How to Enable the Steam Overlay and Configure Controller Support for a Playtest

Developers enable the Overlay and configure Steam Input in Steamworks; playtesters connect a controller, select its support option, and edit the game’s layout in Steam.

To prepare a Steam playtest, the developer must enable the app’s Overlay and review its Steam Input settings in Steamworks; the participant must run the game through Steam, connect a controller, and configure it in the Steam client if needed. In-game, the default shortcut for opening the Overlay is Shift+Tab. A new controller purchase is not required to use the Overlay or configure a controller you already own.

Before either setup: make sure Steam is running and launch the playtest through Steam. Valve says the Overlay is designed to hook into games launched from Steam. Developer settings and a participant’s personal controller bindings are separate: publishing app settings does not choose a player’s preferred layout.

For the developer: enable the Overlay in Steamworks

  1. Open the app’s Steamworks settings and choose Installation > General Installation.
  2. Enable Enable Steam Overlay for Application.
  3. Publish the change so it is available to players. The account needs the Edit App Metadata permission. Valve’s Steamworks documentation describes the setting at Steamworks search documentation for Steam settings.

Enabling the app-level setting is the developer’s step; players do not need to change it in their own client. Valve documents the Overlay’s default shortcut and Steam launch behavior in its Steam Overlay documentation.

For the developer: review Steam Input settings

  1. Open the app’s Steam Input settings page in Steamworks.
  2. Choose a built-in template or create a custom configuration appropriate to the playtest.
  3. If the game uses the Steam Input API, Valve recommends enabling Any Future Devices.
  4. Save and publish the relevant app changes so players can receive the configuration.

Steamworks app settings establish defaults or official configurations; they do not prevent a participant from editing personal bindings. Valve’s developer getting-started guide covers these settings and distinguishes basic configuration from a fuller Steam Input API integration. That deeper integration can define in-game actions, publish official configurations, show controller-appropriate glyphs, accommodate switching among mouse, keyboard, and gamepad input, and handle text entry. Those development tasks are not prerequisites for a player to edit a basic controller configuration.

For the playtester: connect and configure a controller

  1. Connect the controller to the computer before opening its game configuration.
  2. In Steam, open Steam > Settings > Controller.
  3. Enable the support option that matches the connected controller.
  4. Open the game from the Library, then open its controller configuration to review or change the layout.

Valve notes that the controller must be connected for the edit option to appear. The exact available settings and how a layout behaves can depend on the controller and the game. See Valve’s player getting-started guide.

Open the Overlay and check its shortcut

With the game running through Steam, press Shift+Tab to open the Overlay. If that shortcut does not work, check or change the Overlay shortcut in Steam Settings. Valve documents Shift+Tab as the default and says users can change it there; the available documentation does not establish every possible cause of an Overlay failing to open.

How controller support approaches differ

Steam Input can route controller input through gamepad emulation, mouse-and-keyboard emulation, or the Steam Input API. These approaches solve different compatibility needs; none guarantees identical behavior across every game and device.

Approach Who configures it What it does What to keep in mind
Native Steam Input API Developer integrates actions and may publish official configurations; players can use or adjust a layout. Provides a deeper game integration than simply mapping buttons, including in-game actions and controller-specific glyphs. Requires developer implementation. The developer guide also addresses mixed input and text entry.
Gamepad emulation Steam Input settings and the player’s configuration determine how inputs are mapped. Translates controller input into gamepad input. On Windows, Valve documents injection of an emulated Xbox controller through traditional gamepad input APIs; on macOS and Linux, the documentation describes driver-based emulation. Game and device behavior can vary; emulation is not the same as a game’s native Steam Input API integration.
Mouse-and-keyboard emulation Typically configured through the player’s controller layout. Maps controller actions to mouse and keyboard input. How well it works depends on the game’s controls and the chosen mapping.

Valve’s current documented Steam Input device list includes Steam Controller, PlayStation 4, Xbox 360, Xbox One, Nintendo Switch Pro, Steam Link App Mobile Touch Controller, PlayStation 3, and DirectInput gamepads. Valve says it continues to add device support, so this list should not be treated as a permanent or exhaustive compatibility guarantee. Consult Steam Input Devices and Valve’s gamepad emulation best practices for the documented device and emulation details.
