Windows 10 includes a built-in policy that disables right-click context menus in the Start menu. The policy is named Disable context menus in the Start Menu. On Windows 10 version 1803 (10.0.17134) and later, it is documented for Pro, Enterprise, Education, and IoT Enterprise editions. You can configure it in Local Group Policy, deploy the equivalent setting through the Start Policy CSP, or set its documented Explorer policy value in the registry. Enabling the policy makes Start-menu context-menu invocations be ignored; it does not create a system-wide block on every right-click surface.
Is there a built-in way to block Start-menu right-click menus?
Yes. Use the policy called Disable context menus in the Start Menu. Microsoft documents it for Windows 10 version 1803 and later, with the policy available on Pro, Enterprise, Education, and IoT Enterprise editions. The policy can be assigned at computer scope or user scope, so administrators can apply it to an entire device or to users covered by a user policy.

The setting is deliberately narrow. When enabled, Windows ignores attempts to open context menus from the Start menu. It is not a general shell restriction and does not, by itself, disable right-click menus in the taskbar, File Explorer, the desktop, or applications.
How do I disable the Start-menu context menu with Group Policy?
Local Group Policy is the clearest method on a supported edition when you want a named, reversible policy rather than manually editing a value.

Check the edition and version first
The documented support starts with Windows 10 version 1803 (10.0.17134). The official edition list includes Pro, Enterprise, Education, and IoT Enterprise. Windows 10 Home is not included in that list, so the cited documentation does not establish that this managed policy is available there.
Configure the policy
- Open the Run dialog, type
gpedit.msc, and open Local Group Policy Editor. This editor is expected on the supported editions listed above. - Decide whether the restriction should follow the computer or the signed-in user. For a device-wide setting, select Computer Configuration. For a user-targeted setting, select User Configuration.
- In the selected branch, open Administrative Templates > Start Menu and Taskbar.
- Open Disable context menus in the Start Menu.
- Select Enabled, choose Apply, and then select OK.
- Allow the normal policy refresh to propagate the change. After the setting has refreshed, open Start and test a right-click on an item or another Start-menu area that normally exposes a context menu.
With the policy enabled, the attempted Start-menu context menu is ignored rather than replaced by a different menu. If you selected the user branch, the result follows that user policy; if you selected the computer branch, it is associated with the device policy.
Choosing computer versus user configuration
Both branches expose the same policy name. Use computer configuration when every user of a managed PC should receive the restriction. Use user configuration when the rule should travel with selected accounts instead of applying to everyone who uses the device. The policy documentation lists both scopes, so choose the branch that matches the administrative boundary you need.
How do I set the same restriction in the registry?
Microsoft maps the policy to the Explorer policy key SoftwarePoliciesMicrosoftWindowsExplorer and the value DisableContextMenusInStart. A value of 1 disables Start-menu context menus; 0 is the default state in which they remain enabled.
Current-user implementation
For a restriction that applies to the current account, use the user policy hive:

1. - Close Registry Editor and allow normal policy or shell refresh to occur before testing the Start menu.
This is the registry representation of the user-scope policy. It is not a different feature from the Group Policy setting; it writes the mapped policy value directly.

For a machine-wide policy, use the machine policy hive with the same subkey path and value name: SoftwarePoliciesMicrosoftWindowsExplorer and DisableContextMenusInStart, with data 1. The machine hive is the registry counterpart of Computer Configuration. Apply the change through your normal administrative process and wait for policy refresh before checking the result.
Registry rollback
To restore the default behavior, change DisableContextMenusInStart to 0 or remove the policy value. Removing the policy key or value also returns control to the default behavior when no other policy configures it. In Group Policy, select Not Configured or Disabled instead.
Which method should I use: Group Policy, registry, or the Start Policy CSP?
All three routes represent the same Windows policy, but they fit different management situations.
| Method | Best fit | Scope | Rollback | Important qualification |
|---|---|---|---|---|
| Local Group Policy | Interactive administration on a supported Windows edition | Computer Configuration or User Configuration | Set the policy to Not Configured or Disabled | Requires the Local Group Policy Editor and a documented supported edition/version |
| Registry policy value | Scripted or otherwise direct registry-based administration | Current-user policy hive or machine policy hive | Set DisableContextMenusInStart to 0 or remove it |
Use the exact Explorer policy path, value name, DWORD type, and data |
| Start Policy CSP | Managed deployment through a policy-management system | As defined by the management platform’s user or device assignment | Remove or reverse the policy assignment | Microsoft documents this policy in the Start Policy CSP; deployment details depend on the management system |
| Effect of every method | Blocking the requested Start-menu action | Start menu only | Default menus return when the policy is no longer effective | It is not the separate taskbar context-menu policy and is not a system-wide right-click block |
Choose Group Policy when an administrator is working directly on the PC and wants a visible policy label. Choose the registry mapping when an approved configuration process already writes policy values. Use the Start Policy CSP when devices are managed through a system that deploys Windows policy settings centrally.

What exactly does the policy block?
The policy prevents users from opening context menus in the Start menu. In practical terms, right-click invocations that would normally open a Start-menu context menu are ignored while the policy is effective.
What it does not block
- It does not describe a ban on all mouse right-clicks in Windows.
- It does not replace the separate policy for taskbar context menus.
- It does not state that context menus in File Explorer, the desktop, browsers, games, or other applications are affected.
- It does not remove Start-menu entries; it changes whether their Start-menu context menus can be opened.
If the requirement is to control right-click behavior on the taskbar, this is the wrong policy. The documented setting here is specifically scoped to Start-menu context menus.
Why is the Start-menu menu still appearing after I enabled the setting?
Check the policy scope, operating-system support, exact value, and refresh state in that order. The following checks address the common configuration failures without changing the policy’s intended scope.
The edition or version is outside the documented support
Confirm that the PC is running Windows 10 version 1803 or later and that its edition is Pro, Enterprise, Education, or IoT Enterprise. Home is not listed in the official edition table for this policy. If the Local Group Policy Editor or the named setting is unavailable, the edition may not provide the documented management surface.

The policy was configured in the wrong scope
Check whether you changed Computer Configuration or User Configuration. A user-scoped setting follows the targeted user, while a computer-scoped setting is associated with the device. If you are testing with a different account or on a different device, that test may not be covered by the branch you configured.
The registry value is not an exact policy value
For a direct registry implementation, verify the full key SoftwarePoliciesMicrosoftWindowsExplorer, the exact value name DisableContextMenusInStart, the 32-bit DWORD type, and data 1. A similarly named value elsewhere in the registry is not the documented mapping.
Normal policy refresh has not completed
Group Policy and managed policy changes are not necessarily visible at the instant they are saved. Allow the normal policy refresh used by your Windows or device-management environment, then test again. If the setting was removed, allow another refresh before expecting the default menu to return.

How do I re-enable right-click menus in the Start menu?
In Local Group Policy Editor, open the same policy at Administrative Templates > Start Menu and Taskbar > Disable context menus in the Start Menu, choose Not Configured or Disabled, apply the change, and wait for policy refresh.
For a registry configuration, set DisableContextMenusInStart to 0 or remove the value from the applicable user or machine policy hive. Once the policy is no longer effective, Windows returns to the default behavior in which Start-menu context menus are enabled.

Is Windows 10 Home supported?
The Microsoft edition table cited for this policy names Pro, Enterprise, Education, and IoT Enterprise, but not Home. Therefore, the documented evidence does not establish that the managed policy is available on Windows 10 Home. Do not assume that a missing Group Policy editor or policy entry can be corrected by using an unrelated taskbar setting; those are separate management features.
Can an organization deploy this without editing every PC manually?
Yes. Microsoft documents the same setting in the Start Policy CSP, which is intended for policy-based management. An administrator can assign the policy through a compatible management platform at the appropriate user or device scope instead of opening Local Group Policy on each computer. The exact assignment workflow, authentication, and targeting depend on that platform, so the stable part to verify is the policy identity: Disable context menus in the Start Menu.
Frequently Asked Questions
What is the exact registry value for this Windows 10 setting?
Use the Explorer policy path SoftwarePoliciesMicrosoftWindowsExplorer and the 32-bit DWORD DisableContextMenusInStart. Data 1 disables Start-menu context menus, while 0 leaves the default behavior enabled.
Does disabling Start-menu context menus also disable right-click on the taskbar?
No. The Start-menu policy is scoped only to context menus opened within Start. Taskbar context menus are governed by a separate policy, so changing this value does not establish a taskbar restriction.
Can I apply the restriction only to selected users?
The policy is exposed under User Configuration as well as Computer Configuration. Assigning the user-scope version through Group Policy or a management system lets the restriction follow the targeted accounts rather than every user of the computer.
What should I do if I want the original menus back later?
Set the Group Policy entry to Not Configured or Disabled, or change the mapped registry value to 0 or remove it. Allow the normal policy refresh to complete before testing the Start menu again.
