A Steam download showing 0 bytes/sec is often paused, waiting in the queue, or doing disk and installation work rather than receiving no data. Open Steam’s Download Manager first, then restart Steam and your computer, clear the download cache, and test a nearby Download Region. If an update or installation reports an error, repair the Steam library folder or verify the game’s installed files instead. Check bandwidth limits, security software, proxies, your network, and Steam’s server status only after those low-risk steps. Do not delete game folders as a first response.
What does 0 bytes/sec mean in Steam?
Steam’s 0 B/s display is a symptom, not a diagnosis. The client may be waiting for another item in the queue, paused because a game launched, downloading too slowly to show an immediate rate, or unpacking and writing data to your drive. A genuine stall means the item remains at the same progress for several minutes while Steam shows no meaningful disk or network activity.

- Paused: The Download Manager has a pause state or Steam paused downloads while a game was started.
- Queued: Another download or update has priority, so the item waits for its turn.
- Disk-bound: Steam has received data and is decompressing, installing, or verifying it; incoming network traffic can briefly fall to zero.
- Actually stalled: Progress, disk activity, and network activity all remain unchanged after you allow a few minutes for the current operation.
Steam’s download-rate display can therefore reach zero without an internet outage. Look at progress, the current task description, and disk usage—not only the large number beside the network graph.

How do I check Steam’s Download Manager first?
Use the Download Manager to determine whether Steam is waiting normally or has stopped unexpectedly. This check is reversible and does not alter installed files.
- Open Steam and select View > Downloads (the menu label may vary slightly with the current client).
- Look at the item’s state. If it says Paused, select the resume control. If it is below another active item, move it up or pause the item ahead of it.
- Check whether a game is running. Steam pauses downloads during gameplay by default. In the Download settings, enable the option that allows downloads while playing if you intentionally want both activities to run.
- Watch the progress bar, disk-usage indicator, and network graph for several minutes. A changing disk indicator or a slowly advancing percentage means Steam may be processing data even when incoming traffic reads 0 B/s.
- Confirm that the queue contains the update or installation you expect. Steam’s Managing Steam Downloads & Updates guidance covers queue order and download controls.
If the item is unpaused, first in line, no game is suppressing downloads, and neither progress nor disk activity changes, continue with the steps below.

Will restarting Steam and the computer fix a stuck download?
Restarting clears a transient client state and is the least disruptive remedy for a download that has just stopped. It does not remove installed games or permanently change your library.
- Pause the affected item in the Download Manager.
- Exit Steam with Steam > Exit, rather than merely closing the window. Wait for the client to disappear from the taskbar or notification area.
- Start Steam again, open View > Downloads, and resume the item.
- If it still shows no progress, restart the computer. This also releases file locks and resets network and storage services that Steam depends on.
Do not repeatedly force-close Steam while it is writing an update. A normal exit gives the client a chance to finish its current file operation.
How do I clear Steam’s download cache?
Clear the cache when Steam’s local download configuration may be stale or inconsistent. Steam says this flushes locally cached configuration data so the client can acquire it again from Steam’s servers; it is separate from your installed game files.
- Open Steam and choose Steam > Settings.
- Select Downloads.
- Choose Clear Download Cache and confirm.
- Sign in again if Steam requests it, reopen the Download Manager, and resume the affected download.
Clearing this cache can reset download-related preferences and your current sign-in session. It does not erase a game installation, saved games, screenshots, or workshop content. If the same item immediately returns to 0 B/s, move to a region test rather than clearing the cache repeatedly. How do I change Steam’s Download Region?
A different nearby region tests the content-server path. Steam notes that a regional content server can be slow, overloaded, or experiencing a hardware problem, so changing regions can distinguish a server-side regional problem from a local one.
- Open Steam > Settings > Downloads.
- Find Download Region.
- Select a nearby alternative region—not one on another continent merely because it appears high in a list.
- Apply the change, restart the download, and observe progress for several minutes.
This is a diagnostic, not a guaranteed speed upgrade. Keep the region that gives a stable result and return to your usual nearby region later if conditions change. Your account, library, and existing files stay intact; only the content server Steam contacts for downloads changes. When should I repair the Steam library folder?
Repair the library folder when Steam cannot write to its installation location, an update repeatedly reports an installation error, or permissions may have become invalid. Repairing the folder refreshes its writable permissions; it is not the same operation as verifying game files.
- Open Steam > Settings > Storage.
- Select the drive or library folder that contains the affected game.
- Open that folder’s menu (the three-dot or options button) and choose Repair Folder.
- Allow Steam to complete the repair, then retry the update or installation.
Steam says library folders must be writable and that permissions sometimes need to be refreshed. Repairing the folder should be your response to a write or permission symptom, not a universal replacement for cache clearing or a region change. How do I verify a game’s installed files?
Verify files when corruption or an incomplete existing installation is plausible—for example, a patch fails after a crash or Steam reports damaged files. Verification checks the files already installed and can reacquire damaged ones; it does not test your router or choose a faster content server.
- In Steam, open your Library.
- Right-click the game and choose Properties.
- Open Installed Files (older client versions may call this Local Files).
- Select Verify integrity of game files and wait for the scan to finish.
- Return to the Download Manager and retry the update if Steam schedules replacement files.
The scan can take time on a large library and may reacquire files, so do not interrupt it. Use folder repair for a library-wide write-permission problem; use verification for damaged content in one game. Steam groups both remedies with installation troubleshooting at Update & Installation Issues.

Could a bandwidth limit or another program be holding Steam at zero?
Yes. A configured limit can make a download appear inactive, and software that inspects or modifies traffic can interrupt Steam’s connection or its ability to write files. Check these settings before changing hardware.
Check Steam’s own limits
- Go to Steam > Settings > Downloads.
- Review any download-rate limit and remove it or set a value appropriate for your connection.
- Check scheduled download restrictions or a setting that limits downloads while a game is running.
- Resume the item and watch whether the rate changes.
Temporarily isolate traffic-filtering software
Firewalls, antivirus products, proxies, ad blockers, and other network-monitoring tools can interfere with Steam. Steam’s support guidance also warns that software monitoring or modifying disk and system activity can affect updates. Test one change at a time, use the software’s documented temporary pause or exception feature, and restore protection immediately after the test. Do not leave security software disabled as a permanent fix.

How can I tell whether my network or storage is the problem?
Use controlled comparisons rather than buying equipment. Restarting local network hardware and trying another connection can separate a Steam-side or home-network issue from a problem on the computer.
- Pause the Steam download.
- Restart your modem, router, or other local network hardware using the manufacturer’s normal procedure. Wait until the connection is fully restored.
- Resume the download and record whether progress changes.
- If practical, test another trusted connection, such as a phone hotspot. A result that changes only on the alternate connection points toward your usual network or its route to Steam.
- If Wi-Fi or powerline networking is suspect, test a wired Ethernet connection. This is an isolation test, not a required purchase or a guaranteed cure.
Storage can be the limiting factor when Steam is unpacking an update, the drive is nearly full, or the drive is performing poorly. Watch the Download Manager’s disk activity and confirm that the destination has enough free space. Moving a game to another drive is useful only when that drive independently shows errors or sustained performance trouble; it is not a standard response to every 0 B/s display. What if Steam’s content servers are unavailable?
A regional outage or overloaded service can leave a healthy client waiting. Check Steam’s service message or the Download Manager for an explicit server error before making invasive changes. If the message indicates a server problem, wait and retry later, or test a nearby alternate region once. Do not delete app files, reinstall Steam, or remove a library simply because a server is temporarily unavailable. A server-side problem will not be fixed by changing file permissions on your computer.
Which troubleshooting step should I try for each symptom?

What should I avoid when Steam shows 0 B/s?
- Do not assume the number alone proves a failed connection. Installation and storage work can temporarily replace network transfer.
- Do not delete the Steam download cache folders manually as a first step. Use the supported Settings > Downloads control so Steam can flush the correct configuration data.
- Do not remove a game or library folder before checking permissions and file integrity. Reinstallation consumes bandwidth and can destroy local files you intended to keep.
- Do not change several variables at once. If you clear the cache, change region, disable a proxy, and replace the network simultaneously, you will not know which condition mattered.
- Do not purchase a router, cable, or drive solely because of this symptom. Wired networking or another drive can be useful diagnostics when those components are independently suspect, but neither is a standard fix.
When should I contact Steam Support?
Contact Steam Support when the item remains stalled after the low-risk sequence, when the client shows a specific error you cannot resolve, or when the problem affects multiple games and connections. Keep the exact error text, the game and update name, your selected Download Region, whether another connection changed the result, and whether disk activity continued. Those details let support distinguish client state, server path, permissions, software interference, connectivity, and storage causes.
Start with Steam’s official troubleshooting pages for updates and installation, slow downloads, and network and Wi-Fi problems. If those checks do not change the symptom, preserve your logs and error messages rather than attempting destructive file deletion.
