Record whether you were checking for updates, installing a cumulative update, upgrading Windows, entering a product key, opening a game or utility, or doing something else. Also note whether the failure happens once or returns every time you repeat the same action.
Check Windows Update history
If the message appeared while an update was downloading or installing, open Start > Settings > Windows Update > Update history in Windows 11. In Windows 10, open Start > Settings > Update & Security > Windows Update > View update history. Microsoft says the specific failed-update code can be found in update history; compare that entry with the time of the dialog rather than relying on memory.
Check the Activation page
If the message appeared while Windows was being activated, open Start > Settings > System > Activation. Confirm whether the page reports an activation problem and note the Windows edition shown there. You can also run winver to record the edition and build before troubleshooting.
Identify third-party software
A dialog from a game, launcher, security product, hardware utility, or other non-Microsoft program belongs first to that vendor’s support process. Microsoft’s general activation and installation articles cannot establish what a third-party program’s copy of 0x00949D64 means.
How do I fix 0x00949D64 when it appears during Windows Update?

Windows 11
- Open Start > Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run. The Get Help version of the troubleshooter is Microsoft’s current automated path.
- Allow the checks and any suggested corrections to finish. Record any message the troubleshooter displays.
- Restart the computer, even if the troubleshooter does not explicitly require it.
- After the restart, open Start > Settings > Windows Update and select Check for updates.
If the same code returns, open update history again and record the name of the failed update and its status. That information distinguishes a repeatable update failure from a one-time interruption and is more useful for escalation than the hexadecimal value alone.
Windows 10
- Open Start > Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update, choose Run, and complete the Get Help troubleshooting flow.
- Restart Windows after the checks finish.
- Return to Start > Settings > Update & Security > Windows Update and check for updates again.
The troubleshooter can resolve ordinary servicing problems, but its completion does not prove that 0x00949D64 has a known Windows Update definition. If the code is still present, retain the update-history entry and the full dialog for support.
What should I do if the code appears during a Windows upgrade or installation?

5. Check the disk when errors are suspected
Open Command Prompt with administrator rights and run:
chkdsk /f C:The check can require a restart if the system volume is in use. Save open work first, allow the scan to complete, and then retry setup. A disk check is a diagnostic and repair operation for file-system errors; it is not evidence that the hexadecimal code has a disk-specific meaning.
6. Try a clean boot
A clean boot starts Windows with nonessential startup software and services disabled. Use it to determine whether background software is blocking setup, then retry the upgrade. If setup works only in a clean boot, re-enable items in groups until the conflicting service or program is identified, and then update or remove that item.
7. Repair the Windows image
In an administrator Command Prompt, run:
DISM.exe /Online /Cleanup-image /RestorehealthWait for the operation to finish before closing the window. Microsoft also lists System File Checker among the general repair actions for update and installation failures; run that built-in check from an administrator Command Prompt according to the instructions shown by Windows, then restart and retry setup.
How do I fix 0x00949D64 if it is an activation problem?
Use the Activation page and its troubleshooter only when the code appeared during activation or is shown alongside an activation status. Microsoft describes activation as verification that Windows is genuine and has not been used on more devices than the license terms allow.
- Open Start > Settings > System > Activation.
- Confirm that the edition displayed in Settings matches the edition for which you own a digital license or product key. An edition mismatch can prevent activation even when Windows itself is functioning normally.
- Run the Activation troubleshooter offered on that page. Microsoft says it is intended to resolve simple activation errors, and the code shown after troubleshooting can change.
- If prompted, sign in with the Microsoft account associated with your digital license or enter a valid product key.
- Restart Windows and revisit the Activation page to see whether the status changed.

What if a specific application displays the code?
When the dialog belongs to a third-party application, start with that program’s support channel rather than changing Windows activation or update settings. Include the application name and version, the Windows edition and build from winver, the action that triggers the message, and whether the failure occurs for every user account or only one.

Install pending updates for the application using its normal, trusted update mechanism. If the vendor provides a repair, reset, or reinstall procedure, preserve saved data, configuration files, and license details first. Choose advanced checks according to the context you recorded; do not run every command simply because the number looks unfamiliar.
Use DISM for suspected component-store damage
The command DISM.exe /Online /Cleanup-image /Restorehealth repairs the running Windows image. It is most relevant to update and installation failures or other signs that Windows servicing components are damaged. Let it finish, restart, and then repeat the operation that originally failed.
Use CHKDSK for suspected file-system problems
chkdsk /f C: checks and fixes logical errors on the system volume. Run it from an administrator Command Prompt and plan for a restart if Windows schedules the check. If the scan reports problems that return, back up important files and seek hardware-specific support rather than repeatedly forcing an upgrade.
Use a clean boot to isolate background conflicts
A clean boot is useful when an upgrade or installer fails only while normal startup programs are running. It does not identify the hexadecimal code; it narrows the cause by removing nonessential services from the test. Restore normal startup after testing and document any service or application that changes the outcome.

Yes. Microsoft states that free Windows Update software updates, technical assistance, and security fixes for Windows 10 stop after October 14, 2025. A Windows 10 computer can continue to run after that date, but you should not assume that a new free update or security fix will arrive to correct a future servicing failure.
The Windows 10 and Windows 11 settings paths remain different, so use the version-specific instructions above. If an update problem persists on Windows 10 in 2026, record the failed update and consider Microsoft’s supported upgrade options rather than waiting for a post-support Windows Update repair.

When should I escalate the problem?
Escalate to Microsoft when the code appears on the Activation page, remains after the Activation troubleshooter, or occurs during a Windows upgrade after you have completed the applicable general fixes. Escalate to the application vendor when its own window produces the message.
