Copy the complete hexadecimal code from the original message and note what was failing: Windows Update, Windows Features, a downloaded .NET Framework installer, a game or another application, or a firewall/network component. If the complete code is 0x80070422 and Windows Update is the failing operation, Microsoft identifies it as ERROR_SERVICE_DISABLED and recommends checking whether the Windows Update service is running. That does not prove that the shorter text 0x8007042 has the same meaning, nor does it establish that .NET Framework is damaged.
Why can’t I diagnose 0x8007042 from the title alone?
The displayed string has one fewer hexadecimal digit than the commonly documented Windows Update code 0x80070422. A missing digit, a truncated dialog, or a user’s shorthand can change which Windows component is involved. How do I capture the complete error and the failed operation?
Do this before changing services or reinstalling components. The information determines which instructions are relevant and gives support staff something reproducible if the first repair does not work.
- Reopen the message. Open the same installer, Windows Update page, Windows Features dialog, game launcher, or application that produced the error. Use its details, copy button, or text-selection feature to copy the entire code exactly, including any additional digits, punctuation, and text after the code.
- Record the action that failed. Write down whether Windows was downloading an update, enabling a feature, installing .NET Framework, launching a game, starting another program, or reporting a firewall/network problem.
- Record the Windows release. Note whether the computer runs Windows 10 or Windows 11 and whether it is managed by an employer, school, or family administrator. A setting that is locked by policy should not be forcibly changed.
- Separate the component from the symptom. “Framework error” may describe an application that happens to require .NET, while the actual failure could be Windows Update or a disabled service. Keep the original dialog and any installer log rather than relying on a shortened search phrase.
If the dialog has closed, reproduce the failure once and capture it again. Do not substitute a remembered code; the difference between 0x8007042 and 0x80070422 changes the diagnosis.

When the complete code is 0x80070422 and Windows Update is the operation that failed, start with the Windows Update service. Microsoft’s documented explanation is: “This issue occurs when the Windows Update service stops working or isn’t running.” The statement applies to the complete code, not to the abbreviated title string.
Check Windows Update in Settings
- Open Settings and select Windows Update (on some Windows 10 builds, select Update & Security, then Windows Update).
- Read the exact error shown there and select Retry or Check for updates once. If the page gives a different complete code, use that code’s documentation instead of continuing with this branch.
- If the same code returns, leave the page open while checking the service so you can confirm whether the failure clears afterward.
Check the Windows Update service
- Press Windows key + R, type
services.msc, and press Enter. Approve the administrator prompt if Windows requests it. - Find Windows Update in the list. Read its Status and Startup type; do not assume the abbreviated code identifies this service unless the full code and operation match.
- If the service is stopped and the controls are available, select Start. Return to Windows Update and try the update again.
- If the startup setting is Disabled and the control is locked, do not use an arbitrary script or registry edit to override it. A policy may be enforcing that state. On a work or school computer, contact the administrator; on a personal computer, document the exact setting and continue with Microsoft’s Windows Update support guidance.
A service that starts successfully but stops again points to a separate Windows servicing or policy problem. The code alone does not tell you to replace system files, disable security software, or change unrelated services.

When is this actually a .NET Framework installation problem?
Use the .NET branch only when a .NET Framework installation is damaged or an application will not start after a Framework installation. A Windows Update service error and a Framework installation error are different problems, even if they appear in the same troubleshooting session.
Repair an existing Framework installation
Microsoft’s “Repair the .NET Framework” guidance describes the supported repair path for a damaged installation. Follow the version-specific instructions for the Framework release installed on the computer, and read the tool’s result rather than assuming that a repair succeeded. Microsoft last updated that guidance on July 10, 2025.
Repair from the original installation source
Microsoft also documents repairing an existing installation with the original installation source and Windows Installer repair steps. This is appropriate when the Framework files or registration are damaged but the installed version is otherwise the one the application requires. Use the same edition and source expected by the installer; do not install an unrelated Framework release merely because its name looks similar.
If a game or application still will not start
- Capture the application’s complete message and the Framework version it requests.
- Check whether the failure occurs before the application opens or only when it contacts an online service; those are different fault areas.
- Do not label the problem a Framework failure if Windows Update, Windows Features, or a separate service produced the original code.
- If the repair tool reports that no repair is needed, return to the operation that first failed instead of repeating the same repair indefinitely.
What if the message mentions Firewall or a network service?
Firewall and network symptoms require their own diagnosis. The 2012 Microsoft Q&A discussion treats Windows Update and Firewall as separate resources rather than one shared repair. In another Microsoft Q&A case, a commenter reported that restarting Network List Service helped the firewall-related issue while a different Windows Update error remained. Use a service-specific check
- Write down the firewall or network symptom—for example, a firewall panel that will not open—before changing anything.
- Open
services.mscand inspect only the service named by the relevant Windows guidance. If the report specifically concerns Network List Service, check that service’s status and restart it only when you have a clear network-related symptom. - Test the firewall or network operation again, then test Windows Update separately.
