If no Frame profile exists, SteamVR can fall back to an OpenXR Generic Controller or Oculus Touch layout; games that do not consume VR actions may need Steam Input configured as a gamepad or keyboard/mouse.
What a Frame controller binding actually changes
A SteamVR binding is an action-to-input map for one application. It tells the game which physical inputs should produce its named actions, such as teleport, grab, fire, jump, menu, or locomotion. The editor is not simply a diagram of which button is where: a profile can display the correct controller model while still omitting an action the game requires.

Steam Frame Controllers can be addressed like other OpenVR controller types. SteamVR also supports an automatic compatibility path when a game has no Frame-specific layout. For some games, especially non-VR or hybrid titles, the relevant layer is Steam Input rather than SteamVR actions. That distinction determines which editor and which kind of output you should configure.
Check the prerequisites before editing
- Steam and SteamVR are installed and running on the same computer as the VR game.
- Both Frame controllers have power and are within wireless range of the headset or computer setup.
- The controllers appear to Steam before you open the game’s binding screen.
- The game is running in the VR mode for which you want to create the layout. A desktop launch and a VR launch can expose different actions.
- You know whether the game uses SteamVR/OpenXR actions or expects a conventional gamepad, keyboard, or mouse.
Keep the game visible while testing. Some applications initialize their input actions only at launch, so a layout change may not be recognized until the game is restarted.

Pair and verify the Frame controllers
Steam Frame controllers normally pair automatically. If either controller is missing, use Steam’s controller settings to start pairing again:
- Open Steam.
- Choose Steam > Settings > Controller.
- Select Add Controller and follow the on-screen pairing instructions.
- Wait until Steam shows the expected left and right controllers before launching the game.
If only one hand appears, finish pairing that controller before troubleshooting a binding. A missing device cannot be repaired by assigning a different action in the editor. Confirm the left/right identity in Steam and in the headset view; do not infer it solely from the headset model.
Open the binding editor from the running game
Bindings are application-specific, so open the editor while the target game is active:
Recommended Free Tools
- Launch SteamVR and start the VR game.
- Press the system button on a controller, or use the desktop SteamVR control, to open the SteamVR dashboard.
- Choose Controller Bindings or Manage Controller Bindings.
- Verify that the selected application is the game you intend to configure.
- Review the currently active profile and choose the option to create or edit a binding. Depending on the SteamVR build and profile state, this appears as Custom or Edit This Binding.
The binding page lets you select an application, choose an existing binding, create a custom one, edit its inputs, and replace the default binding. If the dashboard opens a general SteamVR settings page instead, return to the running game and open the game-specific bindings entry; changing a global dashboard shortcut will not remap the game’s actions.
Choose the right starting profile
Use an official profile when it covers the game
An official Valve or developer profile is usually the safest starting point because its action names and hand assignments were created for the application. Select it, inspect the action list, and confirm that core actions such as movement, interaction, weapon use, and menus are present before accepting it as active.
Evaluate community profiles by actions, not popularity
A community profile can be useful when no official layout exists, but the controller image and user rating are not proof of complete coverage. Open the profile details and check every action the game exposes. A layout that maps locomotion but omits grab, reload, pause, or a required mode switch can appear functional until you reach that part of the game.

Check compatibility mode
SteamVR can emulate another controller’s properties when an application has no native Frame layout. The emulated profile may change which inputs are available or how the game interprets them. Confirm that both hands are assigned correctly and that the game’s action list matches the emulated controller before you begin extensive customization.
Map actions in Custom or Edit This Binding
Use the game’s named actions as the source of truth. Do not guess that a physical button called “menu” must be assigned to an action with the same name: some games use that input for inventory, wrist menu, or a context command. Select each action in the editor and assign the control that produces the desired result.
Assign buttons, triggers, grips, and sticks
For a digital action such as jump, choose a button click or another discrete press. For an analog action such as throttle, smooth movement, or a variable-strength tool, assign the controller input’s value rather than only its click. A trigger can expose separate touch, pull, and full-click inputs; choose the one the game action expects. Likewise, a thumbstick can provide directional axes, a press, and sometimes touch. Assigning only the press will not provide movement values.
Grip inputs can represent a squeeze, a hold, or a capacitive touch depending on the profile. Use the input type shown beside the action and test it in the game. If a tool activates when you merely rest a finger on the control, the action is probably bound to touch instead of click, pull, or hold.
Set left and right hand roles explicitly
Many VR actions are hand-specific. Inspect the left and right action sets separately and assign the intended controller to each one. A two-handed weapon may require a primary-hand action plus a support-hand action; mapping both to the same side can make one controller appear dead even though its hardware works.

Keep system and menu actions usable
Do not overwrite the system action you need to reopen the SteamVR dashboard unless you have another reliable way to exit the game. In-game menu, pause, inventory, and recenter actions should have distinct inputs so that a long hold or accidental touch does not trigger several commands at once.

Watch for action-set requirements
Some games switch between action sets for gameplay, vehicles, menus, or special tools. If an action exists in the editor but does nothing in a particular mode, check whether that action set is active in the game. Bindings cannot make an action work when the application has not enabled the corresponding set.
Save, activate, and test the layout
- In the editor, save the custom binding.
- Choose the command that makes it the active binding for the current game and controller profile.
- Return to the game without closing the editor until you can confirm that SteamVR reports the new layout as active.
- Test both controllers in a safe area: point, select, grab, release, move, turn, open the in-game menu, and perform one action that uses an analog value.
- Test any game-specific actions that are essential to progress, such as reload, holster, jump, vehicle controls, spell selection, or two-handed interaction.
- If an action is missing, duplicated, or triggered by the wrong input, reopen the editor and change that action rather than remapping unrelated controls.
Test the controls in the same mode in which you will play. A profile can work in a title screen but fail after the game changes action sets, loads a vehicle, or enters a menu. If the game was already running when you changed the active binding and it still shows the old behavior, quit and relaunch the game so it can initialize the updated action manifest.
What to do when no Frame controller profile appears
SteamVR documents a specific fallback order. It first looks for a Frame Controller binding. If none is available, it tries an OpenXR Generic Controller binding, then an Oculus Touch binding, and remaps that layout to the Frame Controller arrangement.
This fallback means that the absence of a Frame-branded profile is not automatically an error. Open the available profile, inspect its action coverage, and verify hand assignments. Replace any control that relies on a physical feature the fallback does not represent well. For example, an action mapped to a controller-specific capacitive input may need to be moved to a click or trigger pull on the Frame layout.
If the fallback profile is incomplete, choose Custom or Edit This Binding and add the missing actions manually. Keep the fallback as a baseline so that standard locomotion and menu actions remain available while you fill the gaps.
When to use Steam Input instead of SteamVR actions
Some applications do not consume VR action bindings. Non-VR games launched near a headset, hybrid games with an optional VR mode, and titles built around conventional controller APIs may need Steam Input. In that mode, Frame Controllers can appear to the game as a generic gamepad or as a keyboard and mouse, depending on the game and the configured bindings.

Steam Input and SteamVR action bindings are different layers:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →| Layer | What the game receives | Use it when |
|---|---|---|
| SteamVR/OpenVR or OpenXR binding | Named VR actions such as grab, teleport, pose, or tool use | The game exposes VR action sets and expects tracked-controller inputs |
| Steam Input gamepad mode | Standard buttons, sticks, triggers, and gamepad-style values | The game supports a conventional controller but does not read VR actions |
| Steam Input keyboard/mouse mode | Key presses, mouse movement, and mouse clicks | The title has keyboard-and-mouse controls and no useful gamepad or VR action path |
Choose one layer deliberately. Editing a SteamVR action will not fix a title that is listening only for gamepad input, and changing a gamepad layout will not add a missing VR action set. In a hybrid title, check the game’s own input or VR mode before deciding which layer should be active.

The Frame profile is not listed
Confirm that Steam detects both controllers, then reopen the game’s binding page from the SteamVR dashboard. If no Frame profile exists, use the documented Generic Controller or Oculus Touch fallback and inspect every action. A profile may be hidden until the game is running in VR, so do not rely on the desktop library page alone.
A button appears completely dead
- Confirm that the intended profile is active, not merely selected in the preview list.
- Open the action and verify that it is assigned to the correct input type: touch, click, pull, value, or hold.
- Check whether the action belongs to the current action set or to a menu, vehicle, or tool mode.
- Restart the game if it launched before the binding was activated.
The action fires twice or at the wrong time
Inspect all inputs assigned to that action and remove duplicates. A trigger may have both a value binding and a full-click binding; if the game treats both as the same command, one physical pull can produce two events. Also remove unintended touch assignments when the action should require a deliberate press.
The wrong hand controls the action
Open the left and right hand sections of the binding and check the action’s hand role. Then test the profile with the controllers physically swapped only as a diagnostic. If the action follows the wrong side in the game, correct the hand assignment in the binding rather than changing the controller’s pairing identity.
Movement works but an important interaction does not
Review the complete game action list. This symptom usually indicates incomplete coverage rather than a hardware failure. Add the missing action, assign an input that matches its expected type, save, activate, and relaunch if the game does not reload actions while running.

The game ignores every VR binding
Determine whether the title is actually listening for SteamVR/OpenXR actions. If it is a conventional or hybrid application, switch to the appropriate Steam Input gamepad or keyboard/mouse configuration. Keep the two configurations separate so that troubleshooting one layer does not hide a problem in the other.
The headset and controller names seem inconsistent
Valve identifies the controller type as frame_controller and the headset separately as frame_hmd. The headset model therefore does not, by itself, prove which controller profile SteamVR should use. Check the controller identity reported by SteamVR and the active binding profile.
Compare profiles before you commit to one
| Profile choice | Action coverage | Compatibility behavior | Hand and comfort checks |
|---|---|---|---|
| Official Valve or developer profile | Designed around the game’s published action set; verify essential actions anyway | Normally uses the game’s intended controller mapping | Confirm left/right roles and whether frequently used controls are comfortable |
| Community profile | Can fill gaps when no official layout exists; inspect the full action list | May rely on a generic or emulated controller layout | Check hand correctness and button placement before adopting it |
| OpenXR Generic Controller fallback | Uses generic actions when a Frame-specific profile is unavailable | SteamVR remaps the generic layout to Frame controls | Check any controller-specific touch or value input that may not translate cleanly |
| Oculus Touch fallback | Provides another established action arrangement when earlier profiles are absent | SteamVR remaps the Touch layout to Frame controls | Verify that the emulated button locations feel natural and that both hands work |
| Custom profile | You control every action and can repair omissions | Can preserve a fallback while replacing individual assignments | Test comfort, accidental presses, and long-play reach before relying on it |
Choose a strategy by game type
| Game situation | Recommended starting point | Reason |
|---|---|---|
| Native VR game with a Frame profile | Official profile, then targeted custom edits | It is most likely to match the game’s action names while allowing personal comfort changes |
| Native VR game without a Frame profile | Generic Controller or Oculus Touch fallback, followed by action coverage checks | SteamVR supplies a remapped baseline instead of leaving the application unbound |
| Native VR game with missing or incorrect actions | Custom binding based on the complete action list | Manual assignment fixes omissions that a controller image cannot reveal |
| Hybrid game with a selectable VR mode | Use VR action bindings only in VR mode; use Steam Input for the conventional mode | The two modes may listen to different input APIs |
| Non-VR game played with Frame hardware | Steam Input gamepad or keyboard/mouse configuration | The game may never read SteamVR action sets |
Developer notes: OpenXR and OpenVR
For OpenXR applications, Valve documents a Frame Controller interaction profile named XR_VALVE_frame_controller_interaction. An application can request that interaction profile and suggest bindings for /interaction_profiles/valve/frame_controller_valve. Developers should provide suggestions for every action the game exposes, including left/right hand paths and analog versus digital inputs, so players do not have to reconstruct the layout manually.
Windows Errors? Fix Them Before They Spread

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFor OpenVR applications, the controller type is frame_controller. Developers can create action manifests and default binding files and include them with the application. A complete default file gives SteamVR a reliable starting point and reduces dependence on community layouts or compatibility emulation.
These identifiers also help diagnose a mismatch: a game that requests a different interaction profile may receive a fallback, while a game that never registers VR actions cannot be repaired solely in SteamVR’s controller editor.
A reliable maintenance routine
After a game update, revisit the binding page and compare its action list with the one you previously configured. Developers can add, rename, or regroup actions, and a saved profile may retain old assignments while leaving new actions unbound. Keep a working profile active, make one change at a time, and test the affected action before changing unrelated controls. If a custom layout becomes confusing, return to the official or fallback profile, then rebuild only the controls that matter for your play style.
The dependable workflow is therefore: establish pairing, open the game-specific SteamVR editor, select the best available profile, map named actions with the correct input types and hand roles, activate and test it, then switch to Steam Input only when the game requires gamepad or keyboard/mouse emulation. That sequence separates hardware, VR-action, and conventional-input problems instead of treating them as one binding issue.
