If Windows reports 0x80070422, the Windows Update service (wuauserv) is disabled or stopped. The title string 0x8007042 is missing a final digit and is not the standalone code documented in Microsoft’s Windows Update references, so first copy the complete hexadecimal value from the affected computer. For a WSUS client, restore the service before resetting its local update store; then test the configured WSUS server, proxy and firewall path, and use the logs to identify any remaining policy or server problem.
The procedure below is reversible where possible and separates service, cache, network, policy and WSUS-identity failures. Do not delete a client identity or repeatedly rebuild the cache unless the symptoms and logs support that diagnosis.

What does Windows Update error 0x80070422 mean?
0x80070422 is Microsoft’s ERROR_SERVICE_DISABLED. In this context, Windows Update cannot scan because the Windows Update service is disabled or is not running. A WSUS client can also fail after the service is restored if its local store is damaged, its policy points to an unreachable server, a proxy blocks WinHTTP traffic, or several imaged computers share one WSUS identity.
Because the supplied title uses 0x8007042, treat the missing final 2 as a possible transcription error rather than assuming the diagnosis. Microsoft’s documented code is 0x80070422; a genuinely different code needs its own error-specific investigation.

How do I confirm the code and whether WSUS is involved?
Capture the complete value before changing anything. The exact code and the computer’s update-management scope determine which repair is appropriate.
- Open Windows Update history or the error shown by the update workflow and copy the entire hexadecimal code, including every digit.
- Check Event Viewer > Applications and Services Logs > Microsoft > Windows > WindowsUpdateClient > Operational for the corresponding failure event.
- On a managed computer, inspect
HKLMSOFTWAREPoliciesMicrosoftWindowsWindowsUpdate. The values there identify whether an intranet WSUS source has been configured and which server name or URL the client is expected to use. - If the value is exactly
0x80070422, follow the service workflow below. If it is truly0x8007042or another value, stop and remap the diagnosis instead of applying a WSUS reset automatically.
A standalone Windows Update installation and a WSUS-managed client can show similar symptoms, but only the latter has an administrator-selected intranet update source. The registry policy and the log entries establish which case you are dealing with.

How do I re-enable the Windows Update service?
Start with the least invasive repair. You need local-administrator rights to stop or restart the Windows Update service.
Check the current state from an elevated Command Prompt
- Open Command Prompt with Run as administrator.
- Run:
sc query wuauserv
sc start wuauserv
The first command reports the service state. The second requests a start. If the service starts successfully, restart the computer and select Check for updates. A successful start does not prove the WSUS server is reachable, so continue to the network and log checks if scanning still fails.
Change a disabled startup type in Services
- Press
Win+R, enterservices.msc, and press Enter. - Find Windows Update, open its properties, and set Startup type to Automatic.
- Select Start, choose Apply, then OK.
- Restart Windows and run Check for updates.
If the service immediately stops again, record that behavior rather than repeatedly starting it. The operational log can show whether a policy, dependency, permissions issue or another component is stopping the service.

Should I run the Windows Update troubleshooter?
Yes. Run the built-in troubleshooter after restoring the service and before rebuilding the client store.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- On Windows 11, launch the Windows Update troubleshooter in the Get Help app.
- On supported Windows versions that expose the classic settings page, open Settings > System > Troubleshoot > Other troubleshooters > Windows Update.
Allow the troubleshooter to finish, restart when prompted, and try Check for updates again. If the same WSUS scan error remains, preserve the diagnostic result and move to the client-store procedure rather than running the troubleshooter repeatedly.
How do I reset SoftwareDistribution and catroot2 safely?
Reset the local stores only when starting Windows Update does not restore scanning or the logs indicate damaged local update data. Renaming preserves the old folders so that you can recover files or compare the state if the repair does not work.
- Open an elevated Command Prompt.
- Stop the services that hold the update databases and cryptographic catalog:
net stop bits
net stop wuauserv
net stop cryptsvc
- Rename the stores:
ren %windir%SoftwareDistribution SoftwareDistribution.old
ren %windir%System32catroot2 catroot2.old
- Start the services again:
net start cryptsvc
net start bits
net start wuauserv
- Restart Windows and run Check for updates. Keep the
.oldfolders until the client completes a successful scan and you have captured any relevant logs.
Microsoft also documents a shorter sequence that stops wuauserv, removes or renames SoftwareDistribution, and starts wuauserv again. The three-service sequence above is preferable when the failure may involve download jobs or cryptographic catalog state. If you repeat a reset, rename or remove the previous SoftwareDistribution.old and catroot2.old first; otherwise the second rename can fail because the destination already exists.
A cache reset changes only the client’s local update data. It cannot make an unavailable WSUS host respond, correct a bad proxy, or repair a policy that points to the wrong server.

How do I test the WSUS server, DNS, firewall and proxy path?
When the service is running and a reset does not restore scanning, test the source configured for that particular client. Microsoft states that the Windows Update Agent uses WinHTTP to scan for available updates, so browser connectivity alone does not prove that the agent’s proxy path works.
Identify the configured source
Review HKLMSOFTWAREPoliciesMicrosoftWindowsWindowsUpdate and record the WSUS server values. Use the exact host name, scheme and port shown by policy; do not substitute a public update endpoint on a managed computer without approval from the administrator who controls the policy.
Check the WSUS endpoints from the affected client
Test whether the client can reach the configured server’s update paths:
Selfupdate/wuident.cabClientWebService/wusserverversion.xmlSimpleAuthWebService
The test must be performed from the failing client, because a server may be reachable from an administrator workstation but blocked from the client’s network segment. A failure at these paths points toward DNS resolution, the configured WSUS port, a firewall rule, proxy authentication or server availability rather than a damaged local cache.

Confirm that the WinHTTP proxy configuration matches the organization’s intended path. Check DNS records, outbound firewall rules, the WSUS port and any proxy authentication requirement. If the WSUS server is unreachable, correct that network or proxy condition and retry the scan; rebuilding SoftwareDistribution cannot repair a broken route.

Which logs show why a WSUS scan still fails?
Use logs before escalating or repeating a reset. They distinguish a stopped service from a corrupt store, policy mismatch, proxy failure or server-side unavailability.
- Event Viewer: open Applications and Services Logs > Microsoft > Windows > WindowsUpdateClient > Operational and inspect events at the time of the failed scan.
- WindowsUpdate.log: review entries around the same timestamp for service, policy, endpoint and proxy clues.
- WUAHandler.log: use this log when Configuration Manager is involved; it records the Windows Update Agent interaction used by the management client.
Match the timestamps across these sources. A service-state error should lead back to wuauserv; endpoint or proxy errors require network remediation; policy entries show whether the client is being directed to the intended WSUS source. Repeatedly resetting the stores without this review can hide the actual fault and erase useful diagnostic context.
When should I repair a duplicate SUSclientID?
Duplicate WSUS identities are a separate problem, normally seen when multiple computers were created from the same image and overwrite one another in the WSUS console. Do not treat this registry change as the default response to 0x80070422.
- Confirm the symptom in the WSUS console: distinct computers are reporting under one identity or replacing one another.
- On the affected computer, stop the Automatic Updates service.
- Delete
HKLMSoftwareMicrosoftWindowsCurrentVersionWindowsUpdateSUSclientID. - Start the service again.
- On systems where the legacy commands apply, run:
wuauclt /resetauthorization /detectnow
wuauclt /reportnow
Use this targeted procedure only after confirming the duplicate-ID symptom. It does not replace service recovery, endpoint testing or log analysis for a normal disabled-service error.

What common mistakes prevent a repair?
- Using the truncated code: verify whether the machine reports
0x80070422before following a service-specific procedure. - Resetting the cache first: a disabled service cannot scan, so restore
wuauservbefore renaming local stores. - Deleting the old folders immediately: keep the
.olddirectories until a successful scan confirms that the reset helped. - Testing from the wrong computer: WSUS reachability can differ by subnet, firewall zone or proxy assignment; test from the affected client.
- Changing the WSUS identity for every error: reserve the
SUSclientIDprocedure for duplicate entries caused by imaging. - Ignoring logs after a service start: a running service can still face a policy, proxy, firewall or server endpoint failure.

Frequently asked questions
Does a WSUS client need unrestricted internet access?
Not necessarily. A managed client must be able to reach the WSUS server and its required service paths through the organization’s DNS, firewall and WinHTTP proxy configuration. General web access from another machine does not establish that this client can reach its configured intranet source.
Why can the service be running while updates still fail?
The service is only one layer of the scan. The client may still be directed to an unavailable WSUS host, blocked by proxy authentication, unable to resolve DNS, or affected by a damaged local store; the endpoint tests and timestamped logs separate those cases.
Are the wuauclt commands available on every Windows version?
No. The duplicate-identity procedure uses those legacy commands only on systems where they apply. If a command is unavailable, keep the service running, allow the client’s normal detection cycle, and use the Windows Update and WSUS logs to confirm whether it reported successfully.
What should I give an administrator when escalating the issue?
Provide the complete error code, the computer name, the configured WSUS server and port, the time of the failed scan, endpoint-test results, the service state, and the relevant WindowsUpdateClient and WindowsUpdate.log entries. This lets the administrator distinguish a client repair from a server, policy or network fault without asking you to repeat destructive resets.
