If Windows shows “Catalyst Control Center cannot be started. There are currently no settings that can be configured using Catalyst Control Center,” first identify the exact Radeon graphics device, Windows edition, and installed driver. Then check whether that device is legacy, try Windows’ built-in repair option if it is offered, and reinstall only the AMD driver package that matches the hardware and operating system. The message comes from AMD’s older Catalyst software, and the text alone does not prove one cause or one universal fix.
What does “Catalyst Control Center cannot be started” mean?
Catalyst Control Center was part of AMD’s older Radeon graphics software suite. AMD’s Catalyst Omega release notes list both the Catalyst display driver and Catalyst Control Center as suite components. The error therefore indicates that the control-panel software cannot find a usable Radeon configuration, but it does not identify whether the problem is a damaged installation, an incompatible package, a legacy device, or a missing graphics driver.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe exact wording appears in a 2014 Microsoft Q&A thread associated with Windows 8.1-era systems. That historical report is useful for recognizing the symptom, not for choosing a current driver or assuming that every modern Windows installation has the same fault.
What should I check before changing the driver?
Write down the system details before uninstalling anything. AMD’s installer uses the graphics product and Windows version to determine compatibility, so a generic “latest Radeon driver” is not a safe choice.

- Graphics hardware: Record the Radeon model shown in Device Manager under Display adapters. If the computer is a laptop or prebuilt desktop, also record its exact model and manufacturer.
- Windows version: Note whether the system is running Windows 10, Windows 11, or an older release, including whether it is 64-bit.
- Current software: Record the installed AMD driver and Catalyst/Radeon software version if Windows still displays it.
- Recent changes: Note whether the message appeared after a Windows update, a driver update, a downgrade, or installation of a second graphics adapter.
Keep the computer connected to power during driver work, close games and graphics applications, and make sure you can restart the system. Do not remove a working display driver until you have confirmed which package supports the exact Radeon product.
How do I identify the Radeon model and Windows version?
Use Windows’ own system screens first; this avoids downloading a package for the wrong product.
Recommended Free Tools
- Press Windows key+X and open Device Manager.
- Expand Display adapters and copy the complete AMD Radeon model name. If no AMD adapter appears, expand Other devices and look for a display device with a warning icon.
- Open Settings > System > About and record the Windows edition, version, and system type. On Windows 10, the equivalent details are under Settings > System > About.
- For an older Catalyst installation, open Control Panel > Programs and Features and note the AMD Catalyst entry and version, if present.
You can also open the Radeon adapter’s properties in Device Manager and note the driver provider, date, and version shown on the Driver tab. Keep those details with the computer model and the exact error text. They help distinguish a control-panel launch problem from a package that never loaded the display device.
If Device Manager identifies only a generic Microsoft display adapter, or if the Radeon device is missing entirely, the Catalyst message may be a symptom of a driver-detection problem rather than an isolated control-panel failure. Continue with the hardware and operating-system checks before attempting a reinstall.
Should I try Windows repair or reinstall the driver first?
Use the least disruptive path that matches what you can observe. If the Radeon adapter is present normally and Windows exposes a Repair option for the AMD application, try that first. If the application has no repair control, the repair fails, or Device Manager shows a missing or warning-marked adapter, move to AMD’s product-specific driver workflow instead.
- Application-only symptom: Catalyst is listed in Windows, the Radeon adapter appears without a warning icon, and only the control panel fails. Try Repair, then Reset if offered and necessary.
- Package or device symptom: The adapter is absent, has a warning icon, or the installer reports unsupported hardware or an operating-system mismatch. Stop repeating app repairs and verify the exact product and Windows release.
- Legacy system: If the product is in AMD’s legacy channel and the current driver still displays correctly, keeping it may be safer than changing it without a clear reason.
This order avoids replacing a working legacy driver merely because the control panel is old. It also prevents using a generic cleanup program before you know which AMD package the system can support.
Is the Radeon card a legacy product?
Many products that originally shipped with Catalyst have moved to AMD’s legacy-support channel. AMD states that some older Radeon generations will not receive further Radeon Software releases and recommends either keeping the existing driver or installing the final AMD driver published for that exact product.
Use AMD’s Drivers and Support product lookup to select the specific GPU and Windows release. Do not choose a current general Radeon package merely because its download page is newer. A package that does not list the device can fail during installation or leave Windows without the correct display driver.

| Situation | Practical choice | Main caution |
|---|---|---|
| Current, supported Radeon product | Use the AMD package listed for the exact GPU and Windows release. | Product and operating-system compatibility still have to match; “latest” is not a substitute for selecting the model. |
| Legacy Catalyst-era product | Keep the working driver or install the final AMD driver published for that model. | Newer general Radeon releases may not support the device. |
| Legacy and newer AMD adapters in one system | Follow AMD’s legacy/non-legacy guidance for that arrangement. | Changing a working legacy driver can itself create graphics-related problems. |
Systems that combine a legacy Radeon adapter with a newer AMD graphics product require extra caution. AMD warns that changing drivers in mixed legacy and non-legacy configurations can create graphics-related problems. If the existing legacy driver still provides a usable display, changing it is not automatically an improvement; make the change only when the package is appropriate for the identified hardware and the failure justifies it.
Can Windows repair Catalyst Control Center without reinstalling the driver?
Sometimes. Microsoft says Windows exposes Repair or Reset controls for some installed apps, but those controls are not available for every application. A repair attempt is lower impact than removing a display driver, so use it when Windows presents the option.

- If Repair is absent or fails, Windows may offer Reset. Reset can remove the app’s stored settings, so use it only after recording any custom display profiles you need.
Some desktop installations expose Repair or Change from Control Panel > Programs and Features instead. If neither Settings nor Control Panel offers a repair action, do not force one through an unrelated cleanup utility; proceed with AMD’s product-specific driver instructions.
How do I reinstall a compatible AMD driver?
AMD documents removing the existing graphics driver before installing a new package and provides installation workflows that can include a clean-install choice. Treat this as a troubleshooting route, not a guaranteed cure.
Choose the package first
On AMD’s Drivers and Support site, select the exact Radeon product and Windows version, then download the package identified for that combination. For a legacy product, use the final driver listed for that model rather than the newest package for unrelated Radeon generations. If the computer manufacturer supplies a customized laptop driver, check that manufacturer’s support instructions as well.
Remove the existing installation
- Save the downloaded, compatible installer locally so it is available after removal.
- Open Control Panel > Programs and Features and select the AMD graphics software entry. Use the uninstall option supplied by AMD’s package.
- Follow the prompts and restart when requested. During the transition, Windows may temporarily use a basic display driver and a lower screen resolution.
AMD’s legacy guidance recommends AMD Cleanup Utility before a downgrade in the specific legacy/non-legacy scenarios covered by that guidance. Do not treat the utility as a mandatory step for every Catalyst error, and do not delete driver files or edit system internals unless AMD’s instructions for your exact situation call for it.

Install and test
- Run the compatible AMD installer after the restart.
- Choose the installer’s clean-install option only if it is offered and appropriate for your package. A clean installation removes existing AMD software settings, so custom profiles may need to be recreated.
- Allow the installer to finish, restart Windows again if prompted, and open Catalyst Control Center.
- Confirm in Device Manager that the Radeon adapter is listed without a warning icon and that the installed driver corresponds to the package you selected.
If the installer reports unsupported hardware or an operating-system mismatch, stop rather than forcing the installation. Return to the product lookup and verify the model, Windows edition, and system architecture.
What should I do when the reinstall still fails?
Match the symptom to the next diagnostic step instead of repeating the same installer.

| Observed symptom | Most useful next action |
|---|---|
| Device Manager shows the Radeon model normally, but Catalyst still will not open | Check whether Windows offers Repair or Reset for the AMD software, then use the product-specific AMD uninstall and reinstall workflow. |
| No AMD adapter appears, or a display device has a warning icon | Verify the computer model and graphics hardware, then follow the system manufacturer’s and AMD’s detection guidance before installing another package. |
| The installer reports unsupported hardware | Stop the installation and reselect the exact Radeon product; a current general driver may not support a legacy device. |
| The installer reports an operating-system mismatch | Confirm the Windows edition, version, and 64-bit/32-bit architecture, then obtain the package listed for that combination. |
| The problem began after mixing legacy and newer AMD graphics products | Review AMD’s legacy/non-legacy guidance. Changing a working legacy driver can itself introduce graphics problems, so use only the driver arrangement AMD supports for the system. |
AMD’s installer documentation distinguishes hardware-detection and operating-system-detection errors. Those categories are a reminder that the same Catalyst message can have different underlying causes. If the device is absent from firmware or Device Manager, software repair alone may not resolve it.
What does a clean installation change?
A clean-install option is designed to replace the existing AMD software setup rather than preserve every prior setting. It can be useful when the installed package is damaged or when AMD’s instructions call for a clean transition, but it also means custom display profiles and other Catalyst settings may need to be recreated. Record any settings you care about before selecting it.
Clean installation is not the same as proving that the graphics hardware is healthy. If the installer cannot detect the adapter or rejects the operating system, a clean install of the same package will not solve that compatibility problem. Recheck the product lookup instead of forcing the setup.
Does an old .NET Framework version fix Catalyst Control Center?
Not as a general modern remedy. AMD’s Catalyst 6.4 release notes stated that that specific release required Microsoft .NET Framework 1.1 or 2.0. This is historical, version-specific information and should not be presented as a universal requirement for current Windows systems. Installing an old framework blindly can create compatibility and security complications; first identify the Catalyst release and follow the supported requirements for that package.
Does Windows 10 support affect this error?
Microsoft states that Windows 10 support ended on October 14, 2025. That date does not diagnose Catalyst Control Center, but it matters when evaluating an older Radeon computer: the operating system may no longer receive normal support, and AMD’s driver availability depends on the exact GPU and Windows release. Do not assume that moving to a newer operating system will make a legacy Radeon driver available; check AMD’s compatibility listing first.
What should I avoid while troubleshooting?
- Do not install a random “latest” Radeon package. Catalyst-era hardware may be legacy and require its final published driver.
- Do not use generic driver-updater or PC-cleaner software as a substitute for AMD’s process. Such tools can select an incompatible package or remove files needed by another graphics adapter.
- Do not delete driver files or edit the registry as a first step. AMD’s documented uninstall and installation workflow is safer and easier to reverse.
- Do not assume a replacement graphics card is required. The error text supplies no evidence of physical failure, and hardware replacement requires a separate diagnosis.
- Do not treat a community answer from 2014 as current authority. Use it only to recognize the historical wording; use current AMD and Microsoft support instructions for the repair.
When should I contact the computer manufacturer or a repair technician?
Escalate when the Radeon device is missing, the system repeatedly reports unsupported hardware, Windows replaces the driver after every restart, or the computer uses an unusual hybrid-graphics configuration. Provide the technician or manufacturer with the GPU model, computer model, Windows version, current driver version, exact installer error, and the steps already attempted. Those details are more useful than repeating the sentence “Catalyst Control Center cannot be started.”
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If the system still displays normally and only the control panel is unavailable, keep using the compatible existing driver while you investigate. AMD’s legacy recommendation is to continue with an existing driver or the final available driver when no further updates are planned; changing a stable legacy installation without a clear reason can create a new graphics problem.
Frequently Asked Questions
Can I still download Catalyst Control Center for a Radeon card?
Catalyst is an older AMD software line, and availability depends on the exact Radeon product and Windows version. Use AMD’s product lookup to locate the final package for a legacy device; a current Radeon Software package is not automatically compatible with Catalyst-era hardware.

Will reinstalling Windows permanently fix this Catalyst error?
A Windows reinstall is not a first-line fix because the error may come from an unsupported or mismatched Radeon driver. Reinstalling the operating system can also leave you with the same legacy-driver limitation, so verify hardware and AMD support before considering it.
Why does Catalyst open on one Windows account but not another?
Different accounts can have different application settings or permissions, so an account-specific failure does not by itself prove that the display driver is broken. Test Windows’ Repair option when available and compare the AMD software behavior in a clean account before removing the driver.
Is the message evidence that my graphics card has failed?
No. The wording identifies a control-panel configuration problem, not a confirmed hardware failure. Hardware concerns become more likely only when the Radeon adapter disappears from Device Manager, shows persistent detection errors, or produces display faults outside Catalyst.
Is AMD Cleanup Utility required for every Catalyst error?
No. AMD’s legacy guidance recommends it before a downgrade in the particular legacy/non-legacy situations described by that guidance. It is not a universal first step. Use AMD’s normal uninstall and installation process unless the instructions for your hardware and planned driver change specifically call for the utility.
What if Windows does not show a Repair or Reset button?
That is expected for some desktop applications. Microsoft notes that repair, change, or modify controls are not available for every app. If Catalyst has no such option in Settings or Control Panel, identify the Radeon model and Windows version and follow AMD’s compatible-driver instructions instead.
Should I install .NET Framework 1.1 or 2.0 before troubleshooting?
Not automatically. The requirement came from AMD’s Catalyst 6.4 release notes and applies to that historical release, not to every Catalyst installation or modern Windows system. Identify the installed Catalyst version and use the requirements documented for that package rather than adding an old framework blindly.
Can I keep using the computer if only Catalyst Control Center fails?
If Windows still displays normally and Device Manager lists the Radeon adapter without a warning, the immediate issue may be limited to the control panel. You can investigate while retaining the compatible driver, especially on legacy hardware where AMD recommends keeping a working driver or using the final driver for that product.
The Bottom Line
Start with identification, not a random download: record the Radeon model, Windows version, architecture, and current driver. Check AMD’s legacy status and product-specific package, try Windows Repair only when it is offered, and use AMD’s documented uninstall, cleanup, and reinstall steps only when they fit the hardware. If detection or compatibility errors remain, stop forcing the install and escalate with the recorded system details.
