How to Fix Error 0x0099A3B1 on Windows 11 and 10

Error 0x0099A3B1 is not identified in Microsoft’s published Windows activation, stop-code, or Device Manager references. Treat it according to where it appears. A browser page that locks the screen, plays audio, repeats pop-ups, or displays a phone number is most likely a technical-support scam, not a Windows failure. Microsoft states that “Microsoft error and warning messages never include phone numbers.”

If the computer genuinely restarted and showed a blue- or black-screen stop-code message, troubleshoot it as a normal Windows 10 or Windows 11 crash: remove recently added hardware, try Safe Mode, inspect Device Manager, install updates, and use System Restore or another recovery option if needed. The steps below separate these situations so you do not run a risky “error fixer” against an undocumented code.

What does error 0x0099A3B1 mean on Windows?

There is no verified Microsoft definition for 0x0099A3B1 in the official activation, stop-code, or Device Manager lists reviewed for Windows 10 and Windows 11. That means a code-specific registry edit, download, or command would be guesswork. The screen’s behavior and the event that preceded it are more useful than the hexadecimal text.

Use this three-way classification before changing anything:

  • Browser alert: the message appears in Chrome, Edge, Firefox, or another browser; it may use full-screen mode, looping dialogs, audio, flashing warnings, or a telephone number.
  • Genuine crash: Windows restarts or stops and shows a standard blue- or black-screen message with a named stop code such as PAGE_FAULT_IN_NONPAGED_AREA or MEMORY_MANAGEMENT.
  • Activation or device code: the code appears in Windows activation settings or Device Manager rather than in a web page or crash screen.

Each case has a different remedy. Do not follow instructions on a suspicious web page to diagnose a recurring system crash, and do not treat a real stop-code restart as a browser problem.

How can I tell whether 0x0099A3B1 is a browser scam?

A browser-originated warning is the likely explanation when the page demands an urgent call, claims Microsoft detected a problem, prevents normal clicking, or keeps reopening after you dismiss it. Microsoft and the Federal Trade Commission describe full-screen pages, repeated dialogs, audio, urgency, and fake error language as common support-scam techniques. A phone number is a decisive warning sign: genuine Microsoft error and warning messages do not include one.

Clue Browser support scam Genuine Windows crash
Presentation Web page, pop-up, full-screen browser view, looping dialog, or audio Unexpected restart or a Windows stop-code screen
Phone-number demand Displayed number or instruction to call Windows stop screens do not ask you to call a hotline
Persistence Often ends when the browser is closed or the PC is restarted May recur during startup or when using particular hardware or software
First response Close or restart, avoid contact, scan, and secure accounts if you interacted Use Safe Mode, Device Manager, updates, and recovery tools

Closing a browser lockup is not proof that Windows was damaged. Scam pages can imitate a system failure with browser features, but the page itself cannot establish that your files are infected, encrypted, or lost.

What should I do when 0x0099A3B1 appears in a browser?

Contain the page first. Do not call, click its buttons, install software it offers, or give a caller remote access.

  1. Ignore the number and instructions. Do not call the displayed hotline, provide a password or payment detail, or allow remote-control access. Microsoft’s support-scam guidance says its genuine error and warning messages never include phone numbers.
  2. Try to close the browser. Press Alt+F4. If the page closes, reopen the browser without restoring the suspicious tab. Do not click “Allow,” “Renew,” “Scan,” or similar controls inside the page.
  3. Restart if the browser will not close. Use the normal Windows Start menu when possible. If the page prevents that, hold the computer’s power button only as a last resort, then start Windows normally again.
  4. Run a full Windows Security scan. Open Windows Security from the Start menu, select Virus & threat protection, choose Scan options, select Full scan, and start it. Allow the scan to finish and follow Windows Security’s removal or quarantine prompts.
  5. Install security updates. In Windows 11, open Settings > Windows Update and select Check for updates. In Windows 10, open Settings > Update & Security > Windows Update and select Check for updates. Restart when Windows requests it.
  6. Remove the page’s persistence. In your browser’s extensions or add-ons page, remove an extension you do not recognize or did not intentionally install. Review the browser’s notification permissions and block unfamiliar sites that are allowed to send notifications. The exact menu names vary by browser, so use its built-in settings rather than a link in the warning.
  7. Get help through a channel you initiate. Type Microsoft’s official support address yourself or use a trusted provider’s known contact method. Do not use a phone number, download link, or remote-support program supplied by the alert.

What if the page returns after a restart?

Run the full Windows Security scan and check browser extensions and notification permissions again. If the page appears before you open a browser, or if Windows shows unfamiliar programs, account changes, or repeated system warnings, disconnect from the internet temporarily and seek help through a trusted support channel you contact independently.

What should I do if I called the number or gave the person access?

Assume the interaction is a security incident even if the caller sounded professional. The risk comes from what you shared or installed, not from the text 0x0099A3B1 itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. End the session. Disconnect the remote-access application or shut down the PC if the person is still connected. Do not continue a conversation to “finish” a repair.
  2. Uninstall software the caller requested. Use Settings > Apps > Installed apps in Windows 11 or Settings > Apps > Apps & features in Windows 10. Remove remote-control or other programs you installed at the caller’s direction. If you cannot establish what changed, Microsoft advises considering a device reset after preserving only essential personal files.
  3. Scan and update. Run a full Windows Security scan, then install all available Windows and browser updates. A scan complements, but does not replace, account and payment recovery.
  4. Change passwords from a different trusted device when possible. Prioritize email, Microsoft, banking, shopping, and any account whose password was typed while the caller had access. Use unique passwords and enable multifactor authentication where available.
  5. Contact financial providers. Call your bank or card issuer using the number on the card or an official statement, not a number supplied by the caller. Ask about stopping, disputing, or monitoring charges.
  6. Report the incident. Use Microsoft’s technical-support-scam reporting route and notify the relevant financial institution. Keep the caller’s number, payment records, messages, and application names for the report, but do not revisit the scam page to collect them.

If a work or school computer was involved, tell the organization’s IT or security team immediately. They may need to revoke sessions, reset managed credentials, or check other devices.

What if Windows actually crashed with a stop code?

If the machine restarted by itself or displayed a standard Windows stop-code screen, ignore the undocumented 0x0099A3B1 label and follow Microsoft’s normal Windows 10/11 crash workflow. Record the named stop code, the time of the crash, and what changed immediately beforehand.

1. Remove recently added hardware

Shut down and disconnect a newly installed USB device, dock, memory module, storage drive, graphics card, or other hardware. Reconnect one item at a time after Windows is stable. A crash that disappears when one device is removed points to that device, its connection, or its driver.

2. Start Windows in Safe Mode

Safe Mode loads a limited set of drivers, which helps distinguish a third-party driver or startup program from a deeper hardware or Windows problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings > System > Recovery in Windows 11, or Settings > Update & Security > Recovery in Windows 10.
  2. Under Advanced startup, select Restart now.
  3. After the restart, choose Troubleshoot > Advanced options > Startup Settings > Restart.
  4. Choose 4 for Safe Mode or 5 for Safe Mode with Networking. If the crash stops in Safe Mode, remove or roll back a recently changed driver or startup application before returning to normal startup.

If Windows cannot reach Settings, interrupt startup twice by turning the PC off as Windows begins loading; on the next start, Windows should open its recovery environment. Use the same Troubleshoot > Advanced options > Startup Settings path.

3. Inspect Device Manager

Right-click Start and open Device Manager. Expand the category related to the failing hardware and look for a warning icon. Open the device’s Properties to read its status, then use Driver > Roll Back Driver if the problem began after an update, or Driver > Update Driver when a current driver is available from the hardware maker. Avoid downloading drivers from pop-up pages or unverified driver sites.

4. Install Windows updates

Open the Windows Update page for your edition, select Check for updates, install offered quality and driver updates, and restart. Test the computer after each major change so you can identify what resolved or triggered the crash.

5. Use recovery options if crashes continue

From Settings > System > Recovery (Windows 11) or Settings > Update & Security > Recovery (Windows 10), use System Restore when a restore point predates the failures. The Windows recovery environment also offers startup repair and reset options. A reset can remove applications and settings, so back up important personal files and choose the option that matches your backup and recovery needs.

Could 0x0099A3B1 be an activation or Device Manager code?

Microsoft’s activation guidance says to consult its documented activation-code list and contact Microsoft Support when a code is not listed. Microsoft’s Device Manager reference likewise notes that its published list is not exhaustive and directs users with an unlisted code to the hardware manufacturer or Microsoft Support. Because 0x0099A3B1 is not identified in those references, do not apply a code-specific activation hack or replace hardware solely because this number appears.

First note the exact window, product edition, and surrounding message. Take a photograph or copy the text without following embedded links. Then open support through a website or contact method you locate independently and provide the exact context.

What mistakes should I avoid?

  • Calling a number shown in the alert: a telephone number is inconsistent with genuine Microsoft error and warning messages.
  • Installing a “fix” offered by the page: unsolicited downloads and remote-access requests are part of the scam pattern described by Microsoft and the FTC.
  • Running registry cleaners or random command files: the code is undocumented, so a one-size-fits-all repair can damage settings without addressing the cause.
  • Resetting a stable PC after one browser scare: close the browser, scan, update, and review extensions first. Reserve recovery actions for persistent system symptoms or a confirmed compromise.
  • Assuming a closed pop-up proves the computer is clean: complete the scan and account checks if you clicked, installed software, shared credentials, or allowed access.

How should I decide which fix path applies?

Use the symptom that you can observe without trusting the warning’s claims:

  1. If the message is confined to a browser and includes urgency, audio, full-screen behavior, or a phone number, follow the scam-containment steps.
  2. If Windows restarted or stopped and shows a named stop code, follow the hardware, Safe Mode, Device Manager, update, and recovery workflow.
  3. If the number appears only in activation or Device Manager, treat it as an unlisted code and contact Microsoft or the hardware vendor through an independently verified channel.
  4. If you interacted with a caller or installed requested software, perform the incident-response steps even if the browser page no longer appears.

The key distinction is presentation: 0x0099A3B1 itself does not identify a supported Windows repair procedure. Your safest action is to contain a suspicious page or diagnose a real crash using Windows’ established tools.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

As an optional shortcut after the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements and shared DLL problems, while offering settings adjustments, temporary-file cleanup, privacy checks, vulnerability checks, a real-time boost, file shredding, and an app-crash log. It runs on Windows 11, 10, 8, and 7; a free trial is available by category for at least two days before a paid subscription. It complements antivirus software and does not replace it, and no tool repairs every crash.

Frequently Asked Questions

Can I verify a Microsoft warning without using the contact details on the screen?

Yes. Close the page and type Microsoft’s official support address yourself or open Windows’ built-in support and security settings. A legitimate support conversation should begin through a channel you chose, not through a number or link supplied by an unexpected alert.

Does seeing 0x0099A3B1 mean my files were encrypted?

No. The code is not evidence of encryption, and a browser scare page can imitate a system emergency. After closing it, check that your files open normally and complete a Windows Security scan; do not pay anyone based only on the message.

Should I change passwords if I only viewed the pop-up?

Simply seeing a page does not show that credentials were exposed. Change passwords promptly if you typed them, installed software, granted remote access, or approved an unexpected sign-in; otherwise focus on closing the page, scanning, and updating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What information should I keep when reporting a support scam?

Save the displayed telephone number, the page address, screenshots, timestamps, caller identity claims, remote-access application name, and payment records. Store that evidence without reopening the suspicious page, and provide it to Microsoft, your financial provider, or your organization’s security team through their official channels.
