You can complete it by defeating Iron Hand at Fukuchiyama Castle; the four merchants are optional if you only want to finish the quest. Find the quest board under People of Settsu > Imai Sokun. It unlocks automatically during Act 2 through story progress, and Imai Sokun is in Sakai, Izumi Settsu, according to PowerPyx’s March 29, 2025 walkthrough.
How to start and track the Iron Hand Guild quest
Open the objectives board and look under People of Settsu > Imai Sokun. Once available, track the targets there as you travel. Ubisoft describes scouting and gathering intel as ways to reveal areas and target locations in Assassin’s Creed Shadows; see the official game page.
PowerPyx says defeating Merchant Tamao and collecting his letter lets you track Iron Hand. Gamers Heroes recommends going directly after Iron Hand but says a clue must first be discovered, and identifies Ginroku as one source of that clue. Because the guides differ on the clue sequence, check what your current objectives board requires rather than assuming one universal unlock order. Both guides place Iron Hand at Fukuchiyama Castle and say the merchants are not all required for quest completion (PowerPyx; Gamers Heroes).

These are walkthrough-reported locations, not a guarantee that every clue or objective will appear in the same order on every game version.
Do you have to defeat all five targets?
No. PowerPyx reports that defeating Iron Hand alone completes the quest and leaves the four merchants alive. Choose this shorter route if your priority is quest completion or sparing the merchants. Defeating all five takes more travel and combat, but the walkthrough reports individual XP, money, and item rewards for the additional targets.

Rewards reported by the walkthrough
PowerPyx reports a completion reward of 5,500 XP in its 2025 guide, along with Naoe’s legendary “Fujin’s Tempest” trinket, a legendary engraving, gold crafting material, and the Zashiki building unlock. These are guide-reported rewards; later patch changes, if any, are not established by the cited walkthrough.
