Yes. You can finish a Windows 10 Home installation with a local account, even though recent Home setup screens often push you toward a Microsoft account. During setup, disconnect the PC from the internet, continue through the account screen without signing in, choose the option to create an account and skip the online account path, then create a username, password and security questions. If Windows 10 Home is already running with a Microsoft account, convert it under Settings > Accounts > Your info, or add a separate local user under Settings > Accounts > Other users.
The wording differs between builds because parts of Windows setup are delivered from the cloud. The steps below describe the purpose of each screen, so they remain useful when labels are not identical.

You can, but the path depends on the Windows 10 build and the edition’s setup flow. Windows Central reported that the direct local-account choice disappeared from Windows 10 Home beginning with version 1903, released in May 2019. Microsoft’s underlying Windows 10 setup documentation still supports creating a local account, and disconnecting the network commonly exposes that route in Home setup.
A local account belongs to one PC and can be used to sign in without an internet connection. A Microsoft account uses an email address and connects Windows to Microsoft services, with options to synchronize settings and files across devices. Microsoft recommends its online account for integration and synchronization, but account type is separate from activation and can be changed later.

What is the difference between a local account and a Microsoft account?
| Concern | Local account | Microsoft account |
|---|---|---|
| Sign-in dependency | Created on the device; sign-in does not require internet connectivity. | Uses an online identity associated with an email address. |
| Cloud integration | Profile remains specific to that Windows installation. | Connects to Microsoft services and can sync settings and files between devices. |
| Password recovery | Windows 10 version 1803 and later OOBE flows can use three security questions; Microsoft also recommends a password-reset disk. | Recovery is handled through the online Microsoft-account process. |
| Setup experience on Home | May require disconnecting the network and choosing a less prominent offline path. | Usually presented as the preferred route during Home setup. |
| Administrator rights | Can be an administrator or a standard user. | Can also be an administrator or a standard user. |
For everyday work, keep administrator membership limited. Microsoft describes administrators as having complete control of the system and recommends a standard account for routine use when practical.
How do I create a local account during Windows 10 Home installation?
Use this sequence during a clean installation or first-run setup on a new PC. Have the local username and a password ready before you begin.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Start setup. Boot from your Windows 10 installation media or start the new-device setup, then continue until Windows asks how you will sign in.
- Disconnect the network. Unplug the Ethernet cable. If the PC is using Wi-Fi, disable the wireless adapter or turn off Wi-Fi from the available network controls. Leave the machine offline while you pass the account screen.
- Reach the Microsoft sign-in page. When the page asks for an email address or phone number, do not enter an account. Select Next to continue with the available alternatives.
- Open the account-creation path. Choose Create account when that option appears. In the following page, select Skip or the equivalent choice that declines creating an online account.
- Enter the local username. Type the name you want displayed on the sign-in screen and select Next.
- Create the password. Enter the password, confirm it, and continue. A local password is independent of any Microsoft-account password.
- Answer the security questions. Windows 10 version 1803 introduced three questions for local accounts created in OOBE. Choose questions you can reliably answer later; the answers provide a recovery route if you forget the password.
- Finish OOBE. Continue through privacy, device and desktop setup. Once you reach the Windows desktop, reconnect Ethernet or re-enable Wi-Fi.
Why does disconnecting the network help?
The Home OOBE flow is designed around an online sign-in, so the offline route can be hidden while Windows has an active connection. Removing that connection prevents the online account page from completing its preferred path and allows the local-account choices to appear. Reconnect only after the desktop is available; doing so earlier can return you to the online sign-in screen.
What if the labels are not exactly the same?
Do not rely on one tutorial’s exact button text. Microsoft says some OOBE pages are cloud-delivered and can be changed independently of a Windows release. Look for the action that declines online sign-in, creates an account without an email address, or skips the Microsoft-account requirement; the wording can differ by build while the intent remains the same.

Why is the offline-account option missing in Windows 10 Home setup?
A missing button does not necessarily mean local accounts were removed from Windows. Home setup changed after version 1903, and cloud-delivered OOBE pages can change again. Work through these checks before restarting the installation:
- Confirm that Ethernet is unplugged and Wi-Fi is disabled. A hidden active adapter can keep the online flow in place.
- On the Microsoft sign-in page, choose Next with the fields empty, then inspect the next page for Create account, Skip, or wording that declines online setup.
- If setup returns to the sign-in page, use the page’s back control, verify that the PC is still offline, and repeat the account steps.
- Read each page for its purpose rather than searching for a particular phrase. The same action may be labelled differently on another build.
- If you are reinstalling, use current Windows 10 installation media created with Microsoft’s Media Creation Tool, then repeat the offline sequence.
If the particular OOBE build still offers no usable offline route, complete setup with a Microsoft account and convert the profile from Windows Settings afterward. That method does not require reinstalling Windows.
How do I switch an existing Windows 10 Home profile to a local account?
You can convert the current profile without deleting Windows or reinstalling applications. Save work and make sure you know the credentials that Windows requests before starting.
- Open Settings.
- Select Accounts, then open Your info.
- Choose Sign in with a local account instead.
- Enter the requested local username, password and password hint. The prompt may first ask for credentials for the current Microsoft account to verify the change.
- Select Next.
- Choose Sign out and finish.
- At the sign-in screen, select the new local account and sign in with its password.
The conversion changes how that Windows profile authenticates. It does not replace a Windows license, and it does not turn the installation into a different edition.

How do I add a separate local user after installation?
Adding another user leaves the existing Microsoft-account profile in place. This is useful when one person needs an offline profile or when you want to keep an administrator account separate from a standard daily-use account.
- Open Settings > Accounts > Other users. Some builds show the page as Other user.
- Select Add account.
- When Windows asks for an email address, choose I don’t have this person’s sign-in information, if that option is shown.
- On the next page, choose Add a user without a Microsoft account.
- Enter the new username, password and password hint, then complete the prompts.
The new profile can be assigned administrator rights later, but leave it as a standard account for ordinary work unless it genuinely needs system-wide control.
Can an unattended or managed installation create a local account?
Yes. Microsoft documents the Microsoft-Windows-Shell-SetupOfflineUserAccountsOfflineLocalAccounts component for deployment scenarios. Its LocalAccount child element defines a local account to be created during installation.
Microsoft lists Windows 10 Home, Pro, Enterprise and Education as supported desktop editions for this component. In a managed deployment, validate the answer file against the exact image and deployment process you use, and protect any credentials placed in deployment configuration.

How do local-account password recovery and security questions work?
Security questions in OOBE
For local accounts created through supported Windows 10 OOBE flows, version 1803 added three security questions. If you forget the password, Windows can use correct answers to reset it from the sign-in experience. Choose answers that are memorable but not obvious to someone who can access the PC.
Password-reset disk
Microsoft also advises creating a password-reset disk for a local account. If you forget the password and have neither a usable security-question recovery path nor a reset disk, access to that profile can be lost, so create the disk while you can still sign in and store it safely.

No. A local or Microsoft account does not substitute for a Windows license. Microsoft says a first-time installation on a device without an existing activation may require a valid product key.

If the PC already has a digital license, reinstall the same Windows edition and Windows can activate online after installation. A Home license applies to Windows Home; installing a different edition does not become licensed merely because you used the same account or device.
What should I know before making clean-installation media?
Microsoft’s Media Creation Tool can create bootable USB or DVD media for a clean installation or reinstall. A clean installation removes personal files, installed applications, manufacturer customizations and settings, so back up documents, game saves and other data before booting from the media.
A USB flash drive is only installation media. It does not include a Windows license, and using it does not bypass activation requirements. Confirm that the media matches the Windows edition you intend to install and that you have a valid activation route.
Which account setup is right for your Windows 10 Home PC?
- Choose a local account during setup when you want device-only sign-in, expect to work offline, or do not want Windows to connect the profile to Microsoft services.
- Use a Microsoft account when synchronized settings, files and Microsoft-service integration are more important than avoiding an online identity.
- Convert after setup when the Home OOBE does not expose a workable offline option but you still want to keep the existing installation.
- Add a separate local user when multiple people need independent profiles or when an administrator profile should be separated from a standard daily account.
- Use OfflineLocalAccounts in deployment when you are preparing managed installations rather than configuring one PC interactively.
Final checklist before you finish
- Network disconnected during the account stage, then reconnected only after reaching the desktop.
- Local username, password and password hint recorded securely.
- All three security questions answered and remembered.
- Password-reset disk created if the account is important.
- Administrator membership limited to accounts that need it.
- Windows edition matches the available license or digital entitlement.
- Important data backed up before any clean installation.
Frequently Asked Questions
Why does Windows 10 Home ask for a Microsoft account when local accounts are still supported?
The Home setup interface was changed around version 1903 to favor online sign-in, while the operating system still supports local users. In addition, Microsoft can update parts of OOBE from the cloud, so two installations can present different wording even when they use the same broad Windows release.
Can I change from a local account back to a Microsoft account later?
Yes. Windows keeps the account-choice controls in the Accounts settings area, so the decision is not permanent. Switching the sign-in method does not by itself change the Windows edition or activation status.
What is the safest recovery plan if I forget a local-account password?
Use the security-question reset offered by supported Windows 10 OOBE-created accounts, and create a password-reset disk in advance as Microsoft recommends. Without a valid recovery method, a forgotten local password can leave that profile inaccessible.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhich Windows 10 editions support OfflineLocalAccounts in an answer file?
Microsoft lists Home, Pro, Enterprise and Education desktop editions for the Microsoft-Windows-Shell-Setup OfflineUserAccounts component. The account is declared through the LocalAccount child element during deployment rather than through the interactive OOBE screens.
