When a controller works in Steam but not in an older survival-horror game, the fault is usually a mismatch between the game’s native gamepad support, Steam Input’s translation layer, and the controller’s XInput or DirectInput presentation. Work through the checks in this order: isolate devices, confirm the Steam Overlay, test each per-game Steam Input mode, use an XInput-compatible pad when necessary, remove conflicting software, verify the installation, and then test a known-good wired connection.
This sequence separates a hardware or Windows-device problem from a Steam configuration problem and finally from a game-specific compatibility problem. It also prevents the most common mistake: changing several variables at once and losing track of which setting helped.

Start with the symptom, not a new controller
Retro games can fail in different ways. A game that ignores every button has a different likely cause from one that moves twice for every press. Use this quick triage before changing settings.
| What you see | Most likely area | First action |
|---|---|---|
| The pad works in Steam menus but nowhere in the game | Steam Input mode, Overlay, or the game’s supported input style | Confirm the Overlay, then test the three per-game Steam Input choices |
| Buttons trigger twice or menus scroll rapidly | Two input paths are active, often native gamepad input plus a translated Steam Input layout | Disable Steam Input for a natively supported game, or remove duplicate bindings |
| Some buttons work and others are ignored | Wrong layout, DirectInput/XInput mismatch, or incomplete in-game bindings | Check the game’s controller options and test an XInput presentation |
| The game stops responding when another device is connected | Device-order or driver conflict | Disconnect every other controller and add devices back one at a time |
| Wireless fails but the same pad works elsewhere | Receiver, Bluetooth, battery, or remapping layer | Use a compatible USB data cable as a diagnostic test |
Do not assume that a controller appearing in Steam proves that the game can read it. Steam can see a device while the game is waiting for a different input style.

1. Isolate the controller and other input devices
Begin with the game closed. Unplug every controller, steering wheel, fight stick, virtual pad, and similar input device. Disconnect unusual USB input hardware as well if the failure began after adding it. Relaunch the game with no controller attached, close it, connect one controller, and launch again.
- Exit the game completely rather than leaving it suspended in the background.
- Unplug all physical controllers and receivers.
- Start the game once with no controller, then quit.
- Connect one controller only and relaunch the game.
- Test movement, every face button, both sticks, triggers, bumpers, Start, and Select or Menu.
- If it works, reconnect other devices one at a time and retest after each connection.
Steam Support recommends this isolation sequence. When the failure returns, the last device or its driver is the leading suspect. Update that device’s driver or disable it during play. This is more reliable than replacing a controller before identifying the trigger.
Why device order matters
Older games may choose the first gamepad they enumerate and never switch to a later one. A virtual controller, an unplugged receiver that still has a driver loaded, or a second physical pad can therefore take the slot that your preferred controller needs. Keeping one device connected removes that variable.

Steam states that “The Steam Overlay is vital to Steam Controller functionality.” Steam Input configurations are delivered through that Steam session, so an Overlay that never appears is a major clue.
- Open Steam and select Steam in the upper-left menu.
- Choose Settings, then open the section for In Game.
- Turn on the option that enables the Steam Overlay while in-game.
- Close and relaunch Steam, then launch the game from your Steam library.
- Press the Overlay shortcut (normally Shift+Tab) while the game is running.
If the Overlay does not appear, keep troubleshooting Steam before adjusting layouts. Check that the game was launched from the Steam client rather than a standalone executable or an external launcher shortcut. Screen-capture tools and other overlays can also interfere, so retest with them closed.

An Overlay that opens but shows no controller configuration is a different problem from an Overlay that cannot open at all. The former points toward the per-game Steam Input setting or a layout; the latter points toward Steam, a launch path, or an overlay conflict.
3. Test all three per-game Steam Input modes
Steam Input is a translation and configuration layer. It can present controller actions to a game in a form the game understands, but it can also duplicate a game’s own native gamepad handling. In the game’s Steam controller properties, test each available choice rather than assuming that “enabled” is always better.

|---|---|---|
| Use default settings | You do not know whether the game has native support, or you want Steam’s recommended behavior | The game may inherit a community or desktop configuration that changes buttons unexpectedly |
| Enable Steam Input | The game lacks usable native gamepad support, or it accepts keyboard and mouse commands more reliably than a pad | Steam may translate your controller into keyboard or mouse actions; duplicate input can occur if native support is also active |
| Disable Steam Input | The game has native controller support and reacts badly to a translated layer | The game must recognize the controller and its input style directly |
How to change the setting
- In your Steam Library, right-click the game and choose Properties.
- Open Controller.
- Use the per-game override menu to select Enable Steam Input, Use default settings, or Disable Steam Input.
- Close the properties window, fully quit the game, and relaunch it.
- Test a short, repeatable sequence such as moving up, opening the pause menu, and confirming a selection.
Change only one mode at a time. Record which buttons work and whether the game receives one action per press. If a game’s own controller menu works correctly with Steam Input disabled, leave it disabled. A developer support post for Crypt of the NecroDancer specifically reported disabling Steam Input and binding controls in-game as the fix; that illustrates the native-support case rather than a universal rule for every retro title.
Native gamepad support versus keyboard emulation
A game with native gamepad support expects controller events directly. A game without usable native support may need Steam Input to turn a stick, trigger, or button into the keyboard and mouse commands the game already understands. Keyboard emulation can restore playability, but it may not reproduce analog movement, trigger ranges, vibration, or controller prompts. Choose the mode that matches the game’s actual input path, not the one that sounds newest.
4. Check XInput versus DirectInput
XInput and DirectInput are different ways for software to receive controller events. Steamworks lists Xbox 360 and Xbox One controller families among supported Steam Input devices. Many older PC games expose a compatibility boundary here: a pad presenting as DirectInput can be visible to Windows and Steam while a game is coded to look for XInput.

For diagnosis, an Xbox-compatible XInput controller is the broadest hardware fallback. That does not guarantee compatibility with every title, so check the individual game’s documentation and test its own controller screen. The goal is to determine whether the game can see an XInput device at all.
Signs of an input-style mismatch
- The controller appears in Steam’s controller settings but the game lists no gamepad.
- Only a few buttons respond, with no usable analog sticks or triggers.
- The game accepts keyboard controls but ignores the pad.
- Steam Input enabled makes the game respond, while direct mode does nothing.
Do not infer that a PlayStation-shaped controller is incompatible simply because its labels differ from the game’s prompts. The important diagnostic question is how the device presents its input and whether the game’s support matches that presentation.
5. Remove software that can intercept or duplicate input
Close potential conflicts before retesting. Steam Support lists XInput emulators, Razer Synapse, screen-capture software, Skype, MSI Afterburner, ASUS AI Suite, ZoneAlarm, and external launcher overlays as possible sources of interference. These programs can create a second virtual pad, hook the game window, or add another Overlay.
- Exit XInput emulators and controller-remapping utilities.
- Quit screen recorders and streaming overlays for the test.
- Temporarily close Razer Synapse, Skype, MSI Afterburner, ASUS AI Suite, and ZoneAlarm.
- Disable overlays supplied by launchers other than Steam.
- Restart Steam after closing the conflicting software.
If the game works after one program is closed, add programs back one at a time to identify the conflict. Keep the conflicting utility disabled for that game or configure it not to create a virtual controller. Running multiple remappers at once is especially likely to produce doubled buttons.
6. Check the game’s own options and verify its files
Steam-level settings cannot correct a broken or incomplete game installation. Open the game’s controller or input menu and look for an explicit gamepad toggle, button-binding screen, or reset-to-default option.

- Launch the game and open Options, Settings, or Controls.
- Choose the gamepad or controller section rather than the keyboard section.
- Reset bindings to default if the game has been configured previously.
- Bind one action at a time and test it before moving to the next.
- Save the configuration, exit normally, and relaunch to confirm that it persists.
If controls remain missing, verify the installation through Steam. In the Library, right-click the game, choose Properties, open Installed Files, and select Verify integrity of game files (the exact wording can vary slightly with the Steam client). Steam will compare local files and reacquire damaged or missing data. Capcom’s Steam troubleshooting guidance includes both file verification and reviewing in-game controller options because either can resolve a title that otherwise launches normally.
7. Use a wired connection as a diagnostic, not a permanent commitment
Wireless introduces a receiver, Bluetooth connection, battery state, and sometimes a vendor remapping layer. A compatible USB data cable and a wired Xbox-style XInput controller provide a clean test path. This is a diagnostic recommendation based on isolating devices; it is not an endorsement of a particular cable or controller brand.
- Turn off the game and connect the controller with a known-good USB data cable. A charge-only cable will not carry input.
- Disconnect the wireless receiver or disable the wireless connection so only the wired device is present.
- Relaunch Steam and the game.
- Retest with the same Steam Input mode and the same in-game bindings used before.
If wired input works, the game configuration is probably sound and the next investigation is the wireless path: receiver placement, pairing, battery, firmware, or a remapping utility. If wired input fails in exactly the same way, return to the Steam Input and XInput/DirectInput checks instead of buying another cable.

Buttons are doubled or menus move twice
Two active paths are the usual explanation: the game is reading the controller natively while Steam Input also sends translated commands, or two remapping utilities are producing events. Disable Steam Input for a game with native support. If the game needs Steam Input, close other emulators and overlays and use one layout only. Rebind the game’s controls after the duplicate path is removed.

Every button is ignored
First confirm that the Overlay opens and that only one controller is connected. Then test Enable Steam Input, Use default settings, and Disable Steam Input separately. If only one mode works, keep that mode and check whether the controller is presenting as XInput or DirectInput. A wired XInput test can reveal whether the original device or wireless path is the issue.

The game sees a controller but the layout is wrong
Reset the game’s bindings, then bind controls manually in its controller menu. If Steam Input is enabled, inspect the active layout and remove accidental keyboard or mouse assignments. Test each action after saving; a layout that fixes movement can still leave menus or triggers unmapped.
The controller works in Steam but not after launch
Launch the game from the Steam Library, confirm the Overlay shortcut, and restart Steam after enabling the Overlay. Check that an external launcher did not take over the launch. If the Overlay works, continue with the per-game Steam Input modes; if it does not, resolve the launch or overlay conflict first.
Only wireless fails
Use the wired diagnostic path. If wired succeeds, reconnect wireless with all remapping software closed and test again. Keep only one receiver or Bluetooth connection active, and add other devices after the game is confirmed to work.

A repeatable recovery sequence
When you need a single checklist to follow after an update, a new controller, or a fresh installation, use this order:
- Close the game and unplug every controller.
- Close remappers, emulators, external launcher overlays, and the named conflict programs.
- Restart Steam and enable the Steam Overlay in Settings > In Game.
- Connect one controller and launch the game from the Steam Library.
- Confirm that Shift+Tab opens the Overlay.
- Test Use default settings, then Enable Steam Input, then Disable Steam Input, restarting the game between tests.
- Inspect the game’s own controller options and reset or rebind controls.
- Verify the game’s files through Properties > Installed Files > Verify integrity of game files.
- Test a compatible wired XInput connection if wireless or DirectInput behavior remains uncertain.
- Reconnect other devices one at a time only after the game works.
Write down the working mode and connection type. That small record makes future troubleshooting faster and lets you identify whether a later change affected Steam, the game, the controller, or another device.
Choosing the right fix
| Situation | Preferred approach | Trade-off |
|---|---|---|
| The game clearly supports gamepads and its own bindings work | Disable Steam Input and configure controls in-game | You lose Steam’s translation and remapping layer for that title |
| The game has no usable native gamepad support | Enable Steam Input and map the controller to the game’s keyboard or mouse commands | Analog features, vibration, and prompts may be limited |
| The controller is visible in Steam but not the game | Test an XInput-compatible device and each Steam Input mode | A different input presentation may require new bindings |
| Wireless behavior is inconsistent | Use a wired USB data connection to isolate the fault | The cable test does not by itself repair the wireless receiver or pairing |
| Input duplicates after installing utilities | Close emulators, remappers, and overlays; run one input layer | You may need to give up a utility’s extra profiles while playing |
What the evidence does—and does not—establish
Steam Support confirms the importance of the Overlay, the role of XInput in Steam Controller communication, and the possibility that a chosen input style is unsupported by a particular game. Steamworks documents support for Xbox 360 and Xbox One controller families in Steam Input. Those facts explain why the checks above are effective, but they do not establish a universal controller compatibility list, a success percentage, or a latency figure for every retro horror game. Each title can implement input differently, so the final authority is the game’s own options and documentation.
Bottom line
Do not replace hardware first. Isolate one controller, restore the Steam Overlay, test all three per-game Steam Input modes, and determine whether the game expects native input, XInput, or a translated keyboard layout. Remove competing software, verify the installation, and use a wired XInput connection to separate wireless problems from game configuration. Once one clean path works, add devices and utilities back individually so the cause remains identifiable.
