Stop code INACCESSIBLE_BOOT_DEVICE (0x7B) means Windows lost access to the partition it needs to start. After moving an SSD or hard drive to another computer, the usual trigger is a different storage controller or an incompatible BIOS/UEFI storage setting, although damaged boot files, filesystem errors, filter drivers and failing hardware can cause the same stop. Check whether the drive is visible in firmware and in Windows Recovery Environment (WinRE) before changing anything. If it is detected, work through controller settings, Startup Repair and offline boot-file checks. If it is absent, software commands cannot restore the missing hardware path.
What does INACCESSIBLE_BOOT_DEVICE mean after moving a drive?
Microsoft defines bug check 0x7B as the operating system losing access to the system partition during startup. A disk moved from one PC to another can present a different SATA, NVMe or virtual storage controller, and the existing Windows installation may not have the boot-critical driver or configuration that the new controller expects. A BIOS change from AHCI to a legacy mode (or the reverse) can produce the same result.

- Drive visible but Windows will not start: match the installation’s boot mode and storage-controller mode, then use WinRE repairs.
- Repairs fail while the drive remains visible: investigate drivers, filter drivers, filesystem damage or a failing disk, and escalate before destructive recovery.
Microsoft’s Bug Check 0x7B guidance lists moving a hard disk to a computer with a different controller as an explicit cause.

What should I do before trying a repair?
Protect the data and identify the tools you need before editing boot records. None of the first-line checks requires formatting the disk.
Make a backup or copy important files
Shut the target computer down completely before reseating a drive. If the disk contains irreplaceable files, make a sector-level backup or connect it to a working computer and copy the data first. Do not initialize, format or reinstall Windows until the files are secure.
Find the BitLocker recovery key
Startup Repair can request the BitLocker recovery key for an encrypted installation. Locate that key before starting WinRE; repeated guesses or a decision to format will not recover an encrypted volume.
Prepare Windows installation media
On a working PC, use Microsoft’s Media Creation Tool to create bootable Windows media. A USB flash drive for Windows installation media is the physical carrier; the tool creates the bootable contents. A DVD is another supported option when the target PC has an optical drive. The media must match the Windows environment closely enough to open its recovery tools.
How do I check whether the other PC can see the drive?
Visibility determines whether you have a software-boot problem or a hardware-path problem.
Check UEFI or BIOS first
- Power the PC off, connect the moved drive securely, and enter the firmware setup (the key varies by manufacturer).
- Look under storage, NVMe, SATA or boot-device information for the drive model and capacity.
- Record the current boot mode (UEFI or legacy/CSM) and storage-controller mode (for example, AHCI, RAID or a vendor-specific mode).
If the disk is not listed in firmware, Windows cannot repair it with bootrec, bcdboot or other commands. Reseat the drive, try a supported slot or cable, verify that the slot supports that drive type, and check firmware and controller compatibility. If the device still does not appear, contact the PC or drive manufacturer; the problem is below the Windows boot-file layer.

Boot from the installation USB or DVD, choose Repair your computer (also shown as Repair my PC on some media), then open Troubleshoot > Advanced options > Command Prompt. If the physical disk is absent from diskpart, treat that as a connection, compatibility, firmware or hardware issue rather than a BCD-only failure.
How do I match UEFI, partition style and storage-controller mode?
The replacement PC must start the disk in a mode compatible with the existing installation. A Windows installation on a GPT disk normally expects UEFI, while an MBR installation commonly uses legacy BIOS/CSM; the exact combination depends on how Windows was installed.
- In firmware, compare the current mode with the mode used by the original PC. If the change happened immediately before the error, revert it and test again.
- Keep the storage-controller setting compatible with the original installation. Microsoft specifically advises reverting a recent change such as legacy/AHCI and checking disk-controller compatibility and firmware.
- Save the setting, reboot and test once. Do not repeatedly switch modes at random; each change can create another mismatch.
Changing a controller mode does not by itself repair a missing driver or damaged boot files. If the disk is visible but the stop code persists after the compatible setting is restored, continue with WinRE.

How do I run Startup Repair in WinRE?
Startup Repair is the first built-in repair to try when the disk is detected. It can address missing or damaged system files, a corrupted BCD, a damaged MBR, incompatible drivers and certain registry errors, but it is not a guaranteed fix.
Free tools Windows power users keep installed

- Boot from the Windows installation media.
- Select Repair your computer or Repair my PC.
- Choose Troubleshoot > Advanced options > Startup Repair.
- Select the Windows installation if prompted, provide the BitLocker recovery key if requested, and choose Restart.
Run Startup Repair once before making manual edits. If it reports that it could not repair the PC, open the generated log at %windir%System32LogFilesSrtSrtTrail.txt from WinRE to see which check failed. The log is evidence for the next step, not a reason to delete files blindly.
How do I identify the correct Windows and system volumes?
WinRE assigns drive letters independently of normal Windows, so the Windows partition may not be C:. Confirm the letters before using any offline command.
diskpart
list disk
list vol
exit
list disk should show the physical drive, while list vol should show the Windows volume and the small SYSTEM/EFI volume when one is present. You can identify the Windows volume by checking candidate letters from Command Prompt, for example with dir D:Windows; use the letter that actually contains the Windows directory. If the expected disk or volume is missing, stop and resolve detection or hardware problems first.
How do I inspect and repair the BCD?
The Boot Configuration Data store tells the firmware and Windows boot manager where the loader and operating-system files are located. Inspect it before rebuilding it, and export a backup before changing entries.
Inspect entries
bcdedit
Check that {bootmgr} and {default} refer to the correct system partition and Windows partition, and that the loader path and systemroot point to the actual installation. If the output names a volume that is not present in list vol, correct the volume mapping rather than guessing a letter.
Back up the store
bcdedit /export C:tempbcdbackup
Create the temporary folder first if necessary. Keep the backup on a writable volume and do not overwrite it with an untested export.
Rebuild only when the store cannot be opened
Microsoft documents bootrec /rebuildbcd when the BCD store cannot be opened or must be recreated. Use it only after confirming the Windows volume and system volume; a scan that finds the wrong installation can add an incorrect entry.
bootrec /rebuildbcd
When should I use bcdboot to recreate boot files?
Use bcdboot when boot files are missing or the BCD points to the wrong system partition, not as a general-purpose first command. Assign temporary letters to the Windows and SYSTEM volumes in DiskPart, verify them, and then substitute those real letters in the command.

bcdboot D:windows /s R: /f ALL
In this example, D: is the offline Windows volume and R: is the SYSTEM volume; your letters may differ. The /f ALL option writes both UEFI and BIOS boot files. Do not format the SYSTEM partition during a first attempt, and do not run the command with guessed letters.
How do I recover from a failed update or filesystem corruption?
If the blue screen appeared immediately after an update, revert pending actions before running broader repairs. Replace C: below with the actual offline Windows letter.
dism /Image:C: /Cleanup-Image /RevertPendingActions
For persistent startup failure, run the offline disk and system-file checks against the same confirmed Windows volume:
chkdsk /f /r D:
sfc /scannow /offbootdir=D: /offwindir=D:Windows
chkdsk /f /r checks the filesystem and attempts to recover readable data from problematic sectors; it can take a long time on a large or damaged disk. Offline SFC checks protected Windows files without booting the installation. If either command reports that the volume cannot be accessed, return to the visibility and hardware checks rather than repeating it indefinitely.

What if a storage driver or filter driver is the real cause?
A different controller may require a boot-critical driver that the old installation lacks. Microsoft’s advanced procedure checks the ACPI, DISK, VOLMGR, PARTMGR, VOLSNAP and VOLUME service keys for Start=0, then reviews non-Microsoft UpperFilters and LowerFilters entries.
This is an offline-registry operation, not a routine command-line fix. Back up the registry hive before loading or editing it, change only a clearly identified nonstandard filter entry, and keep a record of every value changed. Removing a legitimate controller or encryption filter can make the volume less accessible. If you cannot identify the driver or filter with confidence, stop and ask the PC, storage-controller or software vendor for a compatible driver and procedure.
Which recovery route is safest?
Choose the least destructive route that matches what you can observe. The following comparison keeps the key decision points separate.
| Situation | Best next route | Primary risk or dependency |
|---|---|---|
| Drive appears in firmware and WinRE | Match UEFI/BIOS and controller mode, then run Startup Repair and offline checks | Wrong offline drive letters can repair the wrong volume |
Drive appears in firmware but not in diskpart |
Check controller mode, slot support, firmware and hardware before boot-file edits | Windows commands cannot fix an absent device path |
Drive appears in diskpart, but boot entries are wrong |
Back up BCD, inspect with bcdedit, then use bcdboot if needed |
Rebuilding against the wrong system volume creates another boot failure |
| Failure follows an update | Run offline DISM with /RevertPendingActions, then chkdsk and offline SFC |
Use the confirmed offline Windows letter |
| Repeated repairs fail and a controller or filter driver is suspected | Use the advanced driver/registry procedure or obtain vendor guidance | Registry edits can make a legitimate storage filter unusable |
| Drive is absent in firmware or cannot respond | Stop software repair and contact the PC or drive manufacturer | Connection, compatibility, firmware or hardware failure |
When should I stop repairing and escalate?
Stop repeated attempts when the disk is absent from firmware or WinRE, when the controller and slot cannot be shown to support the drive, or when the hardware produces read errors and cannot respond consistently. Contact the computer, storage-controller or drive manufacturer in those cases. If the disk is visible but every boot-file and filesystem check fails, preserve the backup and seek driver or hardware-specific help before a reset or clean installation.

What can you realistically expect from these repairs?
Microsoft’s official material provides procedures and diagnostic guidance, not a published success rate, average repair time or failure percentage. Results depend on whether the cause is a reversible mode mismatch, damaged boot data, filesystem corruption, a missing driver or failing hardware. Treat each successful detection and repair step as evidence that narrows the cause, not as a guarantee that the next step will work.

Frequently asked questions
Will switching AHCI, RAID or legacy mode erase my files?
The setting change itself is not a format operation, but an incompatible mode can prevent Windows from mounting the system volume. Return to the mode used by the original installation, and confirm the disk remains visible before attempting boot repairs.
Can I use another computer to repair the moved Windows installation?
Use a working computer to copy or back up files and to create installation media. Run the boot repair on the target computer so its firmware, controller and system-volume layout are the ones being tested.
Why does Startup Repair ask for a recovery key?
An encrypted Windows volume may require its BitLocker recovery key before WinRE can inspect or change startup data. Locate the key before launching repair; without it, do not format the disk or assume that a failed unlock proves the drive is defective.
Should I reinstall Windows immediately after 0x7B?
No. First establish that firmware and diskpart can see the drive, then try the non-destructive controller, Startup Repair, BCD and offline filesystem steps. Reinstallation is a last resort after the data is backed up and the storage hardware path is known to work.
