This built-in virtual printer works with one image or several images, needs no physical printer, and keeps the conversion on your computer. The sections below show the exact steps, page-layout choices, multi-image workflow, and fixes if Microsoft Print to PDF is missing.
Convert one JPG to a PDF
Windows 10 can create a PDF from the standard Photos or Paint apps. The image is placed on a PDF page according to the print settings you choose; nothing is uploaded to an online converter.

Using the Photos app
- Open File Explorer and browse to the JPG.
- Double-click the file to open it in Photos. If another program opens it, right-click the file, choose Open with, and select Photos.
- Press Ctrl+P, or select the printer icon and then Print.
- In the printer list, choose Microsoft Print to PDF.
- Review the paper size, orientation, scale, and photo layout. For a portrait picture, portrait orientation usually avoids unnecessary cropping; use landscape for a wide image.
- Select Print. Windows opens a save dialog rather than sending anything to a physical printer.
- Choose a folder, enter a filename ending in
.pdf, and select Save.
The saved PDF should appear in the folder you selected. Microsoft documents this Photos/Paint and Microsoft Print to PDF procedure in its community answers: Microsoft Q&A instructions.
Using Paint instead
- Right-click the JPG in File Explorer and choose Open with > Paint, or launch Paint and use File > Open.
- Press Ctrl+P or open the File menu and choose Print.
- Select Microsoft Print to PDF, adjust the layout, and choose Print.
- Set the destination and filename in the save dialog, then select Save.
Photos and Paint use the same virtual printer, so the resulting PDF workflow is effectively the same. Choose the app that opens your image reliably.

Choose the right page and scaling settings
The print dialog controls how the pixels are positioned on the PDF page. The JPG itself is not being edited into a text document; it is being printed as a fixed image.
Paper size
Select the paper size expected by the recipient. Letter is common in the United States, while A4 is common in many other regions. If the PDF will be printed later, matching the intended paper reduces unexpected margins or cropping.
Orientation
- Portrait: Best for vertically oriented photographs, scanned pages, forms, and screenshots that are taller than they are wide.
- Landscape: Best for panoramas, wide screenshots, and other horizontal images.
Fit, fill, and margins
Use the available photo-layout or scaling controls to decide whether the whole image is visible or whether the page is filled edge to edge. A “fit” style keeps the complete picture but can leave white margins. A “fill” style uses more of the page but may crop the outer edges. Check the preview before printing when the image contains text, borders, or faces near an edge.

Image resolution and file size
Microsoft Print to PDF places the source picture into a PDF page; it does not automatically make a low-resolution JPG sharper. A very large camera image can also create a comparatively large PDF. If a small file is important, resize or compress a copy of the JPG before printing, and keep the original untouched.
Combine several JPGs into one PDF
File Explorer can send multiple selected pictures to Microsoft Print to PDF. Windows creates one PDF with a page for each selected image. Community guidance describes this bulk method in Microsoft Q&A and the Microsoft Community Hub discussion.
- Put the JPG files in one folder. If they belong in a particular sequence, rename them with a consistent prefix and leading numbers, such as
page-01.jpg,page-02.jpg, andpage-03.jpg. - In File Explorer, select the required files. Hold Ctrl while selecting individual files, or use Shift to select a continuous range.
- Right-click one of the selected files and choose Print. If you do not see Print immediately, select Show more options on the Windows 10 context menu or verify that all selected files are JPG images.
- In the Print Pictures window, choose Microsoft Print to PDF as the printer.
- Check the thumbnail order. The displayed sequence becomes the PDF page order. If it is wrong, cancel, adjust filenames or selection, and start again.
- Choose a suitable photo layout. A full-page layout normally produces one image per PDF page; layouts with multiple pictures per sheet place several images on one page.
- Set paper size, orientation, and scaling. Use a full-page layout when each JPG represents a document page; choose a multi-photo layout only when combining several images on each sheet is intentional.
- Select Print, choose the output folder, enter a PDF filename, and select Save.
For predictable ordering, numeric names should use the same number of digits. Without leading zeroes, a normal alphabetical sort can place page-10.jpg before page-2.jpg. Open the completed PDF and page through it before sending it.

What to do when Microsoft Print to PDF is missing
If the virtual printer is not listed, Windows may have the optional feature disabled. Enabling it restores the same Photos, Paint, and File Explorer workflows.
- Press Windows key+R to open the Run dialog.
- Type
optionalfeatures.exeand press Enter. This opens Windows Features. - Find Microsoft Print to PDF in the list and select its checkbox.
- Select OK and allow Windows to apply the change. Restart the computer if Windows asks you to do so.
- Open the JPG again and repeat the print steps. The virtual printer should now appear in the printer list.
The Microsoft Q&A troubleshooting section describes this optional-features procedure: enable Microsoft Print to PDF.
If the feature is checked but still unavailable
- Close and reopen Photos, Paint, or File Explorer after enabling the feature.
- Restart Windows if you skipped the restart prompt.
- Try Paint if Photos is failing, or Photos if Paint is failing; both use the same virtual printer but have separate interfaces.
- Confirm that you are selecting the Windows virtual printer, not a physical printer that happens to be offline.
- If Windows Features reports an error, run the conversion again after Windows completes pending updates and restarts.
Fix common conversion problems
The picture is cut off
Choose a larger or matching paper size, switch between portrait and landscape, and use a fit-to-page option rather than fill or crop. Images and paper use different aspect ratios, so edge-to-edge printing can require cropping.

The PDF has large white borders
White space usually means the complete image was fitted inside a page with a different aspect ratio. Try a different orientation or a layout that fills more of the page, but inspect the preview to ensure important edges remain visible.
The pages are in the wrong order
Cancel the print job, rename files with leading numbers, and select them again. In a multi-file print job, verify the thumbnails before selecting Print; changing the PDF filename afterward will not reorder pages.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteOnly one page was created
Make sure multiple JPGs were selected in File Explorer before choosing Print. Opening one image in Photos and printing it can only produce a single-image PDF. For a batch, start from the folder selection rather than an individual image window.

The PDF is too large to email
Microsoft Print to PDF does not promise a particular compression level. Resize or compress copies of the source JPGs before creating the PDF, or use dedicated PDF software when repeatable compression controls are required. Keep the originals so you can recreate a higher-quality version later.
Text in the image cannot be selected
This workflow preserves the JPG as an image on a PDF page. It does not perform optical character recognition (OCR), create searchable text, or make the contents editable. Use an OCR-capable application or rescan workflow when recipients must search, copy, or edit words in the document.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When the built-in method is the right choice
| Need | Best Windows 10 approach | What you receive |
|---|---|---|
| One JPG, quick offline conversion | Photos or Paint, then Microsoft Print to PDF | One fixed-layout PDF page |
| Several JPGs in one file | File Explorer multi-select, right-click Print, Microsoft Print to PDF | A multi-page PDF in the selected order |
| Searchable or editable words | An OCR-capable application or a rescan workflow | Text recognition, depending on the application |
| Repeatable advanced batch processing | Specialist PDF or image software | Additional controls such as automation, OCR, or compression, depending on the software |
The built-in printer is strongest when the goal is simply to package pictures as a shareable, fixed-layout PDF without installing software or uploading files. It is less suitable when you need document editing, OCR, detailed compression settings, or an automated recurring workflow.

- Open the file in a PDF reader and confirm that every expected page is present.
- Check the page order, orientation, margins, and whether any edges were cropped.
- Zoom in on small text or fine details to ensure the source JPG has enough resolution.
- Confirm the filename and folder, especially if the PDF contains personal documents.
- Keep the original JPGs until the recipient confirms that the PDF is usable.
Because the conversion happens through a local Windows virtual printer, the image does not have to be sent to a web service. That is useful for private photographs, scans, identity documents, and work files, provided you protect the resulting PDF and the source images with the normal access controls on your computer.
If Microsoft Print to PDF or related Windows components keep failing, Outbyte PC Repair is an optional shortcut for checking common Windows issues and settings; it complements antivirus software, does not perform the JPG-to-PDF conversion itself, and results vary. It offers a free trial by category for at least two days, then requires a subscription, and runs on Windows 11, 10, 8, and 7.
Key limitations to remember
Printing a JPG to PDF is a format conversion, not document reconstruction. The PDF contains the visual image positioned on a page. It will not automatically add selectable text, correct a crooked scan, remove backgrounds, or turn handwriting into editable content. Those jobs require separate image-editing or OCR capabilities.
For a one-off conversion or a small group of pictures, Windows 10 already supplies the necessary tools. Start with Photos, Paint, or File Explorer, use Microsoft Print to PDF, inspect the preview and page order, and enable the optional feature if the printer is absent.
