What should I record before trying a fix?

Reset the Windows Update cache only when needed

How do I fix 0x009BE654 during a Windows upgrade or installation?

Repair the Windows component store and system files
- Open Windows Terminal (Admin) or Command Prompt (Admin).
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand wait for it to finish. The progress percentage can pause while DISM repairs the component store. - After DISM completes, run
sfc /scannow. Let the verification reach 100 percent. - Restart Windows and retry the upgrade or installation.
These commands repair Windows components; they do not identify an unknown activation or Device Manager code. If either command reports that it could not complete, save the exact result for support instead of repeatedly running it.
Use a clean boot to isolate software conflicts
A clean boot starts Windows with nonessential startup programs and services disabled. It is a diagnostic state, not a permanent configuration.
- Sign in with an administrator account and open System Configuration by searching for
msconfig. - On the Services tab, select Hide all Microsoft services, then choose Disable all.
- Open the Startup tab and select Open Task Manager. Disable enabled third-party startup items.
- Restart and retry the upgrade.
- After testing, return to System Configuration and Task Manager and re-enable the services and startup items. Restart again.
If the upgrade works only in a clean boot, re-enable items in small groups until the conflict returns. The last group changed contains the likely cause; obtain an update from that software’s vendor.
How do I fix 0x009BE654 in Device Manager?
Device Manager may generate codes that are not included in Microsoft’s published list. Microsoft explicitly states, “This article doesn’t contain all error codes generated by Device Manager.” Therefore, the exact device and its status message matter more than the hexadecimal value.
