How to complain to the BBC about a programme and request an editorial response

By VGSources Team 11 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To complain effectively about a BBC programme, identify the exact item, explain which editorial standard you believe it breached, support each point with precise evidence, and ask for a reasoned answer. The normal BBC route is Stage 1a (initial response), Stage 1b (a further response from or on behalf of a manager or editorial team member), and Stage 2, handled by the Executive Complaints Unit (ECU). For BBC television, radio and on-demand content, you would normally complete that route before asking Ofcom to consider the matter.

A general objection to the BBC is unlikely to produce the answer you want. A numbered complaint tied to a programme, episode, publication date, quotation or timestamp gives the BBC something reviewable and makes it possible to request an explanation, correction, clarification or apology without overstating what the evidence proves.

What counts as an editorial complaint?

The BBC describes an editorial complaint as a concern that particular BBC content fell below its editorial standards. The complaint must therefore be about an identifiable programme, article, clip, post or other item, not simply about the BBC as an organisation or a presenter you dislike.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Editorial standards can include due accuracy, due impartiality, fairness, privacy, and harm and offence. Other BBC Editorial Guidelines may apply depending on the subject. Your task is not to prove that the BBC acted deliberately or unlawfully. It is to show, as clearly as possible, what the item said or omitted, which standard is engaged, and why the material falls short.

Examples of issues that can be reviewable

  • A factual statement that is materially inaccurate or presented without a correction.
  • An account of a disputed issue that does not meet the relevant requirement for due impartiality.
  • Treatment of a contributor or subject that is materially unfair because of omitted context, selective editing or an inability to respond.
  • Use of private information without an adequate editorial justification.
  • Material likely to cause unjustified harm or offence in the circumstances in which it was broadcast or published.

These categories are not interchangeable. A complaint about an inaccurate date should identify accuracy; a complaint that a report created a one-sided impression should explain the impartiality concern. If several standards apply, number them and connect each one to separate evidence.

Collect the item details before writing

Start with an identification block. Include enough information for someone handling the complaint to locate the same material without guessing.

  • Programme or service: the programme name, series and episode, or the BBC article, clip, post or other service.
  • Date and time: the transmission, publication or update date and, where relevant, the broadcast time.
  • Platform: television, radio, BBC iPlayer, BBC Sounds or a BBC website.
  • People and segment: presenter, contributor, interviewee, reporter and the particular segment involved.
  • Location: the programme listing, article address, episode details or transmission information that identifies the item.

Keep a copy of the programme details and the version you relied on. Online pages can change, and an on-demand edition may be replaced or edited. If the item is still available, record the relevant time in the programme and save a screenshot or other lawful copy of the wording. Do not rely on a paraphrase when the exact words are available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an evidence-led complaint

Write the account so that each allegation can be checked independently. Quote the precise wording, give a timestamp for audio or video, and distinguish an assertion of fact from a presenter’s description, analysis or opinion. If a screenshot or source link is necessary to understand the point, identify it in the numbered paragraph where it is used.

Separate fact, opinion and context

State what the programme said first. Then explain what is inaccurate, misleading, unfair or otherwise problematic. A presenter saying “critics argue” is different from the programme stating that a proposition is established fact. Likewise, a short excerpt may sound misleading when taken alone but be qualified elsewhere in the item. Address the relevant context directly rather than assuming the recipient will infer it.

Explain material omissions without exaggeration

If your concern is an omission, identify the missing information and explain why it would materially alter a reasonable viewer’s or listener’s understanding. Avoid claims such as “the BBC lied” unless you can substantiate the specific allegation and it is genuinely necessary. A measured explanation is more useful: for example, that the item presented a disputed figure without identifying its source, or that a contributor’s response was omitted even though it addressed the central allegation.

Use reliable supporting material

Attach or identify documents, recordings, screenshots and links that support the numbered points. Explain what each item establishes. If a source is your own interpretation, label it as such; if it is an official record or contemporaneous statement, say that. Do not include unrelated material that makes the complaint harder to review.

Ask for a reasoned editorial response

Do not ask only for an apology or say that you are unhappy. Request an answer that shows how the BBC assessed the complaint. You can ask it to:

  • Identify the editorial standard or guideline considered for each numbered point.
  • Explain the evidence and editorial reasoning relied on.
  • Answer each allegation separately rather than issuing a general statement.
  • State whether the BBC accepts the concern, rejects it or cannot substantiate it.
  • Explain whether it will issue a correction, clarification, apology or another remedy.

This request seeks an accountable response; it does not guarantee that the BBC will uphold the complaint or provide every remedy you propose.

Suggested wording

Use this sentence near the end of the initial complaint:

Please provide a reasoned editorial response addressing each numbered point, identifying the standard considered, the evidence relied on, and whether the BBC will issue a correction, clarification or other remedy.

If this is not the final response at the current stage, please treat this as a request for consideration at the next stage of the BBC editorial complaints process. Please identify the stage reached and explain how I may refer the matter to the Executive Complaints Unit if the issue remains unresolved.

The BBC editorial complaints stages

The normal route has three steps. Keep the original complaint and every response together, because a later stage needs to know what was raised and how the BBC answered it.

Stage Who responds What you should do
Stage 1a The initial BBC complaints response Submit the specific item, standards concern, evidence and requested reasoned response. Keep the acknowledgement and the answer.
Stage 1b A further response from or on behalf of a manager or editorial team member If the first answer does not deal with your numbered points, explain precisely what remains unanswered and request Stage 1b.
Stage 2 The Executive Complaints Unit (ECU) Ask for the matter to progress when the issue remains unresolved. Identify the earlier stages, preserve the original points and attach the responses.

The BBC framework describes Stage 2 as “if the complaint progresses further, a response from the Executive Complaints Unit (ECU).” The ECU deals with serious complaints about possible breaches of the BBC’s editorial standards connected with specific programmes or items of content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Moving from Stage 1a to Stage 1b

Read the initial answer against your numbered allegations. If it addresses the wrong programme, ignores a quotation, substitutes a general policy statement for an answer, or omits the requested remedy, list those gaps briefly. Do not restart the complaint with new accusations unless they are genuinely new matters. State that you are requesting the next BBC stage and quote the unanswered point by number.

Moving from Stage 1b to Stage 2

Stage 2 is not an opportunity to broaden the complaint into every dissatisfaction with the programme. Identify the serious editorial issue, the stage already reached, and the reason the response remains inadequate. Include the initial complaint and both BBC responses so that the ECU can see the sequence. Ask the BBC to identify the stage reached if its message does not make that clear.

Escalating to Ofcom

Ofcom’s BBC First rule means that people must normally complain to the BBC first before escalating a complaint to Ofcom. The applicable route depends on the type of content.

BBC on-demand programme, such as an iPlayer or Sounds edition Yes, normally complete the BBC process Ofcom may assess whether the relevant Broadcasting Code provisions warrant investigation.
BBC online material Yes, follow BBC First Ofcom may give an opinion on relevant editorial guidelines, but it has no enforcement powers for this online-material category.

For broadcast and on-demand content, explain the BBC stages completed and include the responses when you contact Ofcom. Ofcom decides whether a matter raises issues warranting investigation; referral is not a guarantee that it will open an investigation or agree with your interpretation.

For online material, describe the page or item precisely and understand the different outcome. Ofcom’s role is opinion-based for that category and does not give it enforcement powers over the online material itself.

Choose the remedy that fits the problem

A remedy request should match the harm you identify. Asking for every possible outcome can make a focused complaint look less credible.

Problem shown Proportionate remedy to request
A factual error that can be verified Correction, with the corrected information made clear to the audience.
A statement that created a misleading impression Clarification explaining the relevant context or qualification.
Serious unfair treatment of a person or group A reasoned explanation and, where appropriate, an apology or correction.
Possible breach with no obvious public correction A written explanation of the standard, evidence and editorial decision.
Privacy or harm-and-offence concern An explanation of the editorial justification and any steps taken to reduce or remedy the harm.

The ECU’s standards say that when it identifies a serious breach, its finding may also direct the BBC to broadcast an apology or correction. That possibility belongs to the BBC’s editorial process; you should not present it as an automatic entitlement.

  1. Item. Name the programme, episode or article; give the transmission or publication date and time; identify the service; and provide the programme details or page location.
  2. Issue. In one sentence, state the alleged editorial failure and name the relevant standard, such as due accuracy, due impartiality, fairness, privacy, or harm and offence.
  3. Evidence. Quote the exact wording and give the timestamp, screenshot or supporting source. Explain what the evidence establishes.
  4. Guideline. Identify the BBC Editorial Guideline or principle engaged and explain why it applies to this item.
  5. Impact and context. Describe the material omission, misleading impression, unfair treatment or harm. Keep the explanation tied to what a reasonable audience member would understand.
  6. Requested response. Ask for a reasoned editorial response addressing each numbered point, identifying the standard considered, the evidence relied on, and whether the BBC will issue a correction, clarification or other remedy.
  7. Attachments. List the programme details, correspondence and supporting material you are retaining or supplying.

Use one numbered allegation per paragraph. If a single sentence raises two different issues, split it so the eventual response can answer both.

What to do if the BBC appears to ignore you

First check whether the message you received is an acknowledgement, a substantive Stage 1a answer, or a response that says the matter is closed. If it does not identify the stage, ask the BBC to state which stage has been reached. Keep proof of submission and the date of each response.

If a response is missing a numbered point, send a concise follow-up that quotes the unanswered point and asks for Stage 1b. If the matter has already received a Stage 1b response and the serious issue remains unresolved, request consideration by the ECU. Preserve the earlier wording rather than replacing it with a substantially different complaint.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you receive no usable response after making a clear stage request, explain to Ofcom, where the content is within its remit, what you submitted, when you submitted it, and what (if anything) the BBC answered. Ofcom’s BBC First expectation still applies, so show that you attempted the BBC route instead of treating silence as permission to skip it.

Common mistakes that weaken a complaint

  • Using only general language: “The programme was biased” does not identify the passage or the standard being applied.
  • Omitting the item details: without the edition, date, platform and segment, the recipient may be unable to locate the material.
  • Arguing from a clip alone: explain the surrounding context and distinguish the programme’s words from your interpretation.
  • Combining unrelated grievances: keep one complaint focused on one item, with separate numbered standards where needed.
  • Demanding a predetermined result: ask for a correction, clarification, apology or explanation as a remedy for the demonstrated problem, not as proof that the BBC must agree.
  • Ignoring the stages: a request to Ofcom made before the BBC route is normally complete may be premature for broadcast and on-demand content.
  • Failing to retain records: save your original text, attachments, acknowledgements and every response so a later reviewer can see the complete sequence.

Route comparison at a glance

Use this decision framework when deciding what to do next:

Question If the answer is yes Next action
Is the complaint tied to a specific BBC programme or item? You have an identifiable subject for editorial review. Record the date, platform, segment and evidence, then submit to the BBC at Stage 1a.
Have you received an initial answer that leaves numbered points unresolved? The BBC process has not yet given a complete response. Request Stage 1b and identify the exact omissions.
Has Stage 1b finished and does a serious standards issue remain? The issue may be suitable for Stage 2. Request ECU consideration and provide the full correspondence.
Is the item television, radio or on-demand content and has the BBC route been completed? Ofcom may have a potential Broadcasting Code role. Refer the matter with the BBC record and explain the alleged Code issue.
Is the item BBC online material? Ofcom’s role is limited to an opinion on relevant editorial guidelines. Follow BBC First, then decide whether an Ofcom opinion would be useful; do not expect enforcement powers for that category.

Final checklist before submitting

  • The programme, episode or online item is named precisely.
  • The date, time, service and platform are included.
  • Each allegation is numbered and linked to a specific quotation, timestamp or omission.
  • The relevant BBC Editorial Guideline or standard is identified.
  • Fact, opinion, evidence and interpretation are clearly separated.
  • The requested response asks for the standard considered, evidence relied on, answer to each point and proposed remedy.
  • Copies of the item details, attachments and correspondence are retained.
  • You know whether the next step is Stage 1b, Stage 2 or, after the BBC route, an Ofcom referral appropriate to the content type.
