The route below gives each landmark and the key traversal step, then lists the passive effect unlocked by each fragment.
Get the Scales of the Oathbinder base
Travel northeast of Paradis to the Shrine to Woedica, near The Rise. Take the Scales of the Oathbinder base from the altar or table. At a party camp, interact with the totem stones to place the base, then interact with it to slot fragments from your inventory. Each slotted fragment activates its associated passive effect.

Find the six Dawnshore fragments
Broken Crown Jewel — Sanza’s Emporium
In northern Paradis, in Hightown, enter the back room or private chamber at Sanza’s Emporium. The Broken Crown Jewel is on a desk. It is an easy pickup in a non-combat merchant area.
Golden Plaque of Promises — lighthouse west of Claviger’s Landing
Climb the lighthouse’s exterior ledges and platforms. Before reaching the top, check the broken opening into the lighthouse around halfway up; the Golden Plaque of Promises is on a box inside.

Golden Scale of Justice — hidden room above the market
Use the apothecary in Paradis’s Pearl District as your landmark. From there, take the stairs and ledges to a balcony and room above or behind the market. Burn the spiderwebs blocking a ladder, descend, defeat the phantoms, and search the hidden area for the Golden Scale of Justice. Fire damage, a fire grenade, or Kai’s fire ability can clear the webs.
Golden Scale of Order — Pargrun Cache
At the Pargrun Cache in northern Dawnshore, use explosive barrels to break through the blocked wall. Continue into the structure and climb to the upper ledges. The Golden Scale of Order is in a bird nest.

Golden Flames — Castol’s Folly
On the large island of Castol’s Folly in southern Dawnshore, search the eastern side near the ledge overlooking the island’s northeast entrance. Climb the rocks to reach the overlook and find the Golden Flames.
Golden Plaque of Oaths — cave beneath Usher’s Hand
Enter the cave beneath Usher’s Hand, east of Paradis. Find the underwater passage and dive through it to reach the secret chamber containing the Golden Plaque of Oaths.

Optional clue from Sanza
Sanza’s Emporium also sells a document called Fragments of the Scales. It gives riddles rather than exact locations. Guides disagree on its coin price, so check the current in-game offer if you want to buy it.
