You can add a Safe Mode submenu to the Windows desktop right-click menu by merging a registry file that creates HKEY_CLASSES_ROOTDesktopBackgroundShellSafeMode. The submenu gives you restart choices for Normal Mode, Safe Mode, Safe Mode with Networking, and Safe Mode with Command Prompt. It requires administrator approval and a registry backup or restore point first.
On Windows 11, the entry normally appears after you right-click the desktop and select Show more options. Removing it means deleting the SafeMode registry key (or merging the removal file supplied with the same procedure). This shortcut changes how you reach startup settings; it does not repair Windows by itself.

What does a Safe Mode desktop menu actually do?
The menu is a convenience layer over Windows startup controls. Choosing an item schedules a restart into the selected environment, so you do not have to open Settings, Recovery, or the System Configuration utility each time you need to troubleshoot.
Microsoft defines Safe Mode this way: “Safe mode starts Windows in a basic state, using a limited set of files and drivers.” That stripped-down state can help you determine whether a recently installed driver, service, or startup program is causing a crash or other abnormal behavior. It is not a separate repair tool, antivirus scan, or permanent performance mode.

Every menu choice restarts the computer. Save documents, close applications, and disconnect from tasks that cannot be interrupted before selecting one.
Which Safe Mode option should you choose?
Use the least capable environment that still provides the tools you need. Fewer drivers and services make ordinary Safe Mode better for isolating software and driver problems; the other variants add only the access required for a specific task.
| Menu choice | What starts | When it is useful |
|---|---|---|
| Normal Mode | The ordinary Windows startup | Return to a regular session after troubleshooting or test whether a problem is limited to Safe Mode. |
| Safe Mode | Essential Windows files, services, and drivers | Remove a troublesome driver or startup application, run an offline scan, or diagnose a fault without third-party startup components. |
| Safe Mode with Networking | Safe Mode plus the network drivers and services needed to reach the internet or other network computers | Download a driver or security tool, consult online documentation, or work with a network resource while retaining the reduced startup environment. |
| Safe Mode with Command Prompt | Safe Mode with a command prompt in place of the usual Windows interface | Run command-line repair and diagnostic utilities when the graphical shell is unavailable or interfering with troubleshooting. |
Networking broadens the attack surface while you are in a deliberately minimal state. Connect only when the task requires it, and use a trusted network. Command Prompt mode is not a different kind of Safe Mode; it changes the interface available after startup.
What should you prepare before editing the registry?
The menu is created under the registry, so treat the change like any other system configuration edit. Microsoft warns that an improper registry change can cause application errors, instability, or a Windows startup failure.

- Make a recovery safety net. Export the relevant registry area or create a Windows restore point through System Protection before merging anything. A restore point is useful if the registry merge succeeds but another setting is affected unexpectedly.
- Use an administrator account. The cited menu procedure requires administrator access. Expect a User Account Control prompt when you merge the file or remove the key.
- Close work and plan the restart. The submenu launches a reboot immediately after you confirm a choice.
- Know which implementation you are using. The instructions below cover the registry-file menu method. A different tutorial can also create dedicated boot entries with BCDEdit; those entries require separate cleanup.
Windows 10 and Windows 11 use the same registry location for this customization. Microsoft ended Windows 10 support on October 14, 2025, so a Windows 10 installation in 2026 no longer receives normal security support even though the registry technique can still be present.
How do I add Safe Mode to the desktop right-click menu?
The safest practical approach is to merge a prepared .reg file from a reputable, current procedure rather than inventing registry syntax by hand. The file creates a cascading menu below HKEY_CLASSES_ROOTDesktopBackgroundShellSafeMode and registers commands for the four restart choices.
- Back up first. Create a restore point or export the registry area you are about to change. Do not skip this step because the file is small; a registry merge writes directly into system configuration.
- Obtain the add-menu registry content. Use the current Safe Mode context-menu procedure from TheWindowsClub or the equivalent example maintained by ElevenForum. Confirm that the file contains the
DesktopBackgroundShellSafeModehierarchy and the four choices described above. Do not merge a file that adds unrelated shell commands or boot settings. - Save it as a registry file. In Notepad, paste the verified content, choose File → Save as, set Save as type to All files, and give it a name such as
Add-SafeMode-Menu.reg. The filename must end in.reg, not.reg.txt. - Merge the file. Double-click the saved file, approve the security warning, and choose Yes when Windows asks whether to continue adding information to the registry. Supply administrator credentials if Windows requests them.
- Finish the shell update. Sign out and back in, restart Windows, or restart Windows Explorer from Task Manager if the menu does not appear immediately. A full restart is the clearest way to verify the change.
The registry file adds commands to the context menu; it does not force the computer into Safe Mode at the moment you merge it. You enter the selected mode only after choosing one of the submenu items and confirming the restart.
Where is the new menu in Windows 10 and Windows 11?
Windows 10
Right-click an empty area of the desktop. The new Safe Mode cascading entry should be visible in the main context menu. Point to it and select Normal Mode, Safe Mode, Safe Mode with Networking, or Safe Mode with Command Prompt.

Windows 11
Right-click the desktop, then select Show more options. Windows 11 places many classic shell extensions, including this registry-based menu, in that secondary menu. Point to Safe Mode there and choose the required startup target.
If Show more options is absent, make sure you clicked an empty desktop area rather than a file or folder. If the classic menu still lacks the entry, sign out or restart Explorer and verify that the registry merge completed under an administrator account.

How do I remove the Safe Mode menu?
For the registry-file method, remove the SafeMode key beneath HKEY_CLASSES_ROOTDesktopBackgroundShell. The cited procedure also provides a removal registry file, which is preferable when you want the exact inverse of its add file.
Remove it with Registry Editor
- Press Windows key + R, type
regedit, and press Enter. - Approve the User Account Control prompt.
- In Registry Editor, navigate to
HKEY_CLASSES_ROOTDesktopBackgroundShell. - Right-click the
SafeModekey and choose Delete. Confirm the warning only after checking that the key name is exactlySafeMode. - Close Registry Editor, then sign out or restart Windows Explorer so the shell reloads.
Deleting the key removes the menu; it does not uninstall Windows Safe Mode or change the ordinary startup configuration. You can still reach Safe Mode through Windows recovery and Startup Settings.

Remove it with the procedure’s registry file
If you saved the original add and remove files together, double-click the matching removal file, approve the prompts, and restart or reload Explorer. Use only the removal file that belongs to the add file you merged. A file from a different tutorial may target different keys.
What if I used a BCDEdit-based tutorial instead?
Some Windows 11 instructions create dedicated boot targets with BCDEdit first and then add context-menu commands that point to those targets. That is a different implementation from the single registry-menu method described above.

With the BCDEdit approach, the generated boot-entry identifiers are significant. Keep them when you create the entries, because removing only the desktop registry keys can leave extra startup choices behind. To undo that implementation, remove the context-menu keys and the dedicated boot entries created by that tutorial, using its documented identifiers and removal steps. Never delete an arbitrary boot entry just because it looks unfamiliar; an incorrect deletion can make Windows unbootable.
Why is the menu missing after I added it?
- You are looking in the wrong Windows 11 menu. Choose Show more options after right-clicking the desktop.
- The file was saved with the wrong extension. Turn on file-name extensions in File Explorer and confirm the name ends in
.reg, not.reg.txt. - The merge was blocked or declined. Run the file again, approve User Account Control, and accept the registry confirmation. An account without administrator rights cannot complete the cited procedure.
- Explorer has not refreshed. Sign out and in, restart Windows Explorer from Task Manager, or restart the computer.
- The file targeted another location. The expected hierarchy is
HKEY_CLASSES_ROOTDesktopBackgroundShellSafeMode. If that key is not present, restore your backup and obtain a verified file that targets the desktop background shell. - Another shell customizer is interfering. Temporarily disable third-party context-menu tools and test again. Do not merge multiple files that create similarly named Safe Mode keys.
What should I do if Windows keeps starting in Safe Mode?
The menu choice is intended for a single troubleshooting restart, but a boot configuration can leave Safe Mode selected for subsequent starts. Microsoft’s documented fallback is System Configuration.

If the computer cannot reach the desktop, enter Windows Recovery Environment and use its Startup Settings or recovery options instead. Do not repeatedly merge the context-menu file; it does not control the persistent Safe boot setting.
Is adding Safe Mode to the context menu worth it?
It is worthwhile for a support technician or an advanced user who repeatedly diagnoses startup problems and wants a one-click route to the four documented environments. It is unnecessary for a computer that rarely needs Safe Mode, because Windows already exposes Startup Settings through its recovery tools.

Frequently Asked Questions
Can I add Safe Mode to the context menu without administrator rights?
No. The registry-file procedure writes beneath the desktop shell registry hierarchy and requires administrator approval through User Account Control. A standard user can view the menu after it has been installed, but cannot merge or delete the system-wide key without appropriate credentials.
Does the Safe Mode menu work when Windows cannot reach the desktop?
No. The desktop context menu is available only after Windows has loaded a usable desktop session. If startup fails before that point, use Windows Recovery Environment and its Startup Settings instead.
Will Safe Mode with Networking automatically make every network device work?
It loads the network drivers and services needed for network access, but a particular adapter, VPN, firewall, or enterprise policy can still prevent connectivity. Treat networking as an available troubleshooting capability, not a guarantee that every connection will function.
Can I hide only one of the four Safe Mode choices?
The cited registry-menu procedure treats the submenu as a set of registered commands. Removing or editing individual choices requires changing that registry file or its values, so back up the key and use a verified variant rather than deleting random command values.
