Yes—Steam requires developers to disclose generative-AI content that ships in a game and is consumed by players. Valve separates content created before release (pre-generated) from content produced while the game runs (live-generated). The latter requires developers to explain safeguards against illegal output and gives players an in-game route to report potentially illegal results. Much of the disclosure is shown on the Steam store page.

Epic Games Store’s published Store Requirements and Content Requirements, as reviewed for this comparison, do not specify an equivalent generative-AI disclosure field or storefront label. That difference reflects two policy choices: Steam treats disclosure as consumer information and a review issue, while Epic CEO Tim Sweeney has publicly argued that mandatory AI labels could stigmatize games.

What does Steam actually require developers to disclose?

Valve’s policy is about AI-generated material that reaches players, not every way a studio might use an AI tool internally. The Steamworks Content Survey asks developers to describe the implementation in detail. Valve then uses that information during its pre-release review and publishes much of it on the game’s Steam store page.

The distinction matters because “AI use” can mean anything from an internal coding assistant to a system that invents dialogue during a play session. Steam’s published wording focuses on the second category: outputs that are part of the product players receive or interact with.

Pre-generated content

Pre-generated content is made with AI assistance during development, included in the shipped game, and consumed by players later. Typical examples include artwork, sound, narrative material and localization. A studio might generate draft dialogue, revise it, and package the final lines in the release; that is still within the disclosure scope because the player consumes the resulting content.

Valve says it evaluates this material in its normal pre-release review. That includes the same kinds of questions applied to other game content, such as whether it is legal, infringes someone else’s rights, or conflicts with the way the game is marketed. Disclosure is therefore not a blanket permission slip: the developer still has to meet Steam’s ordinary content and legal standards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Live-generated content

Live-generated content is produced by an AI system while the game is running. Examples could include dialogue, images, quests or other output generated in response to a player or to changing game state. Because the output is created after release and can vary from one session to another, Valve adds requirements beyond the basic description.

  • Developers must describe the guardrails intended to prevent illegal content.
  • Players must have an in-game overlay reporting path for potentially illegal live-generated output.
  • The developer must explain the live system in the Content Survey so Valve can review how it is intended to operate.

The reporting mechanism is aimed at potentially illegal output, not a promise that every undesirable or low-quality result will be removed instantly. The policy places responsibility on the developer to design controls and provide a way for players to flag serious problems.

What Steam does not make the focus

Valve’s current wording says efficiency gains from AI-powered development tools are not the focus of this policy. A January 2026 report on Valve’s rewritten guidance specifically clarified that code helpers and similar productivity tools do not require disclosure under that interpretation.

That means using GitHub Copilot or another code assistant to help write, refactor or explain source code is different from shipping AI-created dialogue, art or sound for players. If the tool is used only to make development faster and its output is not itself player-facing content, Steam’s clarified guidance does not treat that workflow as the disclosure target. A studio should still describe any player-consumed generative output, even if the same project also uses private productivity tools.

How does Steam’s disclosure appear to players?

Valve said in its January 10, 2024 Steamworks Development announcement: “Valve will use this disclosure in our review of your game prior to release. We will also include much of your disclosure on the Steam store page for your game, so customers can also understand how the game uses AI.”

“Much of” is important. The policy promises a public explanation, but it does not say that every internal answer from the Content Survey will be reproduced verbatim or that every game will have an identical visual treatment. Players should read the store-page disclosure as the developer’s description of the shipped AI content, not as a certification that Valve endorses a particular model or production method.

The practical result is a two-stage system:

  1. Developer submission: the studio describes its pre-generated and, when applicable, live-generated systems in Steamworks.
  2. Valve review: Valve considers legality, infringement, marketing consistency and, for live systems, the proposed safeguards.
  3. Store-page communication: Valve publishes much of the disclosure so prospective customers can make an informed choice.

Does Steam treat live AI differently from pre-generated AI?

Yes. The dividing line is when the content is created and whether it can change during play. Pre-generated material is reviewed as part of the fixed game package. Live-generated material creates an ongoing output risk, so Steam asks for safeguards and a player reporting route.

Question Pre-generated Live-generated
When is the content made? During development, before release While the game is running
What does the player receive? Assets or text shipped with the game Output created dynamically during play
Steam disclosure Describe the AI-assisted player content in the Content Survey Describe the system and its operation in the Content Survey
Additional control requirement Valve reviews it like other pre-release content Explain guardrails against illegal content and provide an in-game reporting path for potentially illegal output

The categories are about player-facing output, not a technical label for the model. A game can contain both: fixed AI-assisted artwork in its install files and a runtime system that generates new dialogue. In that case, the developer needs to describe both aspects and meet the additional live-generation requirements.

Does Epic Games Store have an equivalent AI label?

Not in the official Epic requirements reviewed for this comparison. Epic’s Store Requirements describe general distribution obligations, including technical, ratings, promotional-content and review rules. Its Content Requirements address accuracy, ratings, prohibited material, intellectual-property rights, media assets and user-generated content. Neither page specifies a generative-AI disclosure field or an AI-generated-content label for store pages.

This is a deliberately qualified conclusion. The published requirements reviewed here do not require an equivalent disclosure. That does not prove that no Epic employee, product page or future program could ever mention AI, nor does it exempt a game from Epic’s ordinary rules on illegal content, intellectual-property rights, ratings or accurate marketing.

For a developer distributing on both stores, the operational difference is that Steam asks for an explicit AI description in its survey, while Epic’s listed requirements do not identify a matching form field or storefront treatment. A studio still has to comply with each store’s general content and legal rules even when no AI-specific label is required.

Steam and Epic Games Store: policy comparison

Axis Steam Epic Games Store
Developer obligation Describe AI use in player-consumed content shipped with the game through the Content Survey No equivalent AI-disclosure requirement found in the reviewed official requirements
Scope Pre-generated and live-generated content; efficiency-only AI tooling is outside the stated focus General content, rating, intellectual-property, safety and distribution rules
Player-facing treatment Much of the disclosure appears on the Steam store page No equivalent AI label is specified in the reviewed requirements
Runtime AI Guardrails must be described, and players can report potentially illegal output in-game No comparable AI-specific runtime disclosure mechanism was found in the reviewed requirements
Public rationale Valve describes disclosure as useful for review and customer understanding CEO Tim Sweeney has publicly opposed mandatory storefront AI labels

Why are Steam’s and Epic’s approaches different?

The difference is partly a question of what a storefront label is supposed to accomplish. Valve’s approach treats disclosure as transparency: customers should be able to see when the game contains AI-generated material, and Valve should know about that material before release. Live-generation controls extend the policy from information to risk management.

Epic CEO Tim Sweeney has publicly criticized mandatory Steam-style labels. VGC quoted him saying: “Why stop at AI use? We could have mandatory disclosures for what shampoo brand the developer uses. Customers deserve to know lol.” His argument is that AI will become widespread in game production and that a label may stigmatize games rather than provide useful information.

Those positions produce different default experiences. On Steam, a player may encounter a store-page explanation because the developer had to answer the Content Survey. On Epic Games Store, the absence of a specified label is consistent with a policy that leaves AI production methods outside the listed storefront disclosure requirements unless another rule or product decision applies.

What should players look for when a game uses AI?

A Steam disclosure is most useful when you read it as a description of player experience, not merely as a yes-or-no badge. Consider four questions:

  • What type of output is involved? Fixed artwork, sound, narrative and localization have different effects from a system that generates material during play.
  • Is the output visible or audible to you? The policy concerns content players consume, so the practical issue is how much of the game’s experience depends on it.
  • Can the output change from session to session? Live systems can create results that were not present in the original build, which is why Steam asks for guardrails.
  • What can you do if something illegal appears? For live-generated systems on Steam, look for the in-game overlay reporting path described by the developer or provided in the game.

Disclosure does not by itself tell you whether the generated material is good, original or ethically sourced. Valve’s review addresses legality, infringement and consistency with marketing promises, but the store-page explanation remains the place to understand how the system affects the game you are considering.

What should developers do before submitting a Steam game?

Studios can reduce confusion by separating internal productivity use from content that ships or is generated for players. The following checklist follows the policy’s scope without treating every AI experiment as a reportable feature.

  1. Inventory player-facing output. List any artwork, sound, narrative, localization or other material created with generative-AI assistance and included in the release.
  2. Identify runtime generation. Mark systems that create content while the game is running, even if the generated result is only one part of a larger feature.
  3. Document safeguards. For live generation, record the controls intended to prevent illegal content and how those controls operate in the shipped product.
  4. Prepare reporting. Ensure players have the required in-game route to report potentially illegal live-generated output.
  5. Check legal and marketing consistency. Review generated assets for legality and possible infringement, and make sure the store description does not promise something the build cannot deliver.
  6. Keep efficiency tools separate. Internal code assistance and similar productivity tooling is outside the clarified focus when it does not create player-consumed content.

This documentation is useful even when a game contains only pre-generated material. It gives Valve a clear description for review and helps the public store-page text distinguish a fixed asset from a system that can produce new output indefinitely.

What the policies do—and do not—tell us about AI in games

Neither policy set supplies a reliable percentage of games using AI, and no authoritative Steam-versus-Epic adoption or compliance statistic establishes how common these practices are. A count of visible Steam disclosures from a third party would be a dated estimate, not a platform-wide measurement of all AI use.

The policies also do not create a universal definition of acceptable AI quality. Steam’s process is centered on disclosure, review, legality, infringement, marketing accuracy and live-output safeguards. Epic’s reviewed documents set general content and distribution expectations without adding a specified generative-AI label. Questions about authorship, labor, training data or artistic quality may matter to players, but they are not resolved by the storefront requirements described here.

What is the practical difference for a game sold on both stores?

A dual-platform release should be prepared for Steam’s explicit AI workflow even if the Epic submission uses only its general content documentation. On Steam, the developer needs a complete Content Survey answer and, for live generation, a safeguards and reporting plan. On Epic Games Store, the reviewed requirements do not call for a matching AI field, but the game remains subject to the platform’s normal rules on prohibited content, ratings, intellectual property, assets and truthful presentation.

For players, Steam offers a platform-level disclosure signal that Epic’s reviewed requirements do not promise. That signal is informative rather than a rating of artistic merit: it tells you that the game contains the kinds of player-facing AI output Valve asks developers to report, and it gives extra context when output is generated in real time.

Frequently Asked Questions

Does Steam ban games that use generative AI?

No. Valve’s policy allows such content but subjects it to pre-release review, including checks for legality, infringement and consistency with marketing claims. Live-generated systems have additional safeguard and reporting requirements rather than an automatic prohibition.

Is every use of an AI tool visible on a Steam store page?

No. Valve says it will publish much of the developer’s disclosure, not every internal answer or every development technique. The stated focus is player-consumed generated content, while efficiency-only tools such as code assistants are outside the clarified focus.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What happens if live-generated output is potentially illegal?

Steam’s policy requires an in-game overlay reporting path so players can flag potentially illegal live output. Developers must also describe the guardrails they designed to prevent that material; the policy does not promise that every report will be resolved instantly.

Can Epic add an AI label later?

The reviewed Epic Store and Content Requirements do not specify an equivalent label, but that is not a guarantee about every future product decision or program. It is safest to treat the comparison as a statement about the published requirements reviewed here, not a permanent prediction.

Are there reliable statistics showing how many Steam games use AI?

No authoritative Steam-versus-Epic adoption or compliance percentage is established by these policies. Third-party counts of visible Steam disclosures, if cited elsewhere, should be treated as dated estimates rather than a complete platform census.
