local price shown on the game’s store page, apply the advertised discount, and treat the checkout screen as final. Steam’s rounding, minimum-price rules, taxes, and other local adjustments can change the arithmetic result.

Steam starts with a regional list price
Steam does not maintain one universal price and simply convert it at checkout. Steamworks documentation says developers specify prices in 37 currencies grouped into four regional groups. The developer chooses the value for each supported currency, so two countries can receive different list prices even when their currencies are close in exchange value.

If a game is listed at €19.99 in your market, a 10% launch discount is calculated from €19.99, not from the US-dollar price shown in another country. A lower or higher regional starting price therefore carries through to the discounted amount.

How Steam recommends regional prices
Steam offers recommendations, but they are not mandatory. A developer can accept a recommendation for some currencies, change individual values, combine methods, or enter a completely manual price list. The methods describe how a suggested amount may be produced; they do not remove the developer’s control.
Exchange-rate conversion (FX)
The FX method performs a conventional currency conversion from a reference price. It is straightforward, but exchange rates alone do not describe local wages, taxes, consumer budgets, or the prices people normally pay for entertainment. A rate-based result can therefore be unusually expensive or inexpensive relative to local spending power.
Purchasing-power conversion (PPP)
PPP recommendations use public data about average purchasing power in a country or region. The aim is to relate the game’s price to what consumers can generally afford locally rather than to the trading value of the currency alone. PPP is an economic estimate, not a promise that every customer has the represented income or that every publisher will use the suggested number.
Multi-variable (nuanced) conversion
The multi-variable method combines purchasing power, expected prices of comparable entertainment products, and exchange rates. It attempts to account for both broad economic conditions and the prices customers see for similar digital entertainment.

What changed in March 2026
Valve’s March 2026 regional-pricing update added PPP and FX recommendations alongside the existing multi-variable method. Developers may mix the methods by currency, use only selected suggestions, or ignore all of them and set their own values. A 2022 account of Valve’s pricing guidance also described recommendations being refreshed annually, while noting that many games choose independent prices. These recommendations can change over time; the price on the current store page is the relevant one for a purchase.
Calculate the launch-discount price in your currency
Perform the calculation separately for every market. The basic formula is:
Final discounted price = local regional list price × (1 − discount rate)
- Read the regional list price. Use the currency and amount displayed when your Steam account is viewing the store for your market.
- Convert the percentage to a decimal. A 10% discount is 0.10; a 25% discount is 0.25.
- Apply the formula. Multiply the list price by 0.90 for a 10% discount, 0.75 for a 25% discount, and so on.
- Check Steam’s displayed rounding. Steam rounds to the increment used for that currency and price tier, so your hand calculation may differ by a cent or another small unit.
- Confirm checkout. Taxes or other local checkout adjustments can appear in the final total. The store page and checkout amount are authoritative.
Worked example
Suppose the game is €19.99 in your market and the launch offer is 10% off. The arithmetic is €19.99 × 0.90 = €17.991. Steam displays the rounded local amount, typically €17.99 for this example. The same game could have a different starting price in another currency, so that market’s 10% result must be calculated independently; it is not a fixed dollar-equivalent saving.

Why a percentage does not equal the same global saving
Imagine one market receives a manually chosen price designed around local purchasing power while another uses an FX-based value. Both can show “10% off,” yet the converted US-dollar totals and the absolute amount saved will differ. Comparing the percentages without comparing the starting regional prices gives an incomplete picture.
What a launch discount actually does
A launch discount is an optional introductory promotion that begins when the game releases. It reduces the local list price for the configured introductory period. It does not force regional prices to converge, and it does not replace the underlying list price. When the period ends, the game normally returns to its configured regional price unless the developer has scheduled a separate change.
| Launch approach | Regional starting price | When the reduction applies | Planning consequence |
|---|---|---|---|
| Full-price launch | The normal local list price | No introductory reduction | A later discount must respect Steam’s release and price-change rules. |
| Launch discount | The normal local list price before the offer | From release for the configured introductory window | Most other discounts cannot be submitted until 30 days after the launch discount ends. |
| Later event sale | The current local list price | At a later festival or sale, subject to cooldowns | A recent release, recent launch discount, or price increase can block the planned date. |
The table describes timing, not a guaranteed sales result. Valve’s public pricing material does not establish a general percentage increase in sales or revenue caused by a launch discount; outcomes depend on the individual game and its audience.

Release dates, discounts, and the 30-day windows
Steam’s pricing FAQ states that a developer generally cannot submit a discount within 30 days of release or within 30 days after a launch discount ends. A launch discount can be submitted in advance so it takes effect on the release date. This rule protects customers from a newly released game being immediately marked down again.

Steam also asks developers to wait until more than 30 days after release before changing the price. Increasing the price in one or more currencies creates a new 30-day cooldown during which a discount cannot be submitted. The cooldown applies even if the increase affects only selected currencies.
Why the sequence matters
A developer planning a release-day discount, a higher long-term price, and a later seasonal sale must place each event on a calendar. Ending the launch discount and raising the price do not create a shortcut around the waiting periods. A price increase can postpone the next discount, while ending the launch promotion starts its own 30-day wait.
Early Access transition choices
Steam documents three common sequences for an Early Access game moving to version 1.0:
- Keep the price unchanged at full release, run a launch discount at the transition, and raise the price 30 days later. The discount is available at 1.0, but the later increase has to be planned after the transition period.
- Raise the price at the full-release transition and skip the launch discount. The new price takes effect immediately, but customers do not receive a release-day percentage reduction.
- Raise the price more than 30 days before the transition, then discount the 1.0 release. Completing the increase early allows the full-release discount to be scheduled without the price-increase cooldown overlapping it.
These are sequencing options rather than promises that Steam will choose a particular strategy. The developer must ensure the actual dates satisfy each 30-day requirement.

Minimum transaction prices can override the headline discount
Steam enforces minimum transaction prices in each currency. Valve’s documentation describes the lowest possible transaction as roughly the equivalent of $0.49 and gives discount ceilings tied to the base-price tier:
| Base-price tier (USD equivalent) | Maximum discount stated by Steam | What can happen at the floor |
|---|---|---|
| $0.99 tier | Up to 50% off | A deeper scheduled discount can fall below the minimum and fail to produce a valid transaction. |
| $1.99 tier | Up to 75% off | The currency may not support the advertised percentage after rounding. |
| $4.99 tier | Up to 90% off | The displayed discount is limited by the minimum amount that can be charged. |
If a scheduled discount would put the final amount below a currency’s minimum, the product may be unavailable to customers using that currency. A base price below the minimum can also prevent new discounts from being scheduled. This is why an offer advertised as “90% off” may not be purchasable in every market, or may be restricted to a smaller percentage than the headline used elsewhere.
What buyers should check
- Open the store page while signed in to the account and region that will make the purchase.
- Confirm that a numeric local price, rather than an unavailable or unsupported notice, is shown.
- Place the item in the cart if taxes or local adjustments are disclosed only at checkout.
- Do not infer availability from a friend’s price in another country; minimums and regional rules are applied per currency.
A practical framework for comparing launch offers
When deciding whether a release-day offer is genuinely cheaper than waiting for a later sale, compare the complete local-price setup rather than the percentage alone.

- Price-change strategy: check whether a planned increase will start another 30-day discount cooldown.
- Market consistency: determine whether the developer used one recommendation method, mixed methods, or manual overrides. Different methods explain why equivalent currency conversions may not line up.
For a buyer, the useful comparison is the amount charged in the buyer’s own currency and the date on which that amount is available. For a developer, the useful comparison is whether the regional list prices, discount schedule, and planned increases can coexist without violating Steam’s timing or minimum-price rules.
How to interpret the price you see
A regional price is not necessarily a live exchange-rate quote. It may reflect purchasing-power data, comparable entertainment prices, a previous manual decision, or a mixture of those approaches. Currency markets can move after a developer sets the list, while the store price remains unchanged until someone edits it.
The discount percentage is likewise a local operation. Steam applies it to each market’s configured price, subject to currency rounding and minimum transaction rules. A lower displayed price in one country does not by itself indicate an error; it may be the intended result of regional pricing.
Finally, distinguish the store-page discount from the amount ultimately charged. Steam can show taxes or other local checkout adjustments after the advertised price, and the checkout screen is the final authority for the transaction.
