Error 0x0091656C has no confirmed, universal meaning in Microsoft’s published Windows error lists. The reliable way to fix it is to identify where it appeared first—Windows Update, an upgrade or installation screen, Device Manager, or a particular game or application—then follow that branch. Save the complete message, decode the hexadecimal value with certutil, and give both the decoded text and the original context to the software or hardware vendor if the built-in repairs do not resolve the failure. The procedures below cover Windows 11 and Windows 10, with a separate path for each common source.
What is error 0x0091656C?
It is a hexadecimal error value, not a diagnosis by itself. A Windows component, installer, driver, game launcher, or another application can display a number that looks like a Windows error even when the value was defined by that program. Microsoft’s debugging guidance says system error codes must be interpreted in the programmatic or runtime context in which they were returned.

The number does not appear in Microsoft’s published Device Manager error-code article. Microsoft also warns that the article is not exhaustive: “This article doesn’t contain all error codes generated by Device Manager.” Therefore, assigning the code to a specific driver, update package, or Windows service without seeing the originating screen would be speculation.
What should I record before trying a fix?
Capture evidence before closing the dialog or restarting. The surrounding text is often more useful than the number.

- Copy the complete error message, including any file name, component name, or secondary code.
- Note the application, installer, game launcher, or Windows screen that displayed it.
- Write down the action immediately before the failure: downloading an update, rebooting, connecting a device, launching a game, or installing software.
- Record whether the problem repeats every time or happened once.
- If a device is involved, note its exact model and whether it appears with a warning icon in Device Manager.
- Take a screenshot if the message disappears when you click OK.
Do not use the hexadecimal value alone to choose a repair. Two unrelated programs can show the same-looking number, while one program can wrap a lower-level Windows or driver error in its own message.
How do I decode 0x0091656C?
Use Windows’ built-in certificate utility as a first clue. It translates many Windows error values into a readable description, but the result does not prove that Windows itself generated this particular code.
- Open Start, type Command Prompt, right-click it, and choose Run as administrator. Approve the User Account Control prompt.
- Run
certutil -error 0x0091656C. - Copy the complete output, including a message that says the value is unknown or has no translation.
- Compare the decoded text with the application, device, or operation that produced the original message.
Microsoft also documents the err.exe utility for translating Windows error codes. If certutil gives no useful description, an application-specific code may not be registered in the Windows message tables. Give the original screenshot, the command output, and the reproduction steps to the relevant vendor rather than treating an approximate text match as proof of the cause.
How do I choose the correct repair path?
Use the location of the message, not the number, as your decision point.

Start with Microsoft’s Windows Update troubleshooter. Only continue to the service, cache, and system-file repairs if the troubleshooter and a restart do not clear the failure.

Run the Windows Update troubleshooter
- On Windows 11, open Settings > System > Troubleshoot > Other troubleshooters. Select Windows Update, then choose Run. Windows may instead direct you to the automated troubleshooter in the Get Help app; follow that guided process.
- On Windows 10, open Settings > Update & Security > Troubleshoot > Additional troubleshooters. Select Windows Update and choose Run the troubleshooter.
- Apply any suggested repair, restart the computer, and return to Settings > Windows Update (Windows 11) or Settings > Update & Security > Windows Update (Windows 10).
- Choose Check for updates and note whether the same operation now completes.
Check basic update prerequisites
- Confirm that the system date, time, time zone, and automatic time synchronization are correct.
- Make sure the Windows drive has enough free space for the download, temporary files, and the installation.
- Disconnect a VPN or metered connection temporarily if it is interfering with the update download, then reconnect it after testing.
- Restart once before repeating the update; a pending reboot can block servicing operations.
Restart update services and rebuild their caches
If the troubleshooter does not help, use an elevated Command Prompt. The following sequence stops the services that hold update files, renames the two standard caches, and starts the services again. Renaming preserves the old folders for recovery instead of deleting them immediately.

net start wuauservIf a “service was not started” message appears, continue; if a “file is in use” message prevents a rename, restart Windows and repeat the sequence before opening Windows Update. After the services start, check for updates again. Windows creates fresh cache folders automatically.
Repair the component store and protected system files
In the same elevated Command Prompt, run the servicing repair first and the System File Checker second:
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannowAllow each command to reach 100 percent. DISM repairs the Windows component store that SFC uses as a source; interrupting it can leave the repair incomplete. Restart after both commands finish, then test Windows Update again. If SFC reports files it could not repair, save the result and include it in a support request rather than repeatedly running the command without changing the underlying update problem.
How do I fix the code during Windows 11 or Windows 10 upgrade and setup?
Upgrade failures often involve hardware, storage, drivers, or software that setup cannot safely migrate. Prepare the system before trying the upgrade again.

- Shut down and unplug nonessential hardware: printers, scanners, USB drives, card readers, docks, and external storage. Leave only the keyboard, mouse, display, network connection, and hardware required to boot.
- Install all important Windows updates that are currently offered, then restart.
- Install available device-driver updates from the computer or component manufacturer’s support channel, paying particular attention to storage, chipset, network, and graphics devices.
- Temporarily uninstall non-Microsoft antivirus and other nonessential utilities that add file-system filters, encryption, or system hooks. Reinstall compatible versions after the upgrade succeeds.
- Check the free space on the Windows system drive and remove or move enough data to leave room for setup’s temporary files and the new installation.
- Retry setup with the same edition and architecture already licensed for the device. If the code returns, photograph the complete setup screen and note the percentage or phase at which rollback occurs.
These are general preparation steps, not a code-specific interpretation. If setup rolls back, the rollback details and setup logs are more useful to Microsoft or the device maker than the hexadecimal number alone.
Is 0x0091656C a Device Manager or driver error?
It might be, but the number alone cannot establish that. Device Manager’s own status text, hardware ID, and driver information identify the affected device and provide a path to the correct driver.
- Right-click Start and open Device Manager.
- Expand the category that matches the hardware, such as Display adapters, Network adapters, Universal Serial Bus controllers, Sound, video and game controllers, or Printers.
- Right-click the device, choose Properties, and read the Device status message on the General tab.
- Open the Details tab and select Hardware Ids. Copy the first value, which normally includes the vendor and device identifiers.
- On the Driver tab, record the provider, date, and version. Use the hardware maker’s support page or the computer maker’s model-specific driver package when replacing it.
- Restart and test the device. If the issue began immediately after a driver update, use Roll Back Driver when that button is available; otherwise uninstall the device and let Windows redetect it only when you have a known-good driver available.
Microsoft’s Device Manager article applies to Windows 11 and Windows 10 but explicitly does not list every possible code. For an unlisted status, Microsoft directs users to the hardware vendor or Microsoft Support. Supply the Device status text and hardware ID, not just 0x0091656C.
What if the code appears in a game or another application?
Treat the application as the primary source until evidence shows otherwise. Windows may be functioning normally while the program reports a failure from its own updater, licensing layer, plug-in, or online service.

- Restart the application and Windows once, then test without overlays, plug-ins, mods, or recently added peripherals.
- Use the application’s own Repair, Verify, or update function when it provides one.
- Check the application’s log folder or Event Viewer for an adjacent error that names a file or service.
- Search the application’s official support documentation for the complete message and version, then open a ticket if the code persists.
Do not delete random DLLs, edit the registry, or download replacement system files merely because the number looks unfamiliar. Those actions can remove useful evidence or create a second problem.

Does Windows 10 support status affect this error?
Windows 10 support ended on October 14, 2025. In 2026, a Windows 10 installation may therefore have fewer official updates and support options than a supported Windows release, depending on the edition and any separately offered servicing arrangement. This lifecycle fact can affect update troubleshooting, but it does not identify what generated 0x0091656C.
Before attempting a repair, record the exact Windows edition and version by opening Settings > System > About (Windows 11) or Settings > System > About (Windows 10), or by running winver. Include that information in any support request.
When should I stop troubleshooting and contact support?
