How to Convert Real-World Map Data into Terrain, Roads, and Buildings for a Game

By VGSources Team 13 min read

The reliable way to turn a real place into a playable game world is to treat it as four coordinated jobs: acquire an elevation raster for the ground, obtain attributed vector data for roads and building footprints, align every layer in one WGS84 coordinate system, and then convert the result to an engine-friendly local world. Build the terrain first. Roads must sample or conform to that terrain, and buildings must be clamped to it. Only after those relationships are correct should you tile, simplify, add collision, and stream the map.

You can do this through a managed 3D Tiles workflow with Cesium for Unity or Unreal, an artist-controlled Blender export with the GPL blender-osm add-on, or an Unreal editor automation workflow such as GeoScape. The right choice depends less on which tool looks fastest in a demo than on whether your game needs live globe streaming, an offline editable scene, or a scripted Unreal build.

Start by defining the playable area and engine

Real-world datasets are effectively unlimited, while a game has a finite memory, rendering, and design budget. Choose a bounded area before downloading anything. Record its north, south, east, and west limits, the intended play height and distance, and whether the player can leave the initial cell. A dense-city prototype of roughly 0.5–2 km is a practical first slice for testing roads, buildings, terrain detail, and streaming before expanding.

Select the target engine at the same time. Unity and Unreal differ in import formats, terrain components, coordinate conventions, world-partition systems, and collision workflows. Your engine decision determines whether you will stream 3D Tiles at runtime, export FBX or glTF meshes, or generate native Landscape and actor data in an editor script.

Keep a source manifest

Create project metadata containing the dataset provider, acquisition date, geographic bounds, vertical datum or units, extract query, and license. Keep the original files separate from processed meshes. If a road width or building height is inferred later, record the fallback rule and the source field that was missing. This makes a regeneration repeatable when the map, engine version, or legal terms change.

Choose an implementation route

Route Best fit What it provides Costs and constraints to plan for
Cesium for Unity or Unreal Runtime streaming, globe-scale coordinates, and rapidly assembled geospatial scenes 3D Tiles, WGS84 georeferencing, Cesium World Terrain, and Cesium OSM Buildings Requires a Cesium ion account for the documented terrain and building assets, access-token management, network access or a self-hosted content plan, and custom gameplay meshes and collision
blender-osm in Blender Offline, artist-directed cleanup and export of a static region One-click OpenStreetMap and real-world terrain import, editable meshes, and export to an engine Large extracts must be clipped and decimated; the add-on is GPL, and premium features are separate from the base edition
GeoScape for Unreal Scripted editor generation of editable Unreal layers Latitude/longitude placement, terrain, buildings, roads, Overpass and GeoJSON inputs, and terrain-RGB elevation Public Overpass services can be busy or rate-limited; large areas need World Partition and HLODs; source elevation limits the final detail

Cesium is strongest when the world must remain georeferenced and stream over a large area. blender-osm gives an artist the most control over cleaning, decimation, materials, and export before the game runs. GeoScape is convenient when the destination is Unreal and you want repeatable editor automation rather than a separate modeling pipeline.

Acquire and align the source data

Elevation for the ground

Obtain a DEM, terrain raster, or terrain tiles whose coverage contains the complete playable bounds. Confirm horizontal coordinates, vertical units, and any stated vertical datum. A height value in feet cannot be treated as metres, and a raster that stops short of the vector extract will create cliffs or missing edges when the layers are combined.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reproject or resample the elevation to the same geographic extent used by roads and buildings. Decide the heightfield spacing before generating roads: a coarse grid may be adequate for a driving game with distant hills, while a close camera and narrow streets need more vertices. GeoScape exposes this decision as Terrain Detail (m/vertex). Finer geometry cannot restore a ridge or ditch that is absent from the elevation source.

Roads and buildings as vectors

Use OpenStreetMap or another licensed vector source for road centerlines and building footprints. GeoJSON is also suitable when your provider supplies a FeatureCollection. Keep attributes rather than converting immediately to a picture: road class, lanes, width, bridge or tunnel tags, building height, storeys, roof shape, and unique identifiers are what allow procedural geometry and gameplay systems to make decisions.

OpenStreetMap extracts can be unexpectedly large. The OpenStreetMap Wiki gives an example of a New York file containing more than 100,000 buildings at about 350 MB. Clip the area at download or import time, and preserve the unmodified extract outside the render scene so you can regenerate a smaller tile without losing source metadata.

Use one georeference, then create a local origin

Keep latitude and longitude in WGS84 while importing and transforming data. Convert the selected bounds to a local game origin near the playable area before handing coordinates to ordinary engine meshes. A local origin reduces floating-point error; leaving a city thousands of kilometres from the engine origin can cause visible jitter, unstable physics, and imprecise collision.

Free tools Windows power users keep installed

Store the transform between the local origin and WGS84 in project metadata. The transform must be applied identically to the elevation raster, road vertices, building polygons, spawn points, and any later imagery. Cesium’s WGS84 globe handles this georeference for you; an offline pipeline must implement and document the same separation explicitly.

Build the terrain first

  1. Clip and validate the raster. Crop it to the playable bounds plus a small margin for skirts and road approaches. Check for NoData cells, unexpected spikes, and the minimum and maximum elevation.
  2. Choose resolution. Set the heightfield or terrain-mesh vertex spacing to match the camera, vehicle size, and expected play distance. Do not create a dense mesh for terrain that will be hidden by distant fog or streaming.
  3. Generate the engine representation. Import a heightfield into Unity or Unreal, or generate tiled meshes when your route does not use the engine’s native terrain component. Preserve the height scale and vertical units exactly.
  4. Place the local origin. Put the origin near the playable centre and retain the WGS84 anchor for tools that need geographic coordinates.
  5. Test sampling. Sample several known points and compare the generated height with the source raster. Test the tile edges as well as the centre; mismatched edges produce visible seams when cells stream.

Terrain is the reference surface for every later layer. Finish its bounds, coordinate transform, and tile layout before generating road ribbons or placing building bases.

Turn road centerlines into drivable geometry

Build width-aware ribbons or spline meshes

A centerline is not a road surface. Group line features by road class, lane count, and supplied width, then generate a ribbon or spline mesh with the required width. If width is absent, apply a documented class-based fallback and mark those segments as uncertain for visual review rather than presenting an estimate as measured data. GeoScape supports LineString road inputs and field mappings for width and lanes.

Sample the terrain at regular points along every line and move the generated vertices to those heights. Resample more densely around sharp bends and steep slopes so the mesh does not bridge over the ground. Resolve intersections and special structures

  • Intersections: split centerlines at junctions, create a shared surface or controlled overlap, and remove z-fighting between crossing ribbons.
  • Bridges: keep the deck at its designed elevation instead of blindly clamping it to the terrain below; add supports and a collision surface only where gameplay needs them.
  • Tunnels: preserve the tunnel alignment, cut or hide the terrain portal, and provide interior collision and lighting. A road line alone does not describe the excavation.
  • One-way and lane data: retain direction and lane attributes for navigation even when the visual mesh is a single surface.

For navigation, store the original graph or generated spline separately from the render mesh. That lets traffic, AI, and route planning use connectivity and direction without querying thousands of visual vertices.

Extrude building footprints into useful masses

Use measured attributes where they exist

Start with closed Polygon or MultiPolygon footprints. If a height attribute is present, extrude to that value using the source unit. If only storeys are available, multiply by a documented floor-height assumption and retain the fact that it is inferred. If neither exists, use a conservative class or neighbourhood fallback and flag the result for art review. Never imply that an OSM footprint alone contains a measured roof height.

GeoScape documents mappings for height and storeys, while blender-osm imports many Simple 3D Buildings roof types and can place buildings automatically on terrain. Those capabilities still depend on the tags present in the extract.

Conform the base to terrain

Sample the terrain under each footprint. On mild slopes, tilt or split the base so the building does not float. On steep ground, divide the footprint into stepped sections or use a retaining foundation; forcing one flat slab to follow a large height range creates buried corners. Validate the lowest and highest corners after conversion.

Use levels of detail deliberately

  • Near cells: use clean façade geometry, windows, doors, and selected hero assets only where the player can approach.
  • Mid-distance cells: use a simplified extruded mass with a restrained material set.
  • Far cells: use instanced or impostor representations and omit interiors.

Keep building identifiers and attributes in a sidecar database or actor metadata, not in every render vertex. Gameplay systems can then find a building by source ID without inflating the mesh.

Route A: stream a georeferenced world with Cesium

Cesium’s Unity quickstart describes importing Cesium World Terrain and Cesium OSM Buildings and lists Unity 2021.3.2f1 or later as a prerequisite. The Unreal quickstart describes the equivalent plugin flow for Unreal Engine 5.1; later Unreal versions follow the same steps according to that guide. Cesium for Unity uses 3D Tiles and open standards, supports a full-scale WGS84 globe, and the plugin documentation states an Apache 2.0 license.

  1. Install the engine package or plugin. Use the Cesium integration appropriate to Unity or Unreal and create the project in the supported engine version range.
  2. Connect Cesium ion. Sign in, configure the access token, and verify that the project can request the terrain and building assets you intend to use.
  3. Add the terrain layer. Add Cesium World Terrain and set the globe or tileset origin around the target area. Inspect the elevation before adding gameplay actors.
  4. Add the building layer. Add Cesium OSM Buildings and check that footprints sit on the streamed terrain. Treat the streamed layer as visual context unless you have deliberately created gameplay collision and navigation from it.
  5. Design for connectivity. Runtime streaming needs network access or a self-hosted/content strategy. Define what happens when tiles are delayed, unavailable, or outside the cache.
  6. Add game-specific roads and collision. Build drivable surfaces, triggers, navigation, and physics meshes separately; streamed visual buildings are not automatically a complete gameplay world.

This route avoids much custom GIS plumbing and is well suited to a globe-spanning experience. It does not remove the need for token security, offline-build planning, tile budgets, or a fallback when an internet connection is absent.

Route B: preprocess an offline scene with blender-osm

The OpenStreetMap Wiki describes blender-osm as a GPL add-on with one-click download and import of OpenStreetMap and real-world terrain data, with global coverage. Its base edition supports many Simple 3D Buildings roof types and can place buildings on terrain automatically. The premium edition adds default materials, UV mapping, forests and trees, and projected satellite imagery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Install Blender and the add-on. Set the geographic bounds in blender-osm and download only the region you need.
  2. Import terrain and vectors together. Confirm that the building bases and road lines align with the imported terrain before applying destructive edits.
  3. Clean the scene. Remove features outside the game boundary, repair invalid polygons, and separate roads, buildings, vegetation, and terrain into collections.
  4. Reduce geometry. Decimate distant buildings, merge repeated materials, and preserve high detail only for locations where the camera can approach.
  5. Set materials and UVs. Use the available material and UV tools or your own material library. Keep imagery rights separate from OSM rights; the ability to display a web map does not automatically grant permission to bake its imagery into a game.
  6. Export and test. Export FBX or glTF as appropriate for the target engine, recheck the local origin and scale, and test collisions on a small exported slice before processing the full region.

Because a large OSM file can contain more than 100,000 buildings, early clipping and aggressive simplification are essential. Keep the source tags outside the render mesh if later systems need them.

Route C: automate an Unreal build with GeoScape

GeoScape exposes latitude and longitude, area size, and terrain-detail settings, with independent Terrain, Buildings, and Roads switches. Its documented inputs include public OpenStreetMap Overpass data, a global terrain-RGB elevation source, and GeoJSON FeatureCollections containing building polygons and road lines. Field mapping can target height, storeys, width, and lanes.

  1. Set the location and extent. Enter the latitude, longitude, and area size for the prototype. Start with a dense 0.5–2 km city slice so generation and streaming can be inspected quickly.
  2. Set terrain detail. Choose the meter-per-vertex value that the elevation source can support, then enable the Terrain layer.
  3. Enable vector layers independently. Turn on Buildings and Roads after the terrain is valid. This makes it easier to identify whether an error comes from the raster or a vector parser.
  4. Map attributes. Point the height, storey, width, and lane fields at the properties used by your Overpass or GeoJSON data. Provide fallbacks for missing properties.
  5. Run the editor script when needed. GeoScape’s documented Python example is sub.build_location(-33.9249, 18.4241, 1.0, 4.0, True, True, True). The three Boolean arguments enable the documented terrain, buildings, and roads layers in that example.
  6. Convert for scale. For larger Unreal areas, convert the result to World Partition and build HLODs. Keep Landscape always loaded while buildings and roads stream by cell, as GeoScape’s documentation recommends.

Public Overpass servers may be busy or rate-limited. Cache extracts for development, avoid repeatedly requesting the same large area, and arrange an alternate source or self-hosted workflow for production builds.

Tile, simplify, and stream from the beginning

Choose cell boundaries that match gameplay

Divide terrain, roads, and buildings into the same cells or a documented hierarchy of cells. Aligning boundaries prevents a road from ending at one tile while its terrain continues in another. Add skirts or overlap where the engine requires it, and test normals and material continuity at every seam.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Budget geometry and materials

  • Use lower-detail terrain and building meshes for cells that are farther from the camera.
  • Instance repeated materials and façade pieces instead of creating one material slot per object.
  • Generate collision only for drivable roads, walkable surfaces, and buildings that can actually be entered or touched.
  • Keep interiors, foliage, and small street furniture out of distant cells.
  • Measure tile load time, memory, draw calls, and frame time at the intended play distance; no authoritative benchmark is established for these routes, so your target hardware and scene determine the acceptable budget.

Plan streaming and persistence

Define which cell owns a spawn point, quest object, road graph node, or destructible building. Save those records by stable source ID rather than by a transient actor index. For runtime 3D Tiles, decide how cached content behaves offline. For offline exports, decide whether the build loads all cells or streams them through the engine’s world-partition system.

Common failure modes and fixes

Symptom Likely cause Fix
Roads float above or sink into the ground Road vertices were generated before terrain, or the two layers use different transforms Build terrain first, resample the terrain along each centerline, and verify the shared WGS84-to-local transform
Buildings hover or are buried on slopes Flat footprints were extruded without sampling the base elevation Sample every footprint corner, step or split steep sites, and recheck the lowest and highest points
Road crossings flicker Overlapping ribbons share nearly identical depth Split at the junction, create a single intersection surface, and assign a deliberate height order for bridges
The city looks detailed but drives poorly Visual centerlines were used without lane, direction, or collision data Keep an attributed road graph, generate dedicated collision, and test navigation separately from rendering
Tiles show gaps or visible seams Adjacent cells used different extents, resolutions, or edge heights Share boundary samples, add skirts where appropriate, and validate all tile edges in an automated check
Generation fails or becomes very slow The extract is too large, polygons are invalid, or a public service is rate-limiting requests Clip earlier, repair or skip invalid features with a report, cache source data, and process cells incrementally
Fine terrain does not improve the result The elevation source lacks the missing detail Use a more detailed licensed elevation source or accept the limitation; increasing mesh density cannot invent data
Physics jitters in a distant city Meshes remain far from the engine origin Use a local origin or the engine’s supported origin-rebasing/georeference system and keep the transform recorded

Licensing, attribution, and shipping checks

OpenStreetMap roads and buildings are covered by the Open Database License (ODbL). GeoScape’s licensing guidance tells users to review attribution and share-alike obligations before distributing generated content. Elevation rasters, satellite imagery, terrain tiles, and streamed 3D content have separate provider terms. A free-to-view web map does not automatically grant permission to redistribute baked textures or exported meshes.

Before shipping, keep attribution with the build and record the dataset date, extract bounds, provider, and license in project metadata. Check whether your distribution must include an attribution notice, offer a share-alike database, restrict commercial use of a particular imagery layer, or avoid bundling cached provider content. Recheck the terms whenever the provider, dataset, or delivery method changes.

A repeatable production checklist

  • Define the engine, playable bounds, camera distance, and whether the world must work offline.
  • Choose a licensed elevation source and verify coverage, units, and vertical datum.
  • Download a clipped OSM, GeoJSON, or equivalent vector extract with the attributes your game needs.
  • Record WGS84 bounds, source dates, licenses, and a local-origin transform.
  • Generate and validate tiled terrain before roads or buildings.
  • Turn road centerlines into width-aware ribbons or splines, sampling terrain and handling intersections, bridges, and tunnels.
  • Extrude closed building polygons from measured heights or storeys, document fallbacks, and conform bases to slopes.
  • Assign near, mid, and far levels of detail; instance materials and limit collision to gameplay surfaces.
  • Choose Cesium, blender-osm, or GeoScape according to streaming, editing, and engine requirements.
  • Test tile seams, missing attributes, invalid polygons, network failures, origin precision, and performance on the intended hardware.
  • Package attribution and provider terms with the project before distributing the game.
