The “New Steam Library Folder Must Be Writable” message means Steam cannot create, modify, or verify the folder you selected as a game-library location. Start in Steam’s own storage manager: open Steam > Settings > Storage, select the affected drive or library, and choose Repair Folder when it is available. If repair fails, create a library on a different path with the + button after checking Windows permissions, the drive letter, partition state, and free space. A second drive is an escalation for a full, unavailable, or unreliable drive—not the default solution to a permissions-only error.
What does “New Steam Library Folder Must Be Writable” mean?
Steam needs a folder where the account running the client can write and modify game files. That includes downloading new content, updating installed games, creating manifests, and moving files. The warning appears when Steam cannot prove that the selected path is usable for those operations.

The message does not identify one universal cause. Windows access control, a missing drive letter, an inaccessible partition, insufficient free space, or a storage problem can all produce the same result. On Linux, a filesystem mounted without execute permission can trigger a related library-add failure.
How do I use Steam’s Storage screen to fix the error?
Steam’s Storage page is the safest first step because it can repair a known library and lets you choose an alternate location without manually rebuilding Steam’s folder structure.

- Open the Steam desktop client.
- Select Steam > Settings > Storage.
- Select the drive or library that produced the error.
- Choose Repair Folder if Steam displays that action, then wait for it to finish.
- Try the library operation again. If the same path still fails, select + and create or select a folder on another writable drive.
Steam supports multiple library locations. An alternate path can be used for future installations, and existing games can be moved between libraries from the Storage interface. Keep the Steam client open until the repair or move completes; interrupting a file operation can leave an incomplete download that needs verification.
How do I check Windows permissions for a Steam library folder?
The account running Steam must have permission to write or modify the target folder. Windows evaluates the folder’s access-control entries, ownership, inheritance, and user rights, so seeing the folder in File Explorer does not prove that Steam can use it.
Recommended Free Tools
Inspect the folder’s Security settings
- Close Steam or leave it open while you inspect the path.
- In File Explorer, right-click the intended library folder and choose Properties.
- Open the Security tab and select the Windows account that launches Steam.
- Check whether Write and Modify are allowed. A full-control entry also includes those rights.
- If the account is missing, use Edit to add it, then grant the minimum rights needed to create and change files in that folder.
Do not blindly replace permissions on an entire system drive. Correct the specific library folder, preserve inherited entries where they are working, and avoid granting broad access to unrelated users. If the folder is owned by another account or inherited restrictions prevent changes, an administrator may need to correct ownership or inheritance before Steam can write there.
Test the result outside Steam
Create a small test file in the exact folder and delete it again. If Windows refuses either action, the problem is still at the filesystem or permission layer. If the test succeeds but Steam fails, return to Steam’s Storage page and check that the selected library path is the same folder you tested; selecting a parent or sibling folder can lead to checking the wrong permissions.

How do I verify that the drive and drive letter are available?
Steam cannot create a library on a volume that Windows cannot consistently see. Confirm both the friendly File Explorer view and the lower-level Disk Management view before changing Steam settings.
Check File Explorer
- Confirm that the drive appears under This PC.
- Open the drive and verify that the intended folder is present.
- Check that the drive letter has not changed since the library was created.
- Try creating and deleting a test folder. A missing, disconnected, or read-only volume will fail this test.
Check Disk Management
- Right-click the Start button and open Disk Management.
- Locate the physical disk and partition that should contain the library.
- Confirm that the volume is present, initialized, and assigned the expected drive letter.
- Look for an unallocated, offline, inaccessible, or otherwise abnormal state.
- If the letter is missing or wrong, use the volume’s drive-letter action to assign or change it, taking care not to choose a letter already used by another device.
Disk Management can show a partition even when File Explorer cannot open it. That difference points to a Windows volume, filesystem, connection, or mount problem rather than a Steam-only setting. Resolve the operating-system condition first, then retry the library operation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCould low space or a storage-management error be causing the message?
Yes. A library path needs enough available capacity for the game, updates, temporary download data, and filesystem overhead. Steam may reject a path when Windows reports too little usable space or when the partition is in an unhealthy state.
- In File Explorer, open the drive’s Properties and check free space.
- In Disk Management, verify that the expected partition is allocated and accessible.
- Remove or move files only after confirming that the drive itself is healthy and the folder permissions are correct.
- Retry the Steam operation after Windows reports the corrected capacity or partition state.
There is no single free-space number that works for every game. Check the size of the title and its expected updates, then leave additional room for temporary files and future installs. A nearly full drive can turn a permissions-looking message into a capacity failure.

How can I tell whether the problem is permissions or failing hardware?
Use behavior across the drive to separate the two. A failure limited to one folder usually points toward permissions, ownership, or a damaged Steam-library path. Failures in unrelated folders, disappearing volumes, repeated disconnects, or Disk Management errors indicate a broader drive or filesystem issue.
| What you observe | More likely area | Next action |
|---|---|---|
| Steam fails in one folder, but Windows can create files elsewhere on the same drive | Folder permissions, ownership, inheritance, or a damaged library path | Inspect the folder’s Security tab, run Repair Folder, or choose a new folder |
| Windows cannot create files in several folders on the drive | Volume, filesystem, access, or hardware condition | Use Disk Management and Windows diagnostics before changing Steam settings |
| The drive or partition is missing, offline, or has no expected letter | Drive availability or configuration | Correct the volume state or letter, then retest in File Explorer |
| The drive is full or reports a storage-management error | Capacity or partition state | Resolve the storage condition before retrying Steam |
These observations narrow the cause; they do not prove that a disk must be replaced. Confirm the specific failure with Windows diagnostics before buying hardware, especially if the drive is intermittently available.

Use another drive when the current one is full, unavailable, unreliable, or unsuitable for a writable library after permissions and volume checks. Steam’s Storage page lets you add an alternate location with +, and the client can use multiple drives for installations and moves.
| Factor | What to verify before choosing the location |
|---|---|
| Capacity | Enough free space for the current library, updates, temporary download data, and planned installs |
| Availability | A stable drive letter, mounted volume, and partition visible in File Explorer and Disk Management |
| Permissions | The account that runs Steam has Write or Modify access to the chosen folder |
| Reliability | No recurring disconnects, unexplained write failures, or storage-management errors |
| Connection and compatibility | The computer supports the device and maintains the connection during downloads and updates |
An internal SSD is a reasonable purchase when the existing drive is genuinely full or unreliable. Hardware is optional when the original drive passes capacity, availability, and write tests. Steam specifically cautions that installing the Steam client itself on an external hard drive may cause performance issues; do not treat moving the client and adding a game-library location as the same decision.

How do I add and use a second Steam library?
Once Windows can write to the new location, add it from Steam rather than manually copying an arbitrary folder.
- Open Steam > Settings > Storage.
- Click +.
- Select the available drive and choose or create the folder Steam will use as a library.
- Confirm the location and set it as the destination when installing a new game.
- To relocate an installed game, select it in the Storage view and use Steam’s move option to choose the alternate library.
Keep the destination connected and assigned the same drive letter whenever Steam is running. If a removable drive is disconnected, the games may appear unavailable until the volume is connected again.
What Linux-specific issue can prevent adding a library?
On Linux, a related library-add error can occur when the filesystem is mounted without execute permission. The mount configuration commonly needs an exec option where that filesystem and security policy permit it.
- Identify the mount point used for the intended Steam library.
- Inspect the mount options and determine whether the filesystem is mounted with
noexec. - Correct the mount configuration to use
execwhere appropriate for that system. - Unmount and remount the filesystem, or reboot if that is how the configuration is applied.
- Return to Steam’s Storage screen and add the library again.
This is a Linux mount-permission issue, not a substitute for Windows Security checks. Do not copy Windows permission instructions to a Linux installation; diagnose the mount and filesystem options used by the Linux system.

What should I avoid when troubleshooting this Steam error?
- Do not assume a new drive is the first fix. A permissions-only problem will remain after buying storage.
- Do not grant unrestricted permissions to an entire disk. Adjust the library folder and preserve sensible inheritance.
- Do not change drive letters casually. Other applications and existing library records can depend on the current letter.
- Do not ignore intermittent disconnects. A path that works once but fails during updates can damage downloads or make games appear missing.
- Do not install Steam itself on an external hard drive without considering performance. Steam’s support guidance warns that this arrangement may cause problems.
- Do not treat a successful test in the wrong folder as proof. Test the exact path selected in Steam’s Storage screen.
What is the shortest reliable recovery sequence?
Follow these branches in order and stop when the error is resolved:
- Run Repair Folder in Steam > Settings > Storage.
- Test file creation and deletion in the exact library folder.
- Inspect Properties > Security and correct Write or Modify access for the Steam-running account.
- Confirm the drive letter, partition state, and visibility in File Explorer and Disk Management.
- Resolve low capacity or storage-management errors.
- Add a library on another writable drive with + only if the original path remains unsuitable.
- On Linux, check for a
noexecmount and correct it where appropriate.
This order keeps a simple Steam-folder repair separate from operating-system and hardware escalation. It also gives you a clear point at which to stop troubleshooting and investigate the drive itself.
Frequently Asked Questions
Can Steam use more than one library drive at the same time?
Yes. Steam’s Storage interface is designed to manage libraries on multiple drives. You can choose an alternate location for new installations and move eligible existing games between the libraries.
What does Steam’s Repair Folder action actually repair?
It runs Steam’s built-in repair workflow for the selected library path. Valve does not expose every internal operation, so treat it as a first diagnostic step rather than proof that the underlying Windows volume is healthy.
Do I need to reinstall a game after adding a new library?
No. If the game is already installed, use Steam’s Storage move function to transfer it to another library. Reinstalling is only a fallback when the existing files or library metadata cannot be recovered.
How much free space should a Steam library drive have?
There is no universal reserve that fits every title. Leave enough for the game’s listed size, patches, temporary download data, and the additional games you expect to install; a nearly full volume can fail even when permissions are correct.
