The message “A device attached to the system is not functioning” is a generic Windows description, not a diagnosis of one failed component. Microsoft uses it for Win32 error 31 (0x1F), ERROR_GEN_FAILURE, and a closely related wording appears with Windows upgrade error 0x8007001F. People also report it during USB file transfers. The correct fix depends on what you were doing when it appeared, the complete numeric code, and—during Setup—the device identified in the installation logs. Capture those details first, then follow the matching path below: remove nonessential hardware and check drivers for an installation or upgrade, or inspect the cable, port, and Device Manager for a USB connection or transfer.
What does “A device attached to the system is not functioning” mean?
Microsoft’s Win32 reference defines error 31 (0x1F), ERROR_GEN_FAILURE, with the exact description “A device attached to the system is not functioning.” The text only reports that Windows could not complete an operation involving a device. It does not identify the peripheral, cable, port, driver, or internal part that is responsible.

The same wording is also shown for Windows upgrade error 0x8007001F. In another documented user report, the message appeared while an external hard drive and USB cable were being used to transfer files from a Samsung phone. That report demonstrates a possible USB-transfer context, but it does not establish a universal cause.
Because the sentence is nonspecific, reinstalling Windows, replacing hardware, or repeatedly reinstalling drivers before identifying the context can waste time or risk data. Treat the code and the operation that failed as the starting evidence.

Which situation triggered the error?
Use the operation that failed to choose the first troubleshooting branch. Windows Setup and USB transfers can display similar wording while requiring different checks.
| Situation | Useful evidence | First checks | What to do next |
|---|---|---|---|
| Windows installation, feature update, or upgrade | The complete setup code, such as 0x8007001F or 8007001F - 0x4000D; Setup logs may identify a device |
Disconnect nonessential external hardware and docks; check that drivers are current | Retry with a minimal hardware configuration. If the specific setup code persists, analyze the logs before disconnecting, updating, or replacing the identified device |
| USB connection or file transfer | The device being connected, the cable and port used, and any warning shown in Device Manager | Reseat the connection, try another compatible port, inspect Device Manager, and consider a known-good data cable | Test the device with another computer or test another device on the same computer to isolate the failing side |
| Another application or operation | The application name, action being attempted, and any numeric code | Record the details before making changes | Do not assume that the Setup or USB procedure applies; the available documentation does not establish one universal fix |
What should I record before changing anything?
A few minutes of documentation can prevent you from following the wrong branch or disconnecting the wrong device.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Copy the complete message and code. Write down whether Windows showed error 31 (0x1F), 0x8007001F, 8007001F – 0x4000D, or another value. Preserve the capitalization and punctuation.
- Describe the operation. Note whether the message appeared during a clean installation, an upgrade, a restart, a USB connection, a phone-to-PC transfer, or inside a particular application.
- List connected hardware. Include external drives, phones, hubs, docks, printers, cameras, storage cards, adapters, and recently added devices. For an upgrade, note anything connected through a dock or hub.
- Capture visible device warnings. Open Device Manager by right-clicking Start and choosing Device Manager. Expand categories related to the operation, such as Universal Serial Bus controllers, Disk drives, Portable devices, or the relevant adapter, and note yellow warning icons and the device names.
- Keep the original state in mind. Do not format an external drive, delete partitions, or replace a device merely because this generic sentence appeared. Those actions can destroy data without proving that the device caused the error.
How do I fix the message during Windows Setup or an upgrade?
Microsoft’s guidance for upgrade error 0x8007001F starts with a minimal hardware setup and current drivers. Perform the following in order and retry the installation after each meaningful change.
1. Disconnect nonessential external devices
Shut down the upgrade or installation if it is still running, then power off the PC when Windows allows it. Unplug external storage, phones, printers, cameras, card readers, USB hubs, docking stations, and other peripherals that are not required to operate the computer. Leave only the display, keyboard, mouse, network connection if needed, and the installation media or input required by Setup.
A dock can expose several devices at once, so remove the dock rather than guessing which downstream accessory is involved. Do not disconnect an internal system drive or the installation media while Setup is actively reading from it.
2. Check for current drivers
Microsoft also recommends ensuring drivers are up to date for this upgrade error. In Windows 11 or Windows 10, open Settings and choose Windows Update; check for updates and look under Advanced options or Optional updates for driver updates when those categories are offered on your edition. Availability and labels vary by Windows version.
For a device that Windows identifies, you can also open Device Manager, right-click the device, choose Update driver, and let Windows search. If Windows reports that no newer driver is available, record the device name rather than assuming the driver is healthy or that a manual download will solve the upgrade.

3. Retry with the smallest practical hardware configuration
Restart the PC with nonessential peripherals still disconnected and run Setup again. If the upgrade succeeds, reconnect devices one at a time after reaching the desktop. Reconnecting individually makes it possible to see whether one device, hub, or dock recreates the error.
If the same code returns, do not infer that the last device you touched is automatically defective. Continue with the log-based procedure when the more specific setup code is present.
4. Investigate setup error 8007001F – 0x4000D through the logs
Microsoft describes 8007001F - 0x4000D as a general failure involving a device and advises analyzing Setup logs to identify which device is implicated. The log evidence is more useful than a guess based on appearance or age.

- Use Microsoft’s Setup-log guidance for your Windows release to review the entries associated with the failed phase.
- Identify the device named or implicated by those entries. If the logs do not identify one, treat the cause as unresolved rather than selecting a random peripheral.
- Disconnect the identified device and retry, or update its driver if the device is required. If the device is replaceable and the evidence continues to point to it, replacement is a later option—not the first assumption.
Log interpretation can require administrative access and knowledge of the particular Windows release. Keep a copy of the relevant entries before making changes so that a technician or Microsoft support can review the same evidence.
5. If the upgrade still fails
Confirm that every nonessential external device remains disconnected and that the code has not changed. A changed code can indicate a different failure path. The available Microsoft guidance supports removing hardware, checking drivers, and analyzing logs for the specific setup code; it does not establish that system-file repair, a registry edit, or a clean reinstall will fix every instance of this message.
How do I fix it during a USB connection or file transfer?
For a USB case, start with the physical connection and then use Device Manager and controlled cross-testing. A known-good, compatible data cable is a limited diagnostic—not a general remedy for Setup failures or unrelated operations.
1. Reseat the connection and inspect the port
Stop the transfer and safely close any application using the device. Disconnect the cable at both ends, check for visible damage or looseness, and reconnect firmly. If the computer has another compatible USB port, try it directly on the computer rather than through a hub or dock. Use the connector type and USB capability required by the device; a charge-only cable cannot carry files.

Do not force a connector, bend the port, or continue if the device becomes hot, smells unusual, or repeatedly disconnects. Those symptoms warrant stopping the test and considering hardware service.
2. Check Device Manager for warnings
Right-click Start, select Device Manager, and expand the categories that match the transfer: Universal Serial Bus controllers, Disk drives, Portable devices, or the phone or storage manufacturer category. A yellow warning icon can show that Windows has a problem communicating with a device, although the icon alone does not prove which part is defective.
Open the device’s Properties and read the Device status text and any listed code. Record the wording before choosing an action. If the device is absent, reconnect it and use Device Manager’s Action menu to scan for hardware changes; this only refreshes detection and is not a guarantee of a repair.
3. Try a compatible data cable
If the cable is suspect, test with a cable known to carry data for that connector and device. Keep the original cable available for comparison. A cable swap is useful only when the error occurs during the USB connection or transfer; it does not address a Windows upgrade error that appears before a USB device is being used.

When practical, connect the same device and cable to another computer, or connect a different known-working device to the original computer and port. Interpret the results as isolation evidence:
- If one device fails on multiple computers while another works, the problem follows the device, its cable, or its power arrangement.
- If several devices fail on one computer or port, the computer-side port, hub, or USB software becomes more relevant.
- If the failure occurs only with one cable, replace that cable with a compatible data cable.
- If the behavior changes between ports, avoid the unreliable port while you preserve data and arrange a deeper diagnosis.
This comparison narrows the possibilities; it does not prove a single failed component. The documented USB report and community suggestions do not provide a validated universal sequence for every phone, drive, or Windows edition.
5. Retry the transfer carefully
After changing one variable, reconnect the device and retry a small, noncritical transfer first. If it succeeds, copy important files in manageable batches and keep the source device intact until the copies are verified. If the same message returns, stop repeating identical attempts and preserve the code, Device Manager status, cable, port, and cross-test results for support.

What if I do not know whether this is a Setup or USB problem?
Reproduce the error only long enough to identify the operation, then stop and record it. Ask whether Windows was installing or upgrading, or whether a device was being connected or used to move files. Check for a numeric code in the dialog, Setup screen, or Device Manager.
If no code appears and no device is visibly involved, the sentence alone cannot select a reliable fix. Avoid applying every procedure in this article at once; mixing cable changes, driver removals, and hardware replacements makes the result impossible to interpret. A technician can use the operation details and any logs to choose the appropriate diagnostic path.
When should I seek hardware or professional help?
Consider local computer or device repair when the same physical device fails on multiple known-good computers, a port is loose or damaged, the device repeatedly disconnects, or the hardware shows heat, odor, or power symptoms. Back up recoverable data before handing over a drive or phone, and explain exactly which cable, port, and computer tests failed.
For a Windows upgrade, seek help when the specific setup code persists after nonessential devices are removed and the relevant logs have been reviewed. Give the technician the code and the log entries rather than only the generic sentence. No available source establishes a universal success rate for any repair method.

Frequently asked questions
Can error 31 tell me which device is broken?
No. Error 31 (0x1F) is the Win32 description ERROR_GEN_FAILURE; it does not name the peripheral or component. The operation, Device Manager status, and—during Setup—the installation logs provide the additional evidence needed to narrow it down.
Will changing a USB cable delete files?
Replacing a cable does not erase the files stored on the phone or drive. Stop the transfer before swapping cables, and verify that the device mounts correctly before copying anything; never format a disk merely because Windows displayed this message.
Is 0x8007001F the same as 8007001F – 0x4000D?
They share the 8007001F family, but the longer 8007001F - 0x4000D value identifies a particular Windows Setup phase. Use the complete value shown by Setup because Microsoft’s log-analysis advice is specifically associated with that more detailed code.

Frequently Asked Questions
Can error 31 tell me which device is broken?
No. Error 31 (0x1F) is Microsoft’s generic ERROR_GEN_FAILURE description and does not identify a peripheral. The failed operation, Device Manager status, and Setup logs can provide the missing context.
Will changing a USB cable delete files?
No; a cable swap does not erase data on the connected device. Stop the transfer first and never format a drive simply because this message appeared.
Is 0x8007001F the same as 8007001F – 0x4000D?
They belong to the same error family, but the longer value identifies a specific Setup phase. Use the complete code shown on your PC when following Microsoft’s log guidance.
Should I keep retrying the transfer until it works?
Repeated identical retries add little evidence and can worsen an unstable connection. Change one variable at a time and record whether the symptom follows the cable, port, device, or computer.
