Where you find him depends on your progress: he is in Westport before its residents relocate, and can be found in Fairfield afterward.
Start “For Whom the Bridge Tolls”
Senior Warden Weintraut gives this Paradise Island side quest at the bridge. She asks you to bring back two alleged traitors. Convincing Charlton is one objective; the other involves finding proof concerning Ida Rutledge. Game8’s quest walkthrough lists the objectives and locations.
Find Charlton where your quest progress puts him
- Before Westport’s relocation: Look near the central plaza in Westport.
- After Westport’s residents move: Look in the main building in Fairfield. He may be there after the related “The Brain Benders of Auntie’s Choice” quest.
These locations are progress-sensitive; if Charlton is not in Westport, check Fairfield rather than assuming the objective is blocked. PCGamesN’s walkthrough describes the Fairfield route and conversation, while Game8 covers his Westport location.
Use the conversation options and pass Speech 3
With “For Whom the Bridge Tolls” active, talk to Charlton and follow the bridge-related dialogue. PCGamesN lists these options in sequence:

- “There’s an issue at the bridge that requires a true devotee. Someone willing to sacrifice.”
- “You work for Auntie’s Choice now. Uh… go convert your cousin Marilyn to the cause, too.” — Speech 2
- “What happened to ‘I throw caution to the wind!’? Are you a Get Up and Go Getter, or not?” — Speech 3
The final persuasion check is Speech 3. If you cannot select it, the conversation may depend on your quest state or information you have uncovered; try the terminal route below.
If the bridge dialogue stalls, check Charlton’s Westport terminal
Visit Charlton’s house in Westport and read the terminal logs. They reveal details about his Purpleberry Krunch addiction and his sympathies toward Auntie’s Choice, information that may open a useful conversation option. Game8 and Nightly Gaming Binge’s walkthrough both point to the terminal as a way to uncover dialogue-relevant information. The descriptions of what happens afterward differ, so treat this as a troubleshooting route, not a guaranteed reset.

Once Charlton agrees to go, return to the bridge and speak with Senior Warden Weintraut. You must also provide the required proof concerning Ida Rutledge to complete the quest. Completing “For Whom the Bridge Tolls” opens passage across the Bridge of the Reverent; it does not by itself provide full access to the Vox Relay.
