3. Try known-good media or a different source
If the operation reads a disc, USB stick, memory card, or other removable media, test another known-good item in the same reader. If only one disc or stick fails while other media work, the media itself becomes the leading suspect; the error code alone cannot prove that conclusion.
4. Run a file-system check only after protecting data

6. Reattempt the exact operation
After each change, repeat the same copy, backup, read, or installation step. A one-time success does not prove the device is healthy; intermittent I/O failures can return under load. Keep the backup you made in the first step until the operation has completed and the files have been opened successfully.
7. Escalate when the error follows the device
If the same drive or media fails with multiple cables, ports, enclosures, and computers, stop treating the problem as a generic Windows setting. Do not format or initialize the device if the files matter.
