What should I record before trying a fix?
Capture the entire error, not just the last eight characters. A screenshot or photograph should include the window title, explanatory text, update name or application name, and any secondary code. Note whether the computer restarted, rolled back, froze, or merely reported a failed download.
- Write down the exact screen: Windows Update, an upgrade or setup wizard, Activation, or another application.

How do I fix 0x00818991 when it appears in Windows Update?
Follow these steps in order. Stop when the update installs normally; do not perform advanced transaction-log repairs merely because a hexadecimal code looks unfamiliar.
1. Check power, network, time, and permissions
- Connect a laptop to AC power. Avoid interrupting an update because of a low battery or a forced shutdown.
- Confirm that the internet connection works in a browser. If you use a VPN, captive portal, metered connection, or restrictive network, temporarily test on a normal connection you trust.
- Open Settings > Time & language > Date & time and enable automatic time and time-zone settings. An incorrect clock can interfere with update validation.
- Use an account with administrator rights, or have an administrator approve the troubleshooting and service changes.
2. Run the Windows Update troubleshooter
In Windows 11, open Start > Settings > System > Troubleshoot > Other troubleshooters. Find Windows Update, select Run, apply any proposed correction, and restart. Run Windows Update again and note whether the same update and code return.
3. Remove nonessential hardware
Shut down and disconnect external storage, docks, printers, card readers, and other USB devices that are not required for the update. Leave the keyboard, mouse, display, and network connection attached. A device driver or storage device can block an installation even when the message is presented by Windows Update.

4. Rebuild the Windows Update download cache
This step removes downloaded update packages, not personal documents. It requires an administrator account.
- Press Windows key + R, type
services.msc, and press Enter. - In the Services window, locate Windows Update. Right-click it, choose Stop, and leave the window open.
- Open File Explorer and enter
C:WindowsSoftwareDistributionin the address bar. Delete the contents inside that folder, but do not delete the folder itself. If a file is locked, confirm that Windows Update is stopped and close any update-related settings windows before retrying. - Return to Services, right-click Windows Update, choose Start, and close the window.
- Open Settings > Windows Update, select Check for updates, and allow Windows to download the package again.
The first scan after a cache reset can take longer because Windows must rebuild its catalogue. A repeated failure with the same update is useful evidence for the next escalation step.
5. Install and restart from Windows Update
Install all available updates that Windows offers, then choose Update and restart or Update and shut down rather than forcing the power off. After the restart, check Update history for the exact failed item. If the history entry supplies a different code, troubleshoot that documented code instead of treating 0x00818991 as a known mapping.
How do I fix the code during a Windows 11 upgrade or installation?
Upgrade and setup failures have a wider range of causes than a normal update. Apply the low-risk checks first, then use diagnostics only when the failure persists.
1. Prepare the installation
- Disconnect nonessential USB devices, external drives, docks, printers, and expansion hardware.

2. Inspect Device Manager
Right-click Start and open Device Manager. Expand the device categories and look for a yellow warning icon. For a flagged device, open Properties and read the status on the General tab; record the device name and code before updating, rolling back, or uninstalling its driver. Do not remove a device blindly when you cannot restore its driver or connect to the internet.

chkdsk /f C:Windows may schedule the check for the next restart because the system drive is in use. Save your work, accept the scheduling prompt, and allow the scan to finish. Interrupting a disk check can leave the file system in a worse state.
4. Use a clean boot to isolate software conflicts
- Press Windows key + R, type
msconfig, and press Enter. - On the Services tab, select Hide all Microsoft services, then choose Disable all. Hiding Microsoft services first prevents you from disabling core Windows components.
- Open the Startup tab and select Open Task Manager. Disable nonessential startup items, close Task Manager, and select OK in System Configuration.
- Restart and retry the setup. If it succeeds, restore services and startup items in groups to identify the conflicting program. Return to normal startup after testing.
5. Repair the component store and system files
From an elevated Command Prompt, run:
DISM.exe /Online /Cleanup-image /RestorehealthWait for DISM to complete before running:
sfc /scannowThese commands can take time and may appear paused at a percentage. Let them finish, restart Windows, and retry setup. Administrator permissions are required. If either command reports an error, preserve the exact text rather than guessing at a replacement command.

An activation screen requires a licensing check, not an update-cache reset. Confirm the installed edition and use Microsoft’s Activation troubleshooter before changing the product key.
1. Confirm the Windows version and edition
Press Windows key + R, type winver, and press Enter. Record the version and build shown. Then open Settings > System > Activation and note the edition, activation status, and complete message. A product key or digital licence for one edition cannot activate a different edition, so compare the installed edition with the licence you own.
2. Run the Activation troubleshooter
On the Activation page, select Troubleshoot when it is available and follow the prompts. The troubleshooter can identify common digital-licence and hardware-change situations, but it cannot establish what an unlisted 0x00818991 code means by itself.
3. Verify the key and licence path
Use the product key supplied with your legitimate purchase or organization. Check every character and avoid copying spaces or punctuation. If Windows was transferred to substantially different hardware, the digital licence may require the account or original licence channel used for activation. Do not use unofficial key generators or scripts; they can create licensing and security problems unrelated to this error.

When should I use advanced update repairs?
Use advanced commands only when update logs or a documented Microsoft article point to a transaction, component-store, or file-system problem. The presence of 0x00818991 alone is not evidence that it shares the cause of another hexadecimal code.

When a log specifically indicates an update transaction problem, the example includes the following command and repair areas:

Do not paste this sequence into an elevated window simply to test whether it changes the code. If a command fails, produces an unexpected path, or you do not have a verified backup, stop and obtain support.
What if the code is still unlisted?
Microsoft’s guidance for an error code that is not listed on its troubleshooting page is to contact customer support. Provide the screenshot, exact message, Windows edition and build, update-history entry or setup context, steps already attempted, and the results of DISM, SFC, or CHKDSK where applicable.
If the message came from a game launcher, driver installer, or other third-party program, contact that publisher instead and attach its installer or application log. Windows support cannot reliably interpret a code generated inside another program.

Does Windows 10 still receive the same help?
Microsoft states that Windows 10 support ended on October 14, 2025. Windows 10 users may therefore no longer receive free Windows Update software updates, technical assistance, or security fixes under the ordinary support lifecycle. The troubleshooting steps above can still help identify a local cache, disk, driver, or licensing problem, but an unavailable update may reflect the end of servicing rather than a repairable 0x00818991 cause.

The folder stores Windows Update’s downloaded cache, not your personal documents. Stop the Windows Update service first, delete only the contents, then start the service so Windows can download fresh packages; a locked file means the service or another update process is still using it.
Can I keep using my computer while 0x00818991 is unresolved?
