Adjust volume on a TV or connected sound system
When PS4 audio plays through your TV, receiver, or speakers, use that device’s volume control. The PS4’s headset-volume setting does not act as a master-volume control for TV speakers. Sony says the console optimizes audio format automatically when connected to a TV, home theatre, or another device.

Choose what audio plays through a headset
To route game sound, chat, or both to a compatible headset, open Settings > Devices > Audio Devices > Output to Headphones. Sony documents the choices as All Audio and Chat Audio. This setting decides what audio reaches the headset; it is not the headset’s loudness control. Sony’s support page identifies Chat Audio as the default shown there, but headset models and software configurations can differ. For example, the Gold Wireless Headset manual documents All Audio as that model’s default. PlayStation Support: audio output settings.
Adjust a wireless headset’s loudness and game/chat balance
Use the headset’s physical volume buttons to change its output level. Some headsets also provide a separate control to change the relative level of game sound and chat. On Sony’s Gold Wireless Headset, VOL +/− changes headset volume, while SOUND/CHAT adjusts game audio relative to chat audio. These are separate controls, and button names and functions are model-specific; consult the manual for your headset. Sony Gold Wireless Headset Instruction Manual.
