How to Choose Between Rules-as-Written and Rules-as-Intended in D&D

By VGSources Team 10 min read

Start with the rules text for the edition and books your group is actually using. Read the complete rule in context before deciding what the designers might have meant. That is the RAW (rules as written) starting point. If the wording is genuinely unclear, conflicts with another rule, or produces a result that plainly fails to communicate its likely purpose, check the current Sage Advice Compendium and consider RAI (rules as intended). The Dungeon Master makes the final ruling for the campaign, and the table can also use RAF (rules as fun) when a different decision better serves the group’s enjoyment.

RAW, RAI and RAF are useful lenses for analyzing a dispute, not three equal authorities. Published text comes first, an official Compendium interpretation can clarify it, and the DM decides what applies at the table. Make clear whether a decision is only for the current situation or is the campaign’s continuing interpretation.

The three lenses at a glance

Lens Question it answers Best use What it does not do
RAW
Rules as written
What does the published rule say when read in context? Establish the default reading from the actual edition and books in use. It does not speculate about a designer’s private intention.
RAI
Rules as intended
What were the designers trying to make the rule do? Resolve wording that fails to express a coherent or workable purpose. It is not a license to disregard clear text because another outcome feels better.
RAF
Rules as fun
Which ruling best supports this group’s enjoyment? Choose a satisfying table result when strict text and inferred intent do not fit the campaign. It should be identified as a table choice, not presented as official wording.

The current fifth-edition Sage Advice Compendium says its analysis starts with RAW, defines RAI as the designers’ intended function, and describes RAF as a legitimate consideration for a DM seeking the greatest delight for the players. It recommends combining the three approaches rather than treating one as universally controlling.

Why the edition and book version come first

A rule can have different wording in different printings, editions or revised core books. Before arguing about interpretation, identify the text your campaign adopted. Record the edition, the specific core book or supplement, and any house rules that modify it.

2014 and 2024 fifth-edition material

Wizards describes the 2024 Player’s Handbook revisions as remaining compatible with existing fifth-edition play, but “compatible” does not mean that every sentence is identical. A campaign using 2024 books may encounter revised terminology, procedures or interactions. Read the version at your table instead of importing a conclusion from a different printing.

The 2024 Dungeon Master’s Guide was released on November 12, 2024. It is an optional reference for adjudication tools, advice and examples of common pitfalls; it is not required to answer a basic RAW-versus-RAI question. The group still needs to establish which rules text it actually uses.

A practical decision process

Use this sequence whenever a rules question threatens to interrupt play.

  1. Identify the exact rules version. Ask which edition or revised core books govern the campaign. Check the printed or digital wording in those books, including errata or an adopted house rule. Do not start with a quotation from another edition.
  2. Read the whole rule in context. Include definitions, prerequisites, exceptions, timing language, examples and nearby paragraphs. A single sentence may depend on a term defined elsewhere or on a general rule that supplies an exception.
  3. State the RAW reading plainly. Explain what the text requires without adding a purpose that the text does not express. If two readings remain grammatically and procedurally possible, describe both and identify the words that create the split.
  4. Check an official clarification. If the ambiguity materially affects the game, look in the current Sage Advice Compendium for an interpretation addressing that rule and version. The Compendium distinguishes official rulings on interpretation from public comments by D&D staff, which it calls advice. Confirm that the answer concerns the same edition and wording.
  5. Consider RAI carefully. Ask what outcome best explains the rule’s structure, its interaction with related mechanics and the problem it appears designed to solve. Treat inferred intent as an argument, not as a quotation from a designer. If the evidence for intent is weak, label it as a reasonable reading rather than certainty.
  6. Apply the table’s priorities. If strict text and well-supported intent produce an unhelpful result, discuss RAF: the ruling that best preserves the group’s agreed style and enjoyment. A fun-based departure is a house decision even when everyone agrees it is the right one.
  7. Let the DM make the live ruling. The DM decides whether to use an official interpretation and has final say for the campaign. If discussion is taking too long, make a provisional ruling, finish the scene, and schedule a review after the session.
  8. Record the scope of the decision. Say whether the ruling applies only to this unusual situation or will govern similar cases going forward. Write it in the campaign notes when it affects a character, build or recurring mechanic.

How to compare two plausible readings

When both sides can quote the books, compare them on the same criteria instead of debating who sounds more confident.

Criterion Questions to ask What a strong answer looks like
Textual fit Which reading follows the complete published wording most directly? It accounts for definitions, exceptions, timing and cross-references without silently adding words.
Official clarification Does the current Compendium address this rule and version? The cited interpretation is specific to the disputed language, not a general comment about a similar mechanic.
Intent support Is the RAI case based on the rule’s design structure rather than guesswork? The proposed purpose explains why the rule is written as it is and fits related rules.
Consistency Will this reading agree with established rulings in the campaign? Similar situations receive similar treatment unless the DM explains the distinction.
Table fit Does the result match the group’s expectations and desired play style? Players understand the consequence and accept the trade-off, even if it is not the strictest reading.

The first three criteria are grounded in the Compendium’s RAW, RAI and official-ruling framework. Consistency and table fit are practical standards for making a stable ruling that players can plan around.

When RAW should control

Use RAW as the answer when the wording is clear, the relevant context has been checked and no higher-priority rule creates an exception. A result can be difficult, powerful or inconvenient without being ambiguous. “I dislike the outcome” is not by itself evidence that the text failed.

Signals that the text is clear

  • The rule defines its terms and states its timing or prerequisites directly.
  • Related rules use the same language consistently.
  • There is no conflicting exception in the same rules set.
  • The current Compendium does not identify a different interpretation for that wording.

In this situation, invoking an imagined purpose to override the sentence risks replacing the game the group bought with a different one. Explain the result, apply it consistently and reserve a house change for a separate, explicit discussion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When RAI can resolve a wording problem

RAI is most useful when the words on the page do not communicate a workable result. Examples include a cross-reference that points to a nonexistent term, two rules that cannot both operate as written, or wording that behaves radically differently from the surrounding system without an apparent reason. RAI can also help choose between two readings when one makes the rule’s structure coherent and the other makes an apparent feature meaningless.

Keep intent evidence proportional

Start with the rule itself and its neighbors. Then consider an official Compendium explanation. Public statements outside the Compendium may be informative, but the current Compendium classifies them as advice rather than official rulings. Do not turn a staff comment, an old forum post or a remembered convention into proof of intent.

If the intent case remains uncertain, say so. A DM can still choose the interpretation that best serves the campaign, but players should know that it is an adjudication rather than an established fact about what the designers meant.

When RAF is the right table choice

RAF is not “ignore the rules whenever someone asks.” It is a deliberate decision to prioritize the group’s enjoyment after the text and likely purpose have been examined. The current Compendium says a DM may depart from both text and intent to bring the greatest delight to the players.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Good reasons to use RAF

  • A literal result would remove a player’s meaningful choice or invalidate a character concept without adding interesting play.
  • The campaign has a clearly stated tone, such as heroic action or comedic improvisation, that makes another outcome more appropriate.
  • The rule is being used in an edge case that the published text could not reasonably anticipate.
  • The group prefers a simple, memorable ruling over a technically exact procedure that would repeatedly slow sessions.

Call the decision what it is: a campaign ruling chosen for fun. That honesty lets players distinguish a one-time act of generosity from a rule they can reliably build around.

Official rulings, advice and the DM’s authority

The current fifth-edition Sage Advice Compendium, posted April 30, 2025, states that official rulings on how to interpret rules are made in that Compendium. It also says that public statements by the D&D team or anyone else at Wizards are advice, not official rulings. An answer in the Compendium is therefore a valuable reference, but it does not automatically override a campaign’s adjudication.

The same document states, “When we dwell on the RAW interpretation of a rule, we’re studying what the text says in context, without regard to the designers’ intent.” It also states, “The DM always has the final say on rules questions.” The first quotation describes the method; the second describes the authority structure at the table.

The 2014 Sage Advice Compendium, posted July 19, 2019, uses the same basic RAW, RAI and RAF framework and likewise places adjudication with the DM. For a current campaign, use the current Compendium and the rules version in play; treat the 2014 document as historical context rather than assuming every older answer remains applicable.

How players can raise a rules dispute

  1. Bring the source. Show the relevant page or digital entry and include the surrounding text, not only the sentence that favors your position.
  2. Describe the consequence. Explain what each reading would allow, prevent or change in the immediate situation.
  3. Separate claims. Say whether you are arguing from RAW, citing an official Compendium interpretation, proposing RAI, or asking for a RAF house ruling.
  4. Ask for the DM’s preference. The official customer-support guidance tells players to discuss the question with the group and ask the DM after reading the source text. The DM is the authority for the shared campaign.
  5. Accept a provisional answer. If the DM needs time, continue with the temporary ruling and revisit it between sessions rather than litigating during every turn.

A respectful presentation gives the DM useful information without turning a rules question into a demand for a particular result.

How DMs can make and communicate a ruling

During the session

State the immediate ruling, the lens being used and its scope. For example: “For this encounter I’m using the contextual text as written; we’ll check the Compendium after the session.” If you are choosing RAF, say that the decision is a campaign call made to keep the scene moving or preserve the group’s intended tone.

After the session

Check the exact wording and any current official interpretation. If the outcome significantly affects a character, resource or long-term strategy, discuss the change before the next session. Explain why the final decision was made and apply it consistently to similar situations.

For recurring questions

Add a short entry to the campaign’s rules notes: the source version, the chosen interpretation, examples of what it covers and the date it was adopted. This prevents players from having to reopen the same debate and makes a later correction easier if a new official clarification appears.

Common mistakes that make RAW-versus-RAI debates worse

  • Mixing editions. A ruling from a 2014 book may not answer a question about revised 2024 wording.
  • Quoting in isolation. Omitting a definition, exception or timing clause can manufacture an ambiguity.
  • Treating intent as certainty. “The designers must have meant” is an inference unless an authoritative explanation establishes it.
  • Confusing advice with a ruling. A public staff comment is not the same thing as an interpretation published in the current Compendium.
  • Using fun as a hidden override. A RAF choice should be announced as a table decision so players know whether it will recur.
  • Changing the answer without notice. Inconsistent rulings are more damaging to trust than a strict or permissive ruling that everyone understands.
  • Arguing past the DM. Once the DM has made a provisional call, continuing the debate during play usually costs more enjoyment than it creates.

A compact checklist for the next question

  • Which edition, revised core book and house rules are active?
  • Have we read the entire rule and its neighboring definitions and exceptions?
  • What is the most direct RAW reading?
  • Is there a current Sage Advice Compendium interpretation for this exact wording?
  • If considering RAI, what evidence supports the intended function rather than a guess?
  • What would each reading do to the character, encounter and campaign consistency?
  • Would a RAF ruling better match the group’s agreed style?
  • Is this a one-time ruling or the interpretation for future cases?
  • Who decides now, and when will the group revisit the question if needed?

Bottom line for choosing RAW, RAI or RAF

Use RAW first: read the actual rule in context for the edition your group plays. Use the current Sage Advice Compendium when a material ambiguity remains, remembering that it publishes official interpretations while other public comments are advice. Use RAI to explain a wording failure only when the evidence is stronger than a hunch. Use RAF when the table deliberately chooses the most enjoyable result. In every case, the DM decides what applies, communicates whether the ruling is temporary or ongoing, and keeps similar situations consistent.
