To enable ClipSVC, open the Windows Services console, change Client License Service (ClipSVC) from Disabled to Manual, apply the change, and select Start. Manual is the normal setting: ClipSVC is an on-demand licensing service for Microsoft Store apps and games, not a service that normally needs to run continuously. If it starts and later stops while idle, that can be normal. The important test is whether the Store app or game now opens and licenses correctly.
What is ClipSVC and why would you enable it?
ClipSVC is the internal service name for Client License Service in Windows. It provides licensing infrastructure for applications obtained through Microsoft Store, including Store-distributed games. Microsoft documents its normal startup type as Manual, which means Windows or an app starts it when a licensing operation requires it.

What should ClipSVC look like when it is working?
A healthy configuration normally shows Client License Service with the service name ClipSVC and startup type Manual. Its status may be Running while a Store task is in progress and Stopped afterward. Because the service is demand-started, a stopped status by itself does not prove that anything is wrong.

How do I enable ClipSVC in the Services console?
The graphical Services method is the safest choice for most people because it shows the current startup type and exposes the Start control in one place.
- Sign in with an account that can make administrative changes. If Windows displays a User Account Control prompt, approve it.
- Press Windows key + R to open the Run dialog.
- Type
services.msc, then press Enter. - In the list, find Client License Service. Its internal service name, shown in the service properties, is
ClipSVC. - Double-click the entry to open its properties.
- Open the General tab and inspect Startup type.
- If Startup type is Disabled, select the drop-down menu and choose Manual. Do not choose Automatic as a routine fix.
- Select Apply. Once the service is no longer disabled, select Start.
- Wait for the service control to complete, select OK, and retry the Microsoft Store app or game that failed.
If Startup type already reads Manual, you do not need to change it. You can select Start for an immediate test, or simply retry the Store operation and let Windows start ClipSVC on demand.
What if the Start button is unavailable?
Windows may prevent changes when the Services console is not running with sufficient rights, when a policy controls the service, or when the service is still configured as Disabled. Reopen services.msc from an administrator account, confirm that Startup type is Manual, apply the change, and then try Start again. A service that starts and then stops after the Store task finishes is not necessarily failing.
How do I enable ClipSVC from an administrator command prompt?
The command-line route is useful for administrators, scripted repairs, or systems where the Services window is difficult to use. Open Windows Terminal (Admin), Command Prompt (Admin), or another elevated command prompt, then run:
sc config ClipSVC start= demandThe space after start= is required by the sc command syntax. This command restores demand-start behavior, equivalent to the Manual startup type in the Services console. It does not mean ClipSVC must remain running continuously.

After the command reports success, retry the Store app or game. If you want to start the service immediately for a test, return to services.msc and select Start. The command changes configuration; it does not by itself prove that a Store license can be validated.

ClipSVC depends on the Remote Procedure Call (RPC) service. RPC is a core Windows component, so it should not be disabled while troubleshooting ClipSVC. If the command succeeds but the service cannot start, inspect the service’s dependency information in its properties and look for a failure in a required Windows service rather than repeatedly changing ClipSVC to Automatic.

What should I do if ClipSVC still will not start?
Work from the least disruptive checks to the more advanced isolation procedure. Do not leave the computer in a diagnostic boot state after testing.
1. Confirm that Disabled was actually removed
Return to services.msc, open Client License Service properties, and verify that Startup type is Manual. Selecting Start while the service remains Disabled will not correct the underlying configuration. Apply the Manual setting first, then attempt to start it.
2. Restart Windows after a policy or configuration change
If a system policy, management tool, or previous configuration change disabled licensing services, restart Windows after correcting the setting. A reboot ensures that the changed service configuration and dependent components are loaded cleanly before you test the Store app again.

3. Check for a dependency or service conflict
ClipSVC relies on RPC and may also be affected by another service or startup program interfering with Windows licensing operations. If it still cannot start after a restart, use Microsoft’s System Configuration workflow to isolate conflicts.
4. Use System Configuration or a clean boot as a diagnostic
- Open System Configuration by pressing Windows key + R, entering
msconfig, and pressing Enter. - Use Microsoft’s clean-boot procedure to temporarily prevent non-Microsoft services and startup programs from loading. Record what you change so it can be restored.
- Restart Windows and test the Store app or game.
- If ClipSVC works in the clean environment, re-enable services and startup items in groups until the conflicting component is identified.
- When testing is complete, return System Configuration to Normal startup and restart again.
Clean boot is an isolation tool. It should not be used as a reason to configure ClipSVC for Automatic startup or to leave unrelated services disabled.
Why does disabling ClipSVC break Microsoft Store apps and games?
Store applications use Windows licensing infrastructure to verify that software can run under the account and device conditions associated with the purchase or entitlement. Microsoft states that applications bought through Microsoft Store do not behave correctly when Client License Service is disabled. This can appear as a game that refuses to launch, an app that cannot validate ownership, or a Store task that fails during licensing.
ClipSVC is one part of that infrastructure, not a replacement for signing in to Microsoft Store or for repairing every Store problem. If the service is correctly set to Manual and starts on demand, a remaining failure may have another cause. The service setting is the first thing to correct when it has been explicitly disabled.
Should ClipSVC be set to Automatic?
No. Microsoft’s service tables identify ClipSVC’s default startup type as Manual, and describe it as starting on demand. Automatic startup keeps a service active or starts it during boot even when no Store licensing task needs it, without addressing a separate account, app, or dependency problem.

Use Manual as the steady-state setting. If a troubleshooting guide tells you to choose Automatic, treat that as a nonstandard change and return to Manual after testing unless your organization’s documented policy requires something else.
How can I verify the repair?
Verification should focus on the operation that originally failed, not merely on whether the service window briefly showed Running.
- Close the Store app or game and any related installer windows.
- Open the app again or repeat the download, update, or launch action that produced the licensing error.
- If the app starts and the Store operation completes, ClipSVC is able to respond to the demand-start request.
- Optionally reopen
services.mscafter a few minutes. A return to Stopped while no Store task is active can be normal for ClipSVC.
If the same licensing failure returns, note whether ClipSVC was Disabled again, whether Windows was restarted, and whether the problem disappears during a clean boot. Those observations distinguish a configuration change from a service conflict.

- Do not force Automatic without a reason. Manual is the documented default and supports on-demand operation.
- Do not assume Stopped means broken. ClipSVC can stop after the task that started it is complete.
- Do not repeatedly change settings without checking the result. Test the Store app after each meaningful change.
- Do not leave a clean boot enabled. Restore Normal startup after identifying or excluding a conflict.
- Do not disable RPC or other core dependencies. ClipSVC requires RPC to function.
- Do not use third-party “repair” utilities as a first step. The built-in Services console and administrator command are sufficient for restoring ClipSVC’s startup mode.
Does enabling ClipSVC activate Windows?
Enabling Client License Service restores a component used by Windows licensing infrastructure and Microsoft Store apps; it is not an activation command by itself. If Windows activation is separately reporting a problem, ClipSVC may be relevant to the licensing path, but changing its startup type does not replace the normal activation process.
Can I leave ClipSVC set to Manual after the repair?
Yes. Manual is the expected demand-start configuration. Windows can launch the service when a Store licensing request occurs, and it may stop again when that work is finished.
