How do I fix 0x009BB129 during Windows Update?

Remove nonessential peripherals
Shut down and disconnect external drives, docks, printers, cameras, USB hubs, game controllers, and other devices that are not required to complete setup. Leave the keyboard, mouse, display, network connection, and the installation media or drive needed for the upgrade. Inspect Device Manager
- Right-click Start and open Device Manager.

Repair the Windows image with DISM
When setup or servicing appears to be damaged and Windows still runs, open Command Prompt (Admin) or Windows Terminal (Admin) and run:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for the operation to finish, restart, and retry setup. An elevated prompt is required, and the command can take time without showing frequent progress. If Windows cannot boot, use the recovery-environment variant only when you understand which drive letter contains the offline Windows installation; do not guess a drive letter.
