What should I record before changing Windows?

Use the built-in activation workflow only when the complete message is clearly an activation message. The code in the title is not enough to establish a licensing problem.
Run the Activation Troubleshooter
- Open Settings.
- In Windows 11, select System > Activation. In Windows 10, open Update & Security > Activation.

Prepare a clean upgrade attempt
- Install all pending updates offered by Windows Update, then restart.
- Disconnect nonessential external hardware such as storage devices, printers, docks, and USB accessories. Leave connected only the keyboard, mouse, display, and hardware required for the installation.
- Retry the upgrade from the same method that produced the message, noting the exact step at which it fails.

Use reversible driver actions first
- If the problem began immediately after a driver update, use the device’s Driver tab and choose Roll Back Driver when Windows makes that option available.
- For a confirmed missing, corrupted, or incompatible driver, install the current driver from the hardware manufacturer’s support channel and restart.
