2. Start Windows in Safe Mode
- Open Settings > System > Recovery on Windows 11, or Settings > Update & Security > Recovery on Windows 10.
- Under Advanced startup, select Restart now.
- Choose Troubleshoot > Advanced options > Startup Settings > Restart.
- Press 4 for Safe Mode or 5 for Safe Mode with Networking.
If the restart loop prevents access to Settings, Windows can enter the recovery environment after repeated interrupted starts; use that only when normal startup is impossible.
