The fastest handheld GPU is not the one with the most compute units or the highest advertised clock. It is the one that sustains the best frame times at the resolution, power limit, cooling level, and battery state you actually use. Compare handhelds with identical game settings, report average FPS together with 1% and 0.1% lows, and test both battery and wall power. That method explains why a Ryzen Z1 Extreme handheld can lead in some games while a Steam Deck OLED feels smoother or lasts longer in others.

What a meaningful handheld-GPU comparison measures

Handheld gaming PCs combine a CPU and GPU in one APU, draw memory from the same system pool, and constantly trade performance against heat, fan noise, and battery drain. A specification sheet describes potential; a repeatable game test shows what survives after the device reaches its thermal and power limits.

For each game, hold the following variables constant:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Rendered resolution and output resolution
  • Graphics preset and individual quality settings
  • Upscaler, including its quality mode
  • Graphics API such as Vulkan or DirectX
  • Frame cap and synchronization settings
  • Firmware, driver, and operating-system versions
  • APU power profile and whether the charger is connected
  • Fan mode, ambient conditions, and the device’s warmed-up state

Report average FPS, 1% lows, and 0.1% lows. Include a frame-time graph when possible. The average describes throughput; the lows and frame-time plot reveal traversal stutter, shader compilation pauses, streaming hitches, and power-management oscillation that can make a nominally faster device feel worse.

Why the same GPU can perform differently in two handhelds

Power limits determine how much of the silicon you can use

AMD’s Ryzen Z1 Extreme is an eight-core, 16-thread Zen 4 handheld processor with boost clocks up to 5.1 GHz. AMD specifies a default TDP of 28 W and a configurable TDP range of 9–30 W. The graphics portion can only approach its higher performance range when the handheld’s firmware, cooling system, and charger mode permit that power draw.

GamersNexus lists the ROG Ally and Lenovo Legion Go with RDNA3 graphics, 12 compute units, a 2.7 GHz GPU clock, and a 9–30 W APU power range. Its table lists Steam Deck OLED with RDNA2 graphics, eight compute units, a 1.6 GHz GPU clock, and a 4–15 W APU range. Those numbers indicate a higher ceiling for Z1 Extreme systems, not a guaranteed FPS lead in every title.

Frame-time consistency can outweigh a higher average

If a game renders most frames quickly but occasionally pauses for 40–110 milliseconds, the hitch is visible even when the average FPS looks strong. A device with a lower average and steadier frame delivery can feel more responsive during camera movement and combat. Always inspect 1% and 0.1% lows and, ideally, the complete frame-time trace instead of ranking handhelds by average FPS alone.

Resolution and upscaling change the workload

Integrated graphics can be overwhelmed by 1080p or 1600p rendering. A fair comparison states whether the game is rendered natively or at a lower internal resolution and then upscaled. Compare a practical 720p or 800p mode with the same upscaler quality on every device, and test native panel resolution separately if that is how you intend to play.

Memory and software are part of the GPU result

Because the CPU and GPU share memory, bandwidth and allocation affect both. Driver maturity, operating-system overhead, shader caches, and the chosen API can move results from one release to the next. A benchmark is therefore a snapshot of a specific firmware and software stack, not a permanent ranking of the hardware.

Step-by-step method for a fair comparison

  1. Define the use case. Decide whether you care about battery play, plugged-in maximum performance, a 60-FPS target, or a quiet frame-rate cap. A single test mode cannot answer all four questions.
  2. Freeze the software state. Install the current first-party firmware, graphics driver, and operating-system updates available for each device. Record their version numbers so another reader can reproduce the run.
  3. Choose a common resolution. Use a resolution supported natively by every handheld. GamersNexus used 1280×720 for Ally and Deck testing for that reason. Add a second test at each device’s practical panel resolution if relevant.
  4. Lock image-quality settings. Select the same preset, texture options, ray-tracing state, upscaler, upscaler mode, and sharpening value. Do not compare one device at native 1080p with another at 720p upscaled.
  5. Lock the API and frame cap. Use Vulkan, DirectX, or another API consistently. If a cap is needed for smoothness or battery testing, apply the same cap and synchronization behavior everywhere.
  6. Use a repeatable route. Prefer a built-in benchmark or a saved route with the same camera movement, combat sequence, and loading points. Record enough passes to expose traversal and shader stutter.
  7. Warm the handheld before counting results. Remove unusually high initial passes that occur before heat and power limits engage. GamersNexus specifically excluded such unrepresentative runs.
  8. Test battery and charger modes separately. Run the same sequence on battery in the intended performance profile, then repeat while plugged in using the device’s higher-power mode. Label every result with the power source and wattage profile.
  9. Capture more than FPS. Log average FPS, 1% lows, 0.1% lows, frame-time behavior, fan/noise condition, surface temperature, and the elapsed battery time when testing portability.
  10. Repeat and report variation. If successive passes differ materially, investigate background tasks, shader compilation, temperature, or power draw instead of averaging the inconsistency away.

Hardware context: what the main handheld classes offer

Handheld or platform GPU architecture and graphics data Configurable APU power Battery capacity Panel resolution and refresh Current price
ROG Ally with Ryzen Z1 Extreme RDNA3; 12 compute units; 2.7 GHz GPU clock (GamersNexus) 9–30 W (GamersNexus); Ryzen Z1 Extreme specification lists 28 W default and 9–30 W cTDP 40 Wh (GamersNexus) Not stated in the cited evidence Not stated; varies by region, configuration, stock, and date
Lenovo Legion Go with Ryzen Z1 Extreme RDNA3; 12 compute units; 2.7 GHz GPU clock (GamersNexus) 9–30 W (GamersNexus) Not stated Test evidence includes 2560×1600, 1920×1200, and 1280×800 modes; refresh rate not stated Not stated; varies by region, configuration, stock, and date
Steam Deck OLED RDNA2; eight compute units; 1.6 GHz GPU clock (GamersNexus) 4–15 W (GamersNexus) 50 Wh (GamersNexus) Not stated in the cited evidence Not stated; varies by region, storage configuration, stock, and date
Steam Deck LCD Not fully specified in the cited comparison table Not stated in the cited evidence Not stated Not stated Not stated; varies by region, configuration, stock, and date

The battery figures illustrate why capacity and GPU power cannot be read in isolation: the Steam Deck OLED is listed at 50 Wh while the ROG Ally is listed at 40 Wh, yet the Ally’s Z1 Extreme platform can be configured for substantially more APU power. Runtime depends on the selected wattage, screen brightness, refresh behavior, game load, and software, so capacity alone is not a runtime estimate.

What published game tests actually show

Red Dead Redemption 2: a near tie after sustained testing

At 1280×720 using Vulkan, GamersNexus measured the Steam Deck LCD at 49.7 FPS on average with 26 FPS 0.1% lows. Steam Deck OLED averaged 53 FPS, a 7% uplift over the LCD result. In the cited retest, the Ryzen Z1 Extreme system was effectively tied with the OLED. This is a useful warning against assuming that the newer GPU architecture wins every sustained workload.

Dying Light 2: higher average, substantially worse lows

At 1280×720 on the Low preset with FSR Quality, Steam Deck OLED averaged 45.8 FPS and the Ally with Ryzen Z1 Extreme averaged 48 FPS. GamersNexus reported much worse lows and frame-time spikes on the Ally, with spikes approaching 40–110 ms. The two-average-FPS numbers therefore describe different play experiences: a small throughput lead accompanied by visible hitching.

Cyberpunk 2077: nearly identical Deck results

At 1280×720 on Low with FSR 2.1 Quality, Steam Deck LCD averaged 44 FPS and Steam Deck OLED averaged 44.6 FPS. The 0.6-FPS difference is within the range where firmware, temperature, background activity, and run-to-run variation can matter more than the product label.

Resident Evil 4: a modest lead with stable lows

At 1280×720, Steam Deck OLED averaged 28.6 FPS and the Ally Z1 Extreme averaged 30.4 FPS in the cited test. The Ally maintained stable lows in this workload, so its higher average also represented a consistent, if modest, advantage.

Additional ROG Ally results from Tom’s Hardware

Tom’s Hardware measured the ROG Ally at 720p with the following averages:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Game ROG Ally result Power note
Shadow of the Tomb Raider 47 FPS 720p; plugged-in Turbo mode raised several results substantially
Cyberpunk 2077 40 FPS 720p; plugged-in Turbo mode raised several results substantially
Borderlands 3 50 FPS 720p; plugged-in Turbo mode raised several results substantially
Forza Horizon 5 54 FPS 720p; plugged-in Turbo mode raised several results substantially

These results should not be merged directly with the GamersNexus numbers unless the preset, upscaler, driver, firmware, power profile, and test route match. They are evidence of the Ally’s performance under Tom’s Hardware’s specific settings, not a universal score.

Lenovo Legion Go: output resolution can dominate performance

Tom’s Guide measured the Legion Go at 1080p at 23 FPS in Cyberpunk 2077, 41 FPS in Dirt 5, and 23 FPS in Shadow of the Tomb Raider. In Doom Eternal, performance rose from 15–20 FPS at 2560×1600 to 30–45 FPS at 1920×1200 with a 30 W TDP, then reached the mid-70s at 1280×800. The progression shows how a high-resolution panel can become the limiting factor even when the APU has sufficient power at a lower render target.

How to read averages, lows, and frame-time graphs

Average FPS answers throughput

Use average FPS to estimate the amount of work the GPU completed over the test interval. It is useful for distinguishing a 30-FPS class result from a 60-FPS class result, but it hides short stalls and uneven pacing.

1% and 0.1% lows answer responsiveness

The 1% low captures the slower tail of frame delivery; the 0.1% low exposes rarer but more severe stalls. A large gap between the average and the 0.1% low signals that camera turns, streaming, shader compilation, or power transitions may be visible during play.

Frame-time plots explain why a number feels bad

At 60 FPS, each frame has about 16.7 milliseconds. A 40-millisecond frame is already a noticeable hitch, and a 110-millisecond frame is a long pause. Look for repeated spikes, regular oscillation, or a rising trace as the handheld heats. A stable 33-millisecond pattern (about 30 FPS) can feel better than an unstable pattern that averages higher.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Battery, thermals, acoustics, and the display

Portable performance is a four-way trade: wattage, frame rate, runtime, and noise. A 30 W mode may deliver the highest FPS while shortening battery life and increasing fan noise. A lower cap can improve consistency and endurance, especially when the game already exceeds the panel’s refresh target.

Record the charger state, wattage profile, elapsed runtime, fan mode, and surface temperature beside every FPS result. The cited material provides battery capacities for the Ally and Steam Deck OLED but does not establish comparable runtime figures, noise levels, or thermal measurements. Do not convert those capacities into an unqualified hours estimate.

Match rendered resolution to the panel and refresh rate. A 120 Hz panel can make scrolling and input feel smoother, but it does not make a game render at 120 FPS. If the GPU produces 35–50 FPS, a sensible 40- or 45-FPS cap may provide a steadier experience than chasing an unattainable refresh target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing a handheld by use case

For maximum plugged-in performance

Favor a Ryzen Z1 Extreme handheld that exposes a 25–30 W profile and has cooling that can sustain it. Compare results in the plugged-in Turbo or 30 W mode, not battery Performance mode. Confirm that the game remains stable in the lows; a higher average with severe spikes is not an automatic upgrade.

For battery-focused play

Test the exact games you play at a capped frame rate and a conservative wattage. The Steam Deck OLED’s listed 4–15 W APU range and 50 Wh battery can produce an efficient experience in workloads where its lower power ceiling is sufficient. Do not infer runtime without measuring the complete setup, including brightness and refresh settings.

For demanding new releases

Use 720p or 800p internal rendering with a tested upscaler before raising output resolution. Check 0.1% lows in traversal-heavy areas and keep a separate battery result; a game that is playable only at a short-lived high-power setting may not be practical away from an outlet.

For a large high-resolution screen

Expect to lower the render resolution on a 2560×1600 or 1920×1200 panel for demanding games. The Legion Go Doom Eternal results demonstrate the scale of the trade: moving to 1280×800 more than doubled the reported performance range compared with 2560×1600 at the tested settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common comparison mistakes and fixes

  • Ranking by compute units alone: Check the power limit, clock behavior, cooling, and sustained frame times.
  • Mixing battery and charger results: Label each run and compare like with like.
  • Using different resolutions: Match internal render resolution and upscaler mode before drawing a conclusion.
  • Reporting only an average: Add 1% and 0.1% lows plus a frame-time trace.
  • Keeping the first run: Warm the device and discard passes affected by initial boost behavior.
  • Treating one game as a universal ranking: Test several engines and APIs; the Red Dead Redemption 2, Dying Light 2, Cyberpunk 2077, and Resident Evil 4 results do not point to one identical winner.
  • Ignoring software versions: Record firmware, driver, and operating-system versions because updates can change performance and frame pacing.
  • Confusing refresh rate with rendering speed: A 120 Hz display improves the ceiling for presentation, not the GPU’s actual FPS.

The practical verdict

Ryzen Z1 Extreme handhelds offer the higher power ceiling: RDNA3 graphics with 12 compute units and up to a 30 W configurable APU profile can deliver higher averages in suitable games, particularly when plugged in. Steam Deck OLED uses a lower-power RDNA2 design, yet published tests show it matching or nearly matching the Z1 Extreme in some sustained workloads and delivering smoother frame pacing in Dying Light 2. Its listed 50 Wh battery also cannot be judged against GPU power without a complete runtime test.

Buy or compare based on the mode you will actually use. Match resolution, preset, upscaler, API, software state, and power source; then judge average FPS together with the lows and frame-time behavior. That is the only reliable way to answer which handheld GPU is fastest for your games rather than merely fastest on paper.
